The earliest Lancia Thesis examples may become eligible for U.S. import under the federal 25-year vehicle-safety exemption in 2027—but not all at once. The exemption date depends on the individual car’s month and year of manufacture. EPA emissions rules use a separate age test and, under the cited EPA manual, require an eligible non-U.S.-version car to remain in its original, unmodified configuration.
When could a Lancia Thesis qualify for U.S. import?
Lancia announced the Thesis on November 6, 2001, but the Automobile Club d’Italia archive dates production to 2002–2009. For import eligibility, the announcement date is not the relevant starting point: the age of the specific car is what matters. Lancia’s announcement and the Automobile Club d’Italia archive distinguish the launch from the reported production period.
Because production reportedly began in 2002, the earliest cars may reach the federal 25-year safety exemption window in 2027. That is an approximate earliest window, not a blanket eligibility date for every 2002 car. NHTSA determines a vehicle’s age from its month and year of manufacture, so a specific car’s documented build date controls. NHTSA’s import FAQ explains the age test.
How the U.S. safety and emissions rules differ
| Rule | Age test | Other key condition |
|---|---|---|
| NHTSA federal motor vehicle safety standards | At least 25 years old, determined by month and year of manufacture. (NHTSA import FAQ) | The exemption concerns the federal safety-standard import prohibition; it does not establish EPA emissions eligibility. |
| EPA emissions exemption | At least 21 original-production years old, calculated in the cited manual by subtracting the manufacture calendar year from the import calendar year. (EPA July 2010 import manual) | For a non-U.S.-version vehicle, it must be in original, unmodified configuration; the manual directs the importer to declare EPA Form 3520-1 code E. Customs may request proof of age. |
The EPA manual describes a distinct emissions exemption, not a substitute for NHTSA compliance. It was issued in July 2010, so confirm current EPA procedures before shipping. EPA’s vehicle-import guidance is the agency’s current online entry point.

What if the car is younger than 25 years?
NHTSA’s FAQ describes a route for a younger, nonconforming vehicle that involves an NHTSA eligibility determination and a registered importer—or a person contracting with one—to bring the car into conformity with applicable safety standards. That process does not erase separate EPA emissions requirements. Before committing to a car or shipment, establish whether the exact vehicle has an eligible pathway under both agencies’ rules and what work or documentation that pathway requires.
What records should you check before buying?
- Documented manufacture month and year: use vehicle-specific evidence rather than the public launch date or model year alone.
- Original configuration: EPA’s cited 21-year exemption requires an original, unmodified configuration for a non-U.S.-version vehicle.
- Chassis-number-based history: Lancia Heritage says its Certificate of Origin can provide production year and original configuration from the chassis number. It can support a vehicle-history file, but does not by itself guarantee import clearance or establish every legal requirement. Lancia Heritage
- Agency and shipping paperwork: confirm the applicable NHTSA and EPA declarations and evidence requirements before arranging transport; the EPA manual says Customs may ask for proof of age.
Why the Thesis stands out
Lancia described the car as “Lancia’s own inimitable interpretation of the big prestige saloon theme.” Its 2001 announcement emphasized the tall grille, diamond-shaped headlamps, comfort and technology. The Automobile Club d’Italia archive describes an interior with Alcantara and Frau leather, plus features including keyless access and Skyhook semi-active suspension.
Rank #2
The same 2021 archive article reports production of “about 16,000 cars.” Treat that as an approximate figure reported by the club, not a factory-certified total. Its relative scarcity and distinctive luxury-saloon design make the Thesis an unusual import prospect, but eligibility still turns on the particulars of each car and the applicable federal rules.
