There is no single, verified list of ten car modifications that are illegal in every U.S. state. The clearest nationwide risk is disabling emissions controls; window tint and lighting changes depend on federal rules, who makes the change, and the state where the vehicle is registered or driven. Check the applicable state rules before treating a particular tint level, lamp, or other modification as legal.
Why car-mod legality depends on more than one rulebook
Federal and state rules answer different questions. Federal emissions law prohibits removing or rendering inoperative emissions-control devices, and the U.S. Environmental Protection Agency (EPA) says that prohibition can apply to vehicle owners. Federal motor-vehicle safety rules also restrict certain businesses from making required safety equipment inoperative. States may regulate owner modifications and whether a vehicle can be registered or operated on public roads.
The U.S. Department of Energy’s Alternative Fuels Data Center explains this federal-and-state framework in Conversion and Tampering Regulations. A part being sold as an aftermarket accessory does not, by itself, establish that it is lawful for a particular vehicle or use.
Three modification areas with clear legal risks

What the window-tint rule does—and does not—mean
The 70% light-transmittance figure comes from NHTSA’s discussion of FMVSS 205 and glazing areas needed for driving visibility. It should not be treated as a nationwide tint allowance for every side or rear window, nor as a replacement for state road-use rules.

The federal “make inoperative” restriction discussed in NHTSA’s interpretations applies to specified businesses after a vehicle’s first sale. NHTSA distinguishes that restriction from an individual owner’s own modification; states can still regulate owner-installed tint and whether the vehicle may be operated or registered. The installer and the state’s rules therefore matter as well as the glass itself.
How to check a modification before installing it
- Identify what the change affects. Determine whether it removes or disables an emissions control, alters glazing needed for visibility, or impairs equipment required for safety.
- Check the part and vehicle application. For an emissions-related replacement, verify that it is an approved replacement for the vehicle and configuration; do not infer approval from a general product description.
- Confirm who will do the work. Federal safety rules can apply differently to specified commercial businesses than to an individual owner modifying a vehicle.
- Check the current rules where the vehicle is registered and driven. Consult the state vehicle code and the relevant state inspection or registration authority for the exact modification. Do not assume one state’s tint, lighting, or other threshold applies elsewhere.
Why a universal list of ten is misleading
The available federal sources establish the risks above, not a nationwide ranking of ten illegal modifications. They do not establish universal limits for exhaust noise, suspension or lift height, license-plate frames, light bars, underglow, airbag removal, or ECU tuning. Those changes may raise state-specific questions, but a categorical claim requires the current rule for the relevant state and vehicle use.
