For model years 2000–2009, the most memorable fuel-economy cars ranged from a two-seat Honda hybrid to practical sedans and even an SUV. This is an editorial selection of notable examples, not an official EPA decade-wide top ten: the available EPA records establish standout models and some annual leaders, but do not provide one unified ranking of every eligible car across the decade. The figures below retain the metric and model-year context reported by the EPA, because unadjusted laboratory results, adjusted estimates and original label values are not interchangeable.
How to read the fuel-economy figures
EPA fuel-economy estimates use vehicle testing at its National Vehicle and Fuel Emissions Laboratory and manufacturer-submitted test data; the U.S. Department of Energy publishes label values in its annual Fuel Economy Guide. The EPA distinguishes unadjusted laboratory combined MPG from adjusted MPG, which is intended to estimate on-road performance. Older laboratory figures can overstate what drivers achieve in everyday use, and methodology revisions over time complicate direct comparisons. That distinction matters especially for the 2000 Insight: its cited 76 MPG is an unadjusted laboratory combined result, not an adjusted label estimate or a promise of real-world economy. Other figures below are reported as city/highway values from EPA model-year releases unless otherwise noted.

This is a curated list, not a ranked comparison. The EPA examples available here include several leaders from 2007 and a decade-ending Prius record, but not a complete, consistently measured dataset for every eligible model year.

1. 2000 Honda Insight
The original Insight is the decade’s defining efficiency outlier. EPA’s 2016 historical report records 76 MPG unadjusted laboratory combined fuel economy for the two-seat car, in the 2,000-pound inertia weight class. That lab value illustrates the model’s engineering ambition; it should not be compared directly with later adjusted ratings as if they shared one method.
2. 2007 Toyota Prius
EPA’s 2007 model-year release lists the Prius at 60 city / 51 highway MPG and ranks it first overall in that release. The model also appears as the overall highest-fuel-economy vehicle in EPA’s 2020 Trends report for model years 2007, 2008 and 2009. The report gives the 2009 Prius 46.2 real-world MPG in its table, a different measure from the 2007 city/highway release figures.

3. 2007 Honda Civic Hybrid
The Civic Hybrid combined compact-sedan utility with high fuel economy. EPA’s 2007 release lists it at 49 city / 51 highway MPG and second overall. Its four-door format made it a more conventional everyday choice than the two-seat Insight.
4. 2007 Toyota Camry Hybrid
EPA’s 2007 release lists the Camry Hybrid at 40 city / 38 highway MPG, third overall. It stands out for bringing hybrid efficiency to a midsize sedan rather than a small car.

5. 2007 Ford Escape Hybrid FWD
The front-wheel-drive Escape Hybrid posted 36 city / 31 highway MPG in EPA’s 2007 release, placing fourth overall and leading the SUV class in that release. Its significance is as much about vehicle type as the figure: it delivered hybrid efficiency in a small SUV format.
6. 2004 Honda Insight, manual transmission
EPA’s 2004 model-year release lists the manual Insight at 60 city / 66 highway MPG. These are period label estimates in that release, not the 76-MPG unadjusted lab result cited for the 2000 model. The difference underscores why a model name alone is not enough for a precise comparison: model year, transmission and rating method matter.

7. 2004 Toyota Prius
The 2004 EPA release says the Prius remained among the fuel-economy leaders alongside the Insight. The cited release does not provide a Prius MPG figure here, so it is best treated as a documented standout rather than assigned an unsupported number.
8. 2007 model-year compact and small-car contenders
EPA’s 2007 list spans compact and small cars as well as hybrids and an SUV hybrid. That breadth is a useful reminder that fuel economy is not only a powertrain contest: a smaller, lighter car may meet a different need than a family sedan or SUV. The cited release figures establish the Prius, Civic Hybrid, Camry Hybrid and Escape Hybrid positions above, but do not provide enough model-specific data here to name additional cars and ratings responsibly.

9. 2008 Toyota Prius
EPA’s 2020 Trends report identifies the Prius as the highest-fuel-economy vehicle for model year 2008 as well. The evidence establishes its annual leadership, but the cited material does not supply a corresponding MPG figure here.
10. 2009 Toyota Prius
For model year 2009, EPA’s Trends report identifies the Prius as the overall highest-fuel-economy vehicle and reports 46.2 real-world MPG in its table. Because this is the report’s real-world MPG measure, it should not be set beside the 2007 city/highway label values as though they were equivalent.

- Smallest footprint, most extreme historical figure: the two-seat Insight’s 2000 lab result is the sharpest headline number, but it comes with limited passenger capacity and a distinct testing metric.
- Hybrid flexibility: the EPA examples include a small car, compact and midsize sedans, and a front-wheel-drive SUV. The best fit depends on whether you prioritize maximum efficiency, passenger room or a higher-riding body style.
- Configuration matters: the 2004 Insight’s manual-transmission label figures are specific to that version. Do not assume another transmission or model year shares the same rating.
Choosing one as a used car today
Historic EPA ratings describe new-vehicle testing and estimates, not the present condition or fuel use of an individual older car. Before buying, identify the exact model year, trim and transmission, then check the vehicle’s original documentation or a reliable fuel-economy listing for that configuration. A used-car inspection should also assess the hybrid system and battery condition where applicable, service history, warning lights, tires and brakes. For any model, wear, maintenance, route, weather and driving style can affect actual MPG; a past rating cannot establish what a particular example will deliver now.
