Before buying a kei electric vehicle imported from Japan, get written confirmation that the exact car can be imported, inspected, registered and charged where you live. Then verify the vehicle’s identity and history, obtain a meaningful traction-battery assessment, check its actual charging hardware, and price the full import and compliance process. A Japanese-market model’s advertised range, paperwork or warranty does not by itself establish that an aged example will suit your needs or qualify for use in another country.
The key question is not simply “Is this a kei EV?” It is: “Can I register and charge this exact car where I live, and is this particular example worth the landed cost?” The answer depends on your destination jurisdiction, the vehicle’s exact model and variant, and its condition.

Start with destination-country eligibility—not the auction price
Import eligibility and vehicle condition are separate checks. A car can be mechanically sound yet fail local import, inspection or registration requirements. Conversely, an eligible model may still be a poor purchase if its battery is degraded, its charging system is impractical, or its total landed cost is too high.

Ask about the exact vehicle, not just the model name
Send the regulator or specialist the model and variant, model year, chassis or VIN information, and clear photographs of the vehicle and specification plate. Include any available export, ownership and registration documents. Ask for written confirmation of whether that exact vehicle may be imported and what must happen before it can be registered for road use.
Get the answer in a form you can rely on before committing money. A seller’s assurance that a similar vehicle was imported successfully is not a determination for your car: model year, variant, documentation and destination rules may differ. If the answer depends on a missing document or a technical detail, identify who must supply or verify it and do so before purchase.
Establish the complete cost before comparing prices
Build a destination-specific estimate that includes purchase price, shipping, customs charges, compliance work, inspection, tax, insurance, repairs and any other costs the local authority or specialist identifies. The applicable charges and requirements depend on the destination, so there is no defensible general import-cost figure here. Ask which items are estimates, which are fixed, and which could change after the car is inspected or documented.

Compare that total with a locally supported alternative on equivalent terms. A low auction or export price is only one part of the decision. If required modifications, inspection work, repair needs or uncertain registration make the landed cost hard to establish, resolve those uncertainties before you bid.
Verify identity, export paperwork and history
Confirm that the vehicle being offered is the vehicle described in the paperwork. Record the exact model, year, variant and chassis or VIN identifier from the car, then reconcile those details across the seller’s invoice, export records and shipping documents. Ask for the ownership and export history available for that vehicle, plus service records and any documents needed by the destination authority.

Japan Customs describes import documentation and a vehicle customs clearance certificate used for registration in Japan. That is Japan-side context, not proof that the same papers meet another country’s import or registration requirements. Check with the destination authority which documents it requires, in what form, and whether original documents or translations are needed.
Resolve discrepancies before shipment
Do not treat mismatched identifiers or unexplained gaps as clerical details to sort out after arrival. Ask the seller or exporter to explain and correct discrepancies before the vehicle is shipped. Confirm that the documents you expect to receive are actually included in the sale and that their vehicle identifiers match the car.
- Match the chassis or VIN information on the vehicle with the invoice and available export and shipping documents.
- Confirm that the described model year and variant agree with the vehicle’s identification and specification information.
- Request available ownership, export and service records, and ask about missing periods or documents.
- Ask the destination authority which Japan-issued documents it accepts and what additional paperwork it requires.
- Keep copies of the seller’s written answers and the documents used to assess eligibility.
Get a traction-battery assessment, not a dashboard range estimate
A dashboard range estimate is not a traction-battery capacity report. It may reflect recent driving and operating conditions; it does not, by itself, establish how much of the battery’s original capacity remains. Ask for a model-appropriate diagnostic or capacity measurement and find out exactly what the test measures, who performs it, and whether the result is tied to the exact vehicle.
Where available, arrange a used-EV battery diagnostic before shipment. JEVIC describes pre-shipment diagnostics, while Mitsubishi describes a paid capacity measurement at recognized service facilities for certain vehicles. Confirm directly whether a service is available for the specific model and what its report includes. A diagnostic and a capacity measurement may not answer identical questions, so do not assume one is a substitute for the other without understanding its scope.
Use manufacturer estimates as context, not a forecast for your car
Mitsubishi’s manufacturer FAQ for the MINICAB EV (U69V), published November 6, 2023, estimates remaining drive-battery capacity under normal use at about 80% of new-car capacity after five years and about 70% after ten years. The manufacturer explicitly says these figures are not guaranteed and that use, storage and charging affect degradation. They are estimates for that model, not a condition report, warranty promise or general degradation curve for all kei EVs.

Use those figures to understand why age alone cannot establish battery condition—not to assign an expected capacity to an individual import. A specific car’s battery should be assessed using evidence about that car. Ask for the measurement date, the method or report type, the result, and any qualifications that affect how to interpret it. If a seller only supplies a range shown on the dashboard, request a proper assessment rather than treating the display as a substitute.
Check what happens if the battery result is poor or unavailable
Before paying for an assessment, ask whether the provider can test that exact model and whether a usable report is available before shipment. If the test cannot be arranged until the car arrives, consider whether you can make the purchase conditional on the result or otherwise account for the uncertainty. Do not assume a replacement battery, parts supply or local repair option exists; establish support for the exact vehicle in your destination market.
Set your own purchase decision around the evidence you can obtain. A promising result does not settle registration eligibility, charging suitability or the condition of the rest of the car. An inconclusive or unavailable result should remain an explicit risk in your decision, not be replaced by a seller’s estimate.
Interpret range and charging claims in their stated conditions
Published range and charging times are conditional figures for the vehicle and charging setup described by the manufacturer. They are not guarantees of performance from an older imported example, and one model’s specifications should not be applied to another kei EV. The following figures are Mitsubishi’s stated specifications for the new MINICAB-EV in its 2023 materials:

Even when the exact model is known, distinguish a new-car published specification from a used car’s present condition. Range and charging figures do not replace a battery assessment or a check of the actual car’s equipment.

Confirm the actual charging setup where you will drive
Do not buy an adapter based only on the phrase “kei EV.” First identify the exact car’s charge-port type, onboard AC charging limits and any DC fast-charge capability or option. Then compare those details with the equipment you can actually access at home and on regular routes, including the relevant local electrical supply.
Make the compatibility check model-specific
- Ask the seller for clear photographs of the charging port, the vehicle’s specification information and any charging-related option details.
- Have a qualified local charging specialist or other appropriate expert verify the connector type and the car’s stated AC and DC limits for the exact variant.
- Check those specifications against the charging equipment you intend to use, including your home setup and regular public charging access.
- Confirm that any proposed adapter or charging arrangement is suitable for both the vehicle and the local equipment. Do not rely on a generic adapter recommendation.
- Ask the inspector to confirm that the car charges as expected and that relevant warning lights or faults are not present.
The cited MINICAB-EV figures specify AC charging at 200 V / 15 A and a conditional quick-charge time, but they do not establish compatibility for other models, other countries or a specific imported example. If the seller cannot establish the exact car’s charging capability, treat that as unresolved before shipment.
Inspect the complete car before it leaves Japan
Have an EV-qualified inspector assess the individual vehicle before shipment where practical. An inspection should cover more than the traction battery: ordinary mechanical or electrical problems can affect safety, repair cost and the usefulness of an imported car. The items below are prudent checks for a used vehicle, not a checklist claimed by a manufacturer or a guarantee that any one inspection method will find every problem.
- Tires and brakes: Ask for a condition assessment and note any replacement or repair needs.
- Suspension and underbody: Check for damage, corrosion or signs of repair.
- Accident repairs and body condition: Ask the inspector to identify visible repairs or damage and report any concerns about the vehicle’s history.
- 12 V system and warning lights: Confirm that the low-voltage system operates and investigate warning lights rather than assuming they are harmless.
- Charging operation: Have charging checked on the exact car, using a suitable setup, and record any faults or limitations.
- Cabin and electrical equipment: Test the equipment you expect to use and document anything that does not operate correctly.
- Service records: Compare available maintenance history with the inspector’s findings and ask about unexplained gaps.
Japan has its own inspection and maintenance procedures. The Japanese kei inspection association notes that imported vehicles may need procedures beyond its listed forms. That information is not a substitute for the inspection, compliance or registration process in your destination country.
Check warranty, service and parts support in your destination
Do not assume a Japanese-market battery warranty follows a vehicle when it is exported. Mitsubishi’s Japanese-market warranty page gives conditions for stated coverage that include a capacity threshold below 66% within eight years and 160,000 km. The page also sets out required service steps for some used-car cases and says the battery warranty is void when the vehicle is taken outside Japan. These are Mitsubishi-specific Japanese-market terms, not universal rules for kei EVs or a promise of support abroad.

For the exact vehicle, ask the manufacturer or an authorized service facility in the destination market to confirm in writing whether any warranty applies after export. Ask what documents, maintenance history, inspections or service steps would be required, and whether local facilities can perform them. Treat a seller’s statement that “the battery is covered” as unverified until the responsible provider confirms the terms for that exported vehicle.
Separately establish whether you can obtain diagnostics, routine service, repairs and parts locally. A vehicle may be eligible to register without having convenient local technical support. Ask who can service the exact model and variant, what support is available for its charging system and battery, and what arrangements exist if a specialist repair is needed. If no local support is established, include that practical limitation in your buying decision.
Use a purchase sequence that keeps the risks in order
Work through the checks in this order so that avoidable eligibility or paperwork problems are found before you spend on shipment or condition work. Keep written answers and retain the reports and documents you receive.

- Before comparing the final price: Estimate shipping, customs, compliance, inspection, tax, insurance and repair costs under destination-market rules. Include unresolved risks rather than silently assuming they will be inexpensive.
- Before final payment or shipment: Confirm that the required documents will accompany the car, that the eligibility path is still valid for this exact example, and that any purchase conditions tied to inspection or battery results have been met.
When to pause or walk away
Delay the purchase if a decision-critical fact remains unknown and cannot be checked after shipment without substantial risk. In particular, do not let a low price substitute for written eligibility confirmation, matching vehicle identifiers, credible battery evidence or a workable charging plan.
- The destination authority or specialist cannot confirm eligibility for the exact model and variant.
- Vehicle identifiers do not match across the car and sale or export documents, or the seller will not resolve the discrepancy.
- The seller presents a dashboard range estimate as proof of traction-battery capacity, or prevents a suitable assessment without offering another credible basis to judge battery condition.
- The car’s charging connector, limits or equipment cannot be established, or the proposed charging setup has not been checked against local equipment.
- The total landed cost cannot be estimated closely enough for you to compare the import with another option.
- The seller makes a warranty promise that the manufacturer or service provider will not confirm for an exported vehicle.
Not every uncertainty automatically means a car is unsuitable. The decision is whether you can identify the uncertainty, price or otherwise manage it, and still meet your registration, charging and ownership needs. If you cannot, do not treat a deposit or shipment as a way to find out later.
