What the 2025 GSA Order Actually Did to Federal EV Chargers—and Vehicles

GSA’s 2025 policy addressed charging equipment at federally owned facilities under its control—not a nationwide shutdown or an order to decommission federal EVs.

The 2025 action at issue was a General Services Administration (GSA) policy on charging equipment at certain federal buildings—not an order to decommission government electric vehicles. GSA said agencies could keep chargers at federally owned facilities under its control when they documented a mission-critical need; other equipment could be deactivated. The policy does not establish that chargers nationwide were shut down or that federal EVs were sold.

What did the GSA order cover?

GSA Directive PBS 5605.1B, signed March 3, 2025, applies to electric vehicle supply equipment (EVSE) at federally owned facilities under GSA’s jurisdiction, custody, and control. GSA’s directive library lists it as active through March 31, 2028, and says it superseded the prior GSA EVSE order. It is not a nationwide shutdown mandate for all government or public charging sites.

GSA defines EVSE as equipment commonly called charging stations or docks that supplies power to recharge a vehicle’s battery. The directive’s purpose is to guide implementation, use, and financial accountability for that equipment at the covered sites. It allows GSA to support customer agencies’ mission-critical vehicle charging with existing equipment while discontinuing non-mission-critical EVSE. (GSA directive library; PBS 5605.1B, section 1.2)

How did GSA decide which chargers could stay?

Under the directive, a customer agency had to submit a written statement documenting a mission-critical need. GSA said stations serving assigned parking with charging capabilities would remain operational for as long as that need existed. The policy did not publish a nationwide utilization threshold or a site-by-site list of stations to be retained or removed.

In an April 3, 2025 announcement, GSA said it had sent facility tenants criteria for justifying mission-critical needs. Equipment not found mission-critical could be deactivated, and associated contracts or orders terminated. GSA described this as the first step in evaluating partner agencies’ requirements and said Directive 5605.1B authorized no new charging-station installations.

How many projects did GSA cancel?

GSA reported that, since the January 20, 2025 executive order “Unleashing American Energy,” it had canceled 32 charging projects worth more than $23 million. That is GSA’s reported count and value for canceled projects—not a count of installed charging ports shut down, and not a figure for savings already realized. GSA said it expected further savings. What do the federal fleet and charger counts show?

The numbers cited by GSA and the Government Accountability Office (GAO) describe different populations, dates, and statuses. They should not be added together or mistaken for a tally of equipment deactivated under the 2025 directive.

None of those figures is a post-directive count of chargers deactivated. GSA’s announcement does not give a total deactivation number, the number of agencies that submitted mission-critical determinations, or site-by-site utilization and cost data.

Does the policy mean federal EVs were sold or decommissioned?

No. The charger directive addresses EVSE, not the disposal of vehicles. In a House hearing record, GAO Director David Marroni said GAO had not been asked to evaluate plans for charging stations or their budget consequences and that GAO was not aware of official administration plans to sell vehicles then in the federal fleet. His statement was a time-bound account of GAO’s awareness, not proof of what happened to vehicles afterward. (House hearing record)

Claims that a particular federal EV was sold or taken out of service require vehicle-specific evidence separate from this charging policy. The record cited here does not establish a current, comprehensive disposition of the federal EV fleet.

Why does the charging decision involve trade-offs?

GAO’s December 2024 review described broader fleet-transition considerations, not an evaluation of GSA’s later deactivation policy. It found zero-emission vehicles generally cost agencies more than gasoline vehicles, mainly because of acquisition and monthly lease costs. Peer-reviewed studies GAO reviewed found environmental benefits and the possibility of lower maintenance costs; agency officials described gasoline vehicles as more flexible and convenient. Officials also said progress depends partly on whether vehicles that meet mission needs are available. (GAO-25-106972)

At an individual facility, the directive’s documented test is whether an agency has a mission-critical charging need. Relevant practical considerations include how the equipment is used, its operating and contract costs, whether an alternative charger is available for the mission, and the consequences of an interruption. The available public figures do not supply a completed, nationwide cost-benefit assessment of keeping or deactivating particular stations.

Is a later White House equipment order part of this policy?

No. The White House executive order dated August 26, 2026 concerns certain foreign-produced bulk-power system equipment. It is a separate national-security measure, not the source of GSA’s March 2025 facility-charging policy. (White House executive order; White House fact sheet)
