The prices below are manufacturer-listed base MSRPs for qualifying trims, before destination charges, taxes, registration, dealer fees, options, and accessories. That distinction matters: the $39,700 Kia Niro EV, for example, reaches $41,195 once Kia’s listed destination charge is added.
The ranking weighs price, EPA-estimated range, charging capability, equipment, practicality, and how easily each model stays below the budget. All figures are for new battery-electric vehicles, with the newly available 2027 Chevrolet Bolt included.

1. 2027 Chevrolet Bolt LT
Starting price: $27,600 on Chevrolet’s current model page
EPA-estimated range: 262 miles
#1 Best Overall
- Charge with Confidence: ChargePoint builds reliable, flexible EV charging stations for home, business, and fleets. Get 24/7 support and access to hundreds of thousands of North American charging locations.
- Charge Smart: With the user-friendly ChargePoint Mobile App, you can control your electric car charger, manage reminders, connect to smart home devices, find stations, get data and charging info, and access the latest features. Note: WiFi is needed for certain functionalities and troubleshooting steps if connectivity issues arise.
- Vast Network: Wherever you go, ChargePoint’s network includes 274k+ stations across North America and Europe and 565k+ roaming partner stations.
- Safe & Durable: Rely on this UL-certified EV charger for safe home charging. It can be installed indoors or outdoors by an electrician and includes a cold-resistant cable.
- Fast & Powerful: This EV charger charges 9× faster than a 120V outlet, delivering up to 45 mi/hr., dependent upon your vehicle. It features a J1772 connector for all non-Tesla EVs and requires a 20A or 80A circuit. For Tesla EVs, this will require an adapter.
The Bolt is the value pick by a wide margin. It combines a low entry price with enough range for most daily driving, a standard NACS charging port, and more than 20 standard safety and driver-assistance features. Chevrolet also estimates a 10% to 80% DC-fast charge in about 25 minutes.
The main caveat is Chevrolet’s inconsistent pricing. Its consumer model page currently displays $27,600, while the company’s FAQ and press release cite $28,995. Check the actual vehicle’s window sticker and order page rather than assuming either number is universal. Even at the higher figure, the Bolt remains the least expensive EV here.
2. 2026 Nissan Leaf S+
Starting price: $29,990 before destination
EPA-estimated range: up to 303 miles
The redesigned Leaf makes the long-range EV bargain argument much stronger than its price suggests. The S+ is the least expensive trim, while Nissan lists the SV+ at $34,230 and the Platinum+ at $38,990 before destination. The S+ can therefore deliver more than 300 miles of EPA-estimated range without approaching the $40,000 ceiling.
It also gets dual 12.3-inch displays and wireless Apple CarPlay and Android Auto. Nissan lists a $1,545 destination charge, so the advertised price is not the final transaction figure. Still, the Leaf is one of the clearest choices for buyers who want maximum range without paying for a larger SUV.
3. 2026 Hyundai Ioniq 5 SE Standard Range
Starting price: $35,000
EPA-estimated range: 245 miles
The Ioniq 5 is one of the most compelling vehicles here if charging speed and interior space matter more than absolute range. Its distinctive hatchback-crossover body provides a useful cabin, and the platform is known for rapid DC charging. The base SE Standard Range stays below budget at $35,000.

- Convenient to Use - This charger has both NEMA 6-20 plug for 16A 240V charging (3.68kW, 10-12 mi/h) and a NEMA 6-20 to 5-15 plug adapter for 12A 120V charging (1.44kW, 2-5 mi/h). The included bag makes it easier to carry on the go. It also has a 25ft cable length, you can use it flexibly from anywhere in the garage or driveway.
- Check Your Outlet Type -This charger works with standard 120V NEMA 5-15/5-20 outlets (2-5 mph charging speed) and 240V NEMA 6-20 outlets (10-12 mph) . It's not compatible with NEMA 6-15/10-30/14-30/14-50/6-50 outlets – you'll need a NEMA 14-50/14-30/10-30/6-50 to 6-20 adapter (sold separately) to connect.

For a full list of compatible models, check out the Full Compatibility List on our product page.
- Indication Displays - LED display that can tell you the status as well as indicate errors while charging your electric vehicle.
There is also a particularly attractive step up: Hyundai lists the longer-range SE at $37,500, with a 318-mile EPA estimate. That version may be the better buy if the price remains under the buyer’s actual fee-adjusted limit. Hyundai’s pages differ on whether freight or destination is included, so verify the final configured price before treating either figure as out-the-door.
4. 2026 Toyota bZ XLE FWD
Starting price: $34,900 before Toyota’s Dealer Processing and Handling fee
EPA-estimated range: 236 miles for XLE FWD
The 2026 Toyota bZ is a sensible electric SUV for buyers who want familiar Toyota dealer support and a conventional crossover shape. The XLE includes a standard 14-inch Toyota Audio Multimedia display, and the updated model is NACS-compatible for access to Tesla Supercharger locations where permitted.
The standard XLE FWD’s 236-mile estimate is modest beside the best range figures here. Toyota also lists an XLE FWD Plus configuration with a 314-mile estimate, but buyers need to confirm that configuration’s price and availability. The Limited starts at $43,300, so it does not qualify for this list.
5. 2026 Subaru Uncharted Premium FWD
Starting price: $34,995
EPA-estimated range: up to 308 miles
The Uncharted Premium FWD is the range specialist among compact electric crossovers. Subaru quotes up to 308 miles, and the model supports NACS charging and an estimated 10% to 80% DC-fast charge in about 28 minutes.
Trim choice is crucial. The $39,795 Sport uses dual-motor all-wheel drive and has a 287-mile estimate, while the GT starts above the limit at $43,795. The inexpensive Premium FWD is the one to target if range and price matter more than AWD traction.

- WORKS WITH EVERY NON-TESLA EV: Standard J1772 connector plugs straight into Ford, Chevrolet, Hyundai, Kia, Nissan, BMW, Volkswagen, Audi, Rivian, Lucid and every other EV or plug-in hybrid sold with a J1772 port - no adapter needed. Tesla drivers can charge too, using the J1772 adapter that comes with the car.
- PLUG IN, NO HARDWIRING: Level 2 charger delivers up to 40A to fully charge most EVs overnight. Plugs into a 240V, 4-prong NEMA 14-50 outlet (the RV/range type - NOT a dryer outlet) on a dedicated 50A circuit. The extra-long 25 ft cable easily reaches across a garage or driveway. Before ordering, check your car's port type and that you have the right outlet.
- CONTROL & SAVE FROM YOUR PHONE: A stronger built-in antenna keeps the charger online even in a garage or basement. Use the free app to start/stop charging, set speed (6-40A), get reminders, and track energy use and cost. Schedule off-peak overnight charging to cut your electric bill. Requires 2.4 GHz WiFi.
- SAFETY-CERTIFIED & WEATHERPROOF: Independently tested and certified (UL, ETL, FCC, Energy Star). A fully sealed IP66 / NEMA 4 housing stands up to rain, snow, heat and dust indoors or out, and internal steel shielding protects the electronics for years of reliable use.
- GLOW-IN-THE-DARK HOLSTER: The included high-visibility holster glows in the dark so you can find and dock the plug easily at night. Holds the connector securely when not in use.
6. 2026 Chevrolet Equinox EV LT 1 FWD
Starting price: $34,995
EPA-estimated range: 319 miles
The Equinox EV is a strong family-value option because it offers SUV proportions and one of the highest range estimates in this group. Chevrolet lists 319 miles for the LT 1 FWD, along with more than 20 standard safety and driver-assistance features and a large 17.7-inch center screen.
This is another model where the qualifying trim matters. The LT 2 starts at $41,795, so it falls outside the price limit. Buyers should also compare the Equinox with the cheaper Bolt: the Equinox provides more space and range, but the Bolt is substantially less expensive.
7. 2026 Tesla Model 3 Standard RWD
Starting price: $36,990 before destination and order fees; $38,630 with those fees
EPA-estimated range: 321 miles
The Model 3 Standard delivers the longest EPA-estimated range on this list, along with a claimed 5.8-second 0-to-60-mph time. It has a 15.4-inch center display and supports up to 225 kW at a Supercharger.
Do these 3 things before closing this tab:
1Repair Windows errors before they cause bigger problems2Scan for outdated or missing drivers - takes under a minute3Clear out junk files and repair common Windows errorsTesla’s pricing presentation makes this car easy to misclassify. The $36,990 figure excludes destination and order fees, while $38,630 includes them but still excludes taxes and other charges. Both figures are under $40,000, but the realistic purchase total can exceed that limit once taxes, registration, and options are included.
8. 2026 Subaru Solterra Premium
Starting price: $38,495 before destination
EPA-estimated range: 288 miles
Rank #4
- WORKS WITH EVERY NON-TESLA EV: Standard J1772 connector plugs straight into Ford, Chevrolet, Hyundai, Kia, Nissan, BMW, Volkswagen, Audi, Rivian, Lucid and every other EV or plug-in hybrid sold with a J1772 port - no adapter needed. Tesla drivers can charge too, using the J1772 adapter that comes with the car. The extra-long 25 ft cable easily reaches across a garage or driveway.
- HARDWIRED - PROFESSIONAL INSTALL: This Level 2 charger is hardwired (not plug-in), so a licensed electrician installs it per National Electrical Code. It delivers up to 48A on a dedicated 60A, 240V circuit - enough to charge most EVs fully overnight. Want more speed? You can set DIP switches 4 and 5 to unlock 50A on a dedicated 70A circuit. Before ordering, check your car's port type and that your electrical panel can support the circuit.
- CONTROL FROM YOUR PHONE: A stronger built-in antenna keeps the charger online even in a garage or basement. Use the free app to start and stop charging, set the charging speed (6-48A), get reminders, and track how much energy and money each charge uses. Requires a 2.4 GHz home WiFi network.
The Solterra’s key advantage is standard Symmetrical All-Wheel Drive on every 2026 trim. That makes it a different proposition from the front-wheel-drive range champions above, particularly for buyers in snowy or mountainous areas.
The Premium also includes an 11-kW onboard charger and supports up to 150 kW of DC fast charging. Subaru estimates a 10% to 80% session in about 28 minutes. Higher trims exceed $40,000, and the destination charge leaves less room for options than the headline MSRP suggests.

9. 2026 Ford Mustang Mach-E Select RWD
Starting price: $38,290 before destination, delivery, and government fees
EPA-estimated range: 260 miles
The Mach-E Select is the choice for drivers who want an EV with a sportier personality. Ford offers the Select with rear-wheel drive or electric all-wheel drive, but the qualifying standard-range RWD version is rated at 260 miles. Standard-range eAWD drops to 240 miles.
Ford explicitly excludes destination, taxes, government fees, dealer processing charges, and optional equipment from its MSRP. At nearly $40,000 before those additions, the Mach-E is best viewed as a strict base-price inclusion rather than an easy $40,000 out-the-door purchase.

Starting price: $39,700 before destination and handling charges
EPA-estimated range: 253 miles
The Niro EV is a practical, efficient crossover with a 64.8-kWh battery, 201 horsepower, standard driver-assistance technology, and Tesla Supercharger compatibility. Its familiar controls and upright shape make it an easy transition for drivers moving from a gas-powered compact SUV.

It is the least convincing entry if the $40,000 limit means the delivered price. Kia’s build tool lists a $1,495 destination charge, producing an estimated $41,195 before taxes and other charges. It belongs on this list only under a base-MSRP definition.
What to check before buying an EV under $40,000
- Confirm the exact trim and drivetrain. Range can change sharply between FWD, AWD, wheel, and battery configurations. For example, the Mach-E Select RWD is rated at 260 miles, while standard-range eAWD is rated at 240.
- Add destination and mandatory fees. The Niro EV demonstrates why a sub-$40,000 MSRP may not produce a sub-$40,000 purchase price. Ask the dealer or online checkout for a written buyer’s order.
- Check the charging connector. Several newer models now offer NACS compatibility or a standard NACS port, but access and charging speed can vary by vehicle, software, adapter, and station.
- Use EPA range as a comparison number, not a promise. Cold weather, highway speed, hills, payload, tires, and battery condition can all reduce driving range.
- Compare the battery and warranty terms. A lower price is less useful if the vehicle does not meet your daily mileage, charging access, or long-term ownership needs.
Models that do not make the strict under-$40,000 cut
The 2026 Volvo EX30 is currently listed at $40,345 MSRP for the Single Motor version, so it misses the cutoff despite older or offer-specific pages showing a lower figure. The 2026 Volkswagen ID.4 Pro starts at $45,095. Neither belongs in a current strict list based on manufacturer MSRP.

Which EV under $40,000 has the longest range?
The 2026 Tesla Model 3 Standard RWD has the highest figure at 321 miles, followed by the Chevrolet Equinox EV LT 1 FWD at 319 miles. The Nissan Leaf S+ and Subaru Uncharted Premium FWD are also rated above 300 miles.
Can I actually buy one of these EVs for less than $40,000?
Not necessarily. The list uses advertised base MSRP. Destination charges, taxes, registration, dealer fees, options, and accessories are extra. The Kia Niro EV is listed at $39,700 but Kia’s build tool shows $41,195 after its $1,495 destination charge.
Which affordable EVs have all-wheel drive?
The 2026 Subaru Solterra Premium includes standard all-wheel drive. The Subaru Uncharted Sport and Ford Mustang Mach-E Select are also available with all-wheel drive, although those configurations have different prices and EPA range figures than the qualifying versions listed above.
The Bottom Line
The 2027 Chevrolet Bolt is the strongest value, while the 2026 Nissan Leaf S+ is the best low-cost choice for long range. Buyers wanting a larger crossover should look first at the Chevrolet Equinox EV, Subaru Uncharted Premium FWD, or Hyundai Ioniq 5. The Tesla Model 3 offers the most range, and the Subaru Solterra is the clearest choice for standard all-wheel drive.
