If a car is creating an immediate danger or obstructing active traffic, get yourself to a safe place and call the local emergency number. For a non-urgent parking violation or a vehicle that merely appears abandoned, report it to the agency responsible for that location—often parking enforcement, a council, municipal services or a police non-emergency service. Don’t approach, move, threaten or arrange an unauthorized tow for the vehicle. The right reporting channel and any enforcement action depend on where the car is and what it is doing.
Decide whether the situation is urgent
Base your decision on the hazard, not on how unusual, damaged or neglected the car looks. A car stopped in a live lane, creating an immediate safety risk or preventing emergency access may need urgent attention. An odd-looking car parked legally, or one that appears unused but is not creating an immediate hazard, is generally a local reporting matter.

Call the local emergency number for an immediate danger
Move out of traffic before calling. Use the local emergency number if there is a collision, someone appears to be in distress, a threat is unfolding, the car is creating an immediate danger, or emergency vehicles cannot reach a scene. Give the dispatcher the location and explain the specific obstruction or risk. Do not put yourself in danger to get closer or collect details.
The City of Annapolis directs people to call 911 for emergencies or a crime in progress, while its police non-emergency service handles other assistance. That is a local example, not a universal number or rule: use the emergency contact for the country and area where you are.

Use a non-emergency or municipal channel for routine reports
If the car is not creating an immediate danger, look up the official reporting page for the precise location. Parking complaints may go to a council, city transportation department, parking authority, municipal service or police non-emergency line. The correct contact can vary even within one city, depending on whether the car is on a public road, in a managed parking area or on private property.
Do not assume that an unusual appearance proves that a vehicle is abandoned. Local authorities decide whether a car meets their criteria for an abandoned vehicle or a parking violation, and the relevant rules differ by place.

Report the obstruction safely and clearly
Once you are in a safe place, make a factual report. The useful information is what you can observe without entering traffic, approaching the car or making assumptions about the owner.

Be as precise as you can from your safe position.
- What is blocked: Explain whether the car obstructs a traffic lane, driveway, pedestrian or cycle route, fire lane, access point or emergency entrance.
- Effect on people and traffic: Say whether traffic is being forced around the vehicle, whether a person cannot enter or leave, or whether emergency access is affected. Report only what you can see.
- Vehicle description: If visible from where you are, give the color, make or model and registration. Do not walk up to the car or step into traffic to obtain these details.
- Immediate risk: If the situation changes—for example, a lane becomes blocked or emergency access is lost—tell the agency or dispatcher that the hazard is immediate.
Keep the description neutral. “A dark car is blocking the eastbound lane at the intersection” is more useful than guessing that the owner is acting deliberately or that the car has been abandoned. A clear account helps the agency assess the location and type of problem without treating suspicion as fact.

Choose the agency based on the location
Start with the official local authority that handles the place where the car is parked, not just the one whose name seems most familiar. Metropolitan Police guidance says local councils are often the first contact for nuisance parking in London. Other cities divide public-road, private-property and traffic-obstruction reports differently.
Public road or right-of-way
For a car on a public road or other public right-of-way, check the city, council or parking-enforcement website for its reporting process. Oakland, California, directs reports of abandoned vehicles in the public right-of-way to OakDOT Vehicle Enforcement through Oak311. Prince William County, Virginia, directs traffic obstruction and pedestrian or bicycle safety risks to its police non-emergency line; other complaints are handled as lower priority. These are local procedures, not instructions that apply elsewhere.

Private property or managed parking
A car in a private lot, apartment complex or other managed area may need to be reported to the property owner or manager, or through a separate local process. Oakland distinguishes public right-of-way reports from some private-property vehicle-abatement cases, which go to a police contact. The city also provides a police non-emergency contact for a driveway situation where a car prevents the caller from getting out. Check the current official page for the property and location in question; a public-road process may not apply to private land.

A car that blocks a driveway does not automatically make the situation a police matter everywhere. Metropolitan Police says a vehicle blocking the entrance to a driveway is not a police matter in London; it separately says a vehicle preventing a resident from getting their own vehicle out may be reported as antisocial behaviour. Oakland gives a different local contact for a vehicle preventing the caller from exiting a driveway. Describe whether access is blocked going in or out, then follow the local authority’s directions.

What the local examples show—and what they do not
These examples illustrate why it is risky to rely on a general rule such as “call the police for every illegally parked car.” The correct contact can depend on urgency, the kind of obstruction and whether the car is on public or private property.

Do not intervene or arrange your own enforcement
Do not touch, move, damage, block in or threaten the vehicle or anyone associated with it. Do not try to force it out of the way, and do not arrange a tow unless the authorized local process permits you to do so. An attempt to solve the obstruction yourself could create a new danger or conflict and may not be lawful.
Metropolitan Police’s nuisance-parking guidance states: “However, do not take the law into your own hands by intervening, such as making physical threats or attempting to move the vehicle yourself.” Reporting the situation and letting the authorized agency assess it is the safer course.

Why a report does not guarantee a ticket or tow
Reporting a vehicle is not the same as deciding that it is illegal, abandoned or eligible for immediate removal. The local authority applies its own rules and determines what response is authorized. Depending on the facts and local process, that may involve investigation, a citation, a request for the vehicle to be moved or towing—but do not promise or assume any particular outcome.
The legal examples show how specific the authority can be. Oregon law authorizes immediate towing for certain vehicles that constitute a road hazard or obstruction. Portland code lists circumstances in which authorized officials may order towing without prior notice, including impeding traffic or creating immediate danger. Those powers apply within their respective jurisdictions; they are not a general towing rule for other places. If you need to know whether a particular vehicle can be removed, consult the local authority’s current rules rather than treating another city’s law as precedent for your situation.

- Calling a vehicle abandoned because it looks unusual: Report the observable facts and let the authority apply its local criteria.
- Trying to get a closer look: A registration number can help only if it is visible from a safe place; do not step into a lane or approach a vehicle to read it.
- Assuming a tow is automatic: A report does not establish the violation or authorize a particular response. Local officials decide what action is allowed.
- Using a public-road process for private property: Check the route for the exact location; different property types may have different reporting channels.
