They were not interchangeable, and eligibility depended on the buyer, vehicle, location and dates. Contemporary reporting and Shanghai campaign materials document selected offers—not a nationwide list of “top brand” deals—and none should be read as a current quote.
What kinds of car-buying benefits were available?
The offers reported around the 2024 holiday fell into four categories. A government subsidy was not the same as a dealer discount, and a local program could have different eligibility rules or prevent buyers from combining benefits.
- National scrappage subsidy: A payment for eligible buyers who scrapped a qualifying older vehicle and bought a qualifying new passenger car.
- Local trade-in support: City-level assistance with its own vehicle, purchase and application conditions.
- Purchase-tax relief: A tax exemption or reduction for eligible new-energy vehicles, separate from cash subsidies.
- Automaker and dealer promotions: Offers such as price reductions, financing, trade-in support, warranty terms or included equipment, subject to the campaign’s location and dates.
How did the national scrappage subsidy work?
A seven-department notice raised the subsidy to 20,000 yuan for eligible consumers who scrapped a qualifying older vehicle and purchased a qualifying new-energy passenger car, or 15,000 yuan if they purchased an eligible gasoline passenger car with engine displacement of 2.0 liters or less. The notice included identity and vehicle-ownership conditions, including that the person owning the scrapped vehicle and the replacement vehicle had to be the same. See the national vehicle trade-in policy notice for the applicable rules.
The revised amounts applied to qualifying applications submitted from April 24, 2024 through January 10, 2025, including previously paid eligible applications, subject to the notice’s scrappage and purchase conditions. These were policy amounts for that application period, not an automatic discount for every holiday buyer or a benefit available to someone buying today.

What did Shanghai’s local campaign offer?
Shanghai’s 2024 Autumn Auto Consumption Season described a “policy + events” approach to boosting auto consumption, according to the Shanghai Municipal Commission of Commerce. Its campaign page reported local support of 15,000 yuan for eligible purchases of pure-electric passenger cars and 12,000 yuan for eligible China VI-b gasoline passenger cars. The page said the local subsidy could not be combined with the national scrappage subsidy.
The same page described local retailer and automaker promotions. For example, it reported Volvo purchase-tax support across its range, a free brand charging post with new-energy vehicles, and trade-in support of up to 40,000 yuan. It also reported SAIC Volkswagen combined trade-in benefits of up to 35,000 yuan, powertrain warranty terms and limited-time one-price offers on selected popular models. These are Shanghai campaign examples from 2024; the page does not establish that the offers applied across China or remain available.

How did new-energy vehicle tax relief differ from a subsidy?
China’s separate purchase-tax policy exempted eligible new-energy vehicle purchases dated January 1, 2024 through December 31, 2025, with relief capped at 30,000 yuan per vehicle. For eligible purchases dated January 1, 2026 through December 31, 2027, the policy provides a half-rate reduction capped at 15,000 yuan. Vehicles must meet the applicable catalogue requirements; consult the Ministry of Industry and Information Technology announcement for policy details.
Tax relief reduces purchase tax; it is not a cash rebate or an automaker discount. Whether it applies depends on the vehicle and purchase date, so it should be assessed separately from scrappage support or a dealer’s advertised offer.

What was happening in the market around the holiday?
The China Passenger Car Association (CPCA) said in its October 2024 analysis that passenger-car market activity rose noticeably during the National Day holiday, eased afterward, and the market overall continued to recover. It also connected broader market growth with national scrappage and local trade-in policies. That assessment describes market direction; it does not isolate Golden Week sales totals.
- 52.9%: New-energy vehicles’ share of domestic passenger-car retail in October 2024, 15 percentage points above October 2023, according to CPCA.
- 6.4%: October 2024 new-energy retail growth month over month compared with September, according to CPCA.
- 1.48 million units: October 2024 domestic retail sales of self-owned brands, up 32% year over year, according to CPCA.
- 65.7%: Self-owned brands’ domestic retail share in October 2024, according to CPCA.
These are October figures, not Golden Week-only results. CPCA also said traditional gasoline-car promotions had contracted slightly from September and price-cut frequency in July–October was lower than in February–April. The figures point to a lively market and strong new-energy share, but not uniform discounts across brands or models. See the association’s October 2024 market analysis.

How should buyers compare offers?
For a historical 2024 purchase, the decisive question was not the headline discount but the amount payable after benefits the buyer could actually claim. For any present-day purchase, verify the current rules and written dealer terms rather than relying on these expired campaign examples.
Quick Recap
- Confirm the dates and location. Check that the offer applies where and when the vehicle is purchased, and note application deadlines.
- Check eligibility before counting a subsidy. Confirm the prior vehicle, replacement vehicle type, ownership match and any catalogue or emissions requirements.
- Ask whether benefits can be combined. Shanghai explicitly barred combining its local trade-in subsidy with the national scrappage program; do not assume other programs stack either.
- Separate the figures in writing. Ask the dealer to itemize vehicle price, government subsidy, trade-in valuation, automaker discount, financing charges and optional benefits.
- Compare financing on total cost. For an interest-free or low-payment offer, verify the term, fees, down payment and conditions alongside the cash price.
- Verify the final payable amount. Compare the out-of-pocket total after confirmed benefits, not a maximum headline figure that may depend on multiple conditions.
