The proposed projects cover domestic processing of battery minerals, component production, battery-cell manufacturing and recycling. The announcement concerned projects selected for award negotiations—not grants that had already been finally awarded—and it is not a new 2026 announcement.
What the $3 billion is for
The funding comes through DOE’s Battery Manufacturing and Recycling Grants program, authorized by Section 40207(c) of the Infrastructure Investment and Jobs Act. Eligible work includes demonstrations, construction of commercial-scale facilities, and retrofits or retooling of existing plants for battery-component manufacturing, advanced-battery manufacturing and recycling.
In practical terms, the selected portfolio is intended to build more of the battery supply chain in the United States rather than focus on one battery factory or one vehicle program. DOE described projects involving:
- Processing of battery-grade critical minerals, including lithium, graphite and manganese
- Electrolyte salts and solid-state electrolytes
- Separator polymers
- Cathode and anode materials
- Battery-component and cell manufacturing
- Battery recycling
The portfolio includes conventional and next-generation lithium-ion chemistries as well as non-lithium-ion technologies. DOE said the broader program portfolio represented $16 billion in total investment for battery-material processing, manufacturing and recycling; that figure is a portfolio-level investment estimate, not an additional $16 billion federal grant.

How many projects and states are included?

The job figures are DOE projections for the point when the selected projects were fully contracted. They are not a count of jobs already created. Combined, the projections amount to more than 12,000 construction and operating positions.
Does “selected” mean the money was already awarded?
No. DOE said the 25 projects were selected for award negotiations and explicitly cautioned that selection was not a commitment to issue an award or provide funding. A project therefore still had to complete the federal contracting process and satisfy the applicable terms before receiving a grant.
That distinction matters when interpreting the headline. The announcement identifies a proposed federal investment and a pipeline of projects, not 25 completed plants or 25 finalized grant agreements. The announcement also does not establish that every selected project was ultimately built or reached operation.
Which parts of the battery supply chain are targeted?
Mineral processing
Domestic facilities for refining and processing materials such as lithium, graphite and manganese can supply battery manufacturers with inputs that otherwise may be imported.

Materials and components
Projects include cathode and anode materials, separator polymers, electrolyte salts and solid-state electrolytes. These are materials inside a cell, so expanding them can address bottlenecks even when final cell assembly occurs elsewhere.
Battery manufacturing
Eligible projects can demonstrate or build commercial-scale advanced-battery facilities and can retrofit or retool existing plants. The chemistry mix is not limited to today’s mainstream lithium-ion cells.
Recycling
Recycling projects are included alongside new production. Recovering usable materials from end-of-life batteries can reduce demand for newly mined inputs and add domestic processing capacity, although the announcement did not provide operating results for the selected facilities.

No. The more-than-$3-billion figure belongs to DOE’s September 20, 2024 announcement. DOE issued a separate announcement on August 20, 2026, describing $500 million for seven selected projects as the third round of its Battery Materials Processing and Battery Manufacturing and Recycling programs.

These are different rounds. The 2026 announcement should not be presented as a reannouncement of the 2024 $3 billion selection, and the two totals should not be combined without a defined accounting basis.
Why DOE says the projects matter
DOE framed the investment as both an industrial-policy and energy-security measure. Secretary of Energy Jennifer M. Granholm said the administration was supporting a manufacturing revival and local economies. White House National Climate Advisor Ali Zaidi described domestic manufacturing and climate action as mutually reinforcing, while senior adviser John Podesta said the administration was working to “onshore and friend-shore” EV and battery supply chains for national security, the economy and the climate.
In the 2026 announcement, Energy Secretary Chris Wright said the United States had depended too long on foreign actors for critical materials. That later statement provides context for the continuing policy goal, but it does not change the status or amount of the 2024 selections.
What the announcement does—and does not—tell drivers
The program is aimed at industrial facilities, not consumer rebates, vehicle discounts or a direct payment to people buying an electric car. It may support a more resilient U.S. battery supply chain over time, but the announcement does not promise lower vehicle prices, a particular battery chemistry, a specific automaker’s product or a completion date for any project.
For the most accurate reading, treat the September 2024 figure as a proposed federal investment covering 25 projects in 14 states, subject to negotiations and contracting. Treat the job numbers as forecasts, and keep the separate August 2026 $500 million round distinct.
