No current, comparable source in the material available supports naming the ten plug-in hybrids with the lowest five-year ownership costs. A reliable ranking needs model-specific totals built on the same assumptions—not fuel savings or resale value alone. For U.S. shoppers, the key is to compare the full cost of buying and operating each PHEV over a defined five-year period, with mileage, energy prices, financing and depreciation stated clearly.
Why there is no defensible top-ten list here
A five-year ranking is only meaningful when every vehicle is evaluated on the same basis. The available sources provide useful ownership-cost methods and context, but they do not provide a current, comparable top ten of PHEV models. Naming and ordering ten vehicles would imply evidence the available figures do not establish.
The mileage assumptions alone can change the result. AAA’s 2026 Your Driving Costs analysis uses five years and 75,000 miles, while the U.S. EPA’s five-year fuel-cost estimate for a PHEV assumes 15,000 miles per year. Those are both five-year calculations, but one is a broad ownership-cost analysis and the other is a fuel-cost estimate—not interchangeable rankings.
Scope matters, too. The cited sources are primarily U.S.-oriented, and the title does not specify a model year. A comparison for another country, a different model year or another annual distance could produce a different order.

What a five-year cost-to-own figure should include
Five-year total cost of ownership is more than fuel economy or the price at the dealership. Kelley Blue Book describes its five-year cost to own as vehicle-related costs during the first five years, including depreciation and out-of-pocket expenses. AAA’s 2026 analysis includes fuel, maintenance, repairs and tires, license, registration and taxes, depreciation, and finance charges.
- Purchase price: Use the actual transaction-price assumption, and disclose discounts or incentives included.
- Depreciation: Subtract the projected resale value at the end of year five from the purchase price. Make the model year and resale method clear.
- Financing: State the loan amount, term, interest rate and down payment, or say that financing is excluded.
- Energy: Count both gasoline and electricity, with the fuel prices and charging assumptions used.
- Insurance and fees: Include insurance, taxes, licensing and registration when the chosen method accounts for them; these vary by location and owner.
- Upkeep: Include maintenance, repairs and tires, and disclose whether estimates are modeled or based on observed costs.
Kelley Blue Book and AAA both caution that estimates depend on the vehicle and on factors such as use and location. A comparison should show its assumptions beside the totals rather than present one figure as universal.

How to compare PHEVs on equal terms
- Fix the comparison scope. Choose one market, a model year, five years of ownership and an annual mileage. Do not mix vehicles or estimates built for different horizons.
- Set the price and tax-credit treatment. Say whether the purchase price is MSRP or an estimated transaction price, which discounts are counted and whether tax incentives are included. If incentives are included, identify the eligibility assumptions.
- Use one financing method. Apply the same loan assumptions across models, or compare cash purchases separately. The U.S. Department of Energy’s Alternative Fuels Data Center calculator methodology gives an illustrative example of 90% financing over five years at 6% interest with 10% down; those are example inputs, not universal or current loan terms.
- Model actual PHEV energy use. Estimate gasoline and electricity separately. State the electricity and gasoline prices, access to charging and the share of miles assumed to be driven electrically. A PHEV’s potential fuel savings depend on how it is driven and charged.
- Apply a consistent resale method. Use the same five-year horizon and a clearly identified source or method for every projected resale value. Do not substitute a resale award for a total-cost calculation.
- Add the remaining ownership costs. Include insurance, fees, maintenance, repairs and tires where the method provides them, then present the component totals as well as the overall amount.
Regional electricity prices and charging patterns matter. The DOE AFDC calculator methodology uses the state where a plug-in vehicle is most often charged to determine the electricity-generation fuel mix for emissions calculations and sums purchase costs with the net present value of annual costs over the vehicle life. That illustrates why location belongs in the assumptions; it is not itself a current PHEV cost ranking.
Why EPA fuel savings are not total ownership cost
The EPA’s five-year PHEV fuel-cost comparison assumes 15,000 miles of driving per year and uses projected fuel prices that change annually. It helps compare expected fuel costs under that label calculation, but it does not include the full set of ownership costs needed to rank vehicles by five-year total cost.

Fuel economy, fuel consumption and emissions can also vary with driving, maintenance, weather, roads and vehicle load. A buyer who can charge regularly and covers many local miles electrically may have a different gasoline-and-electricity bill from someone who rarely plugs in. A comparison should not turn the EPA fuel-cost figure into a promise of an individual owner’s savings.

Depreciation can materially affect ownership cost, but broad resale projections are not enough to identify the cheapest PHEV to own. Kelley Blue Book’s 2026 Best Resale Value release projects that an average 2026 model-year vehicle will retain about 45% of its original value after five years. It projects around 55% or more for vehicles in its 2026 Best Resale Value top ten. These are broad projections, not PHEV-specific five-year ownership totals.

KBB named the Toyota RAV4 Plug-In Hybrid the winner of its 2025 plug-in-hybrid Best Resale Value category. That supports calling it a recognized resale-value example for that award year; it does not establish that it ranks among the ten lowest-cost PHEVs to own over five years.
Useful tools—and what they cannot tell you
- Kelley Blue Book’s five-year cost-to-own calculator provides a way to examine ownership-cost components, but estimates depend on the selected vehicle and owner circumstances. Its 2023 Five-Year Cost to Own awards describe projected costs for 2023 model-year vehicles, with depreciation based on KBB residual values and a valuation method using third-party financial information; that methodology does not supply a current PHEV top ten.
- The DOE Alternative Fuels Data Center calculator documents an approach that combines purchase costs and annual costs over a vehicle’s life, including regional charging inputs. Its assumptions should be treated as inputs to a calculation, not as a market-wide ranking.
- The DOE’s January 2025 incremental purchase-cost report addresses purchase-cost differences for PHEVs, battery-electric vehicles and fuel-cell vehicles relative to comparable internal-combustion vehicles. Incremental purchase cost is not the same as a consumer-facing five-year ownership-cost ranking.
AAA’s 2026 analysis puts the average annual cost to own and operate a new vehicle at $12,863. That is an overall average across the analysis, not a PHEV-specific estimate or a substitute for comparing individual vehicles.

What to ask before trusting a “cheapest PHEV” ranking
- Are all vehicles from the same model year and market?
- Does the total include depreciation, financing, insurance, fees, gasoline, electricity, maintenance and repairs?
- Are miles driven, electricity and gasoline prices, and charging behavior stated?
- Are tax credits or dealer discounts included, and does the calculation explain eligibility?
- Are resale values projected using the same method and five-year horizon?
- Does the source publish component totals so you can see what drives the result?
If a list gives only fuel economy, a fuel-savings estimate or a resale award, it has not shown the evidence needed to call its cars the lowest-cost PHEVs to own over five years.
