What does the $827 million figure mean?
The figure is the maximum stated value of a package of tax credits, exemptions and grants tied to Rivian’s factory project. The agreement describes the incentives as consideration for the company’s commitments and specifies conditions for claiming credits and retaining benefits. It does not say Illinois handed Rivian $827 million in cash.

Illinois described the deal as a 30-year package. The filed agreement provides for an initial 15-year tax-credit period, with a possible additional 15-year extension subject to its terms. The package’s headline value should therefore be read as a potential ceiling across conditional benefits, not as a single payment or a guarantee that every dollar will be realized. Rivian’s May 2, 2024 SEC filing summarizes the package as “valued at up to $827 million,” including credits, exemptions and grants to offset eligible project costs.
What did Rivian commit to do?
The agreement, entered into by Rivian subsidiaries and the Illinois Department of Commerce and Economic Opportunity (DCEO) on May 2, 2024, is effective April 29, 2024. Its key project obligations are:

- Invest at least $1,515,428,945 in capital expenditures within 60 months after execution of the agreement.
- Create at least 559 new full-time jobs by December 31, 2029. These jobs are measured above the agreement’s Illinois employment baseline of 8,587.
- Retain at least 6,000 existing full-time Illinois jobs.
- Pay new hires at least 120% of the average wage for full-time workers in a comparable occupation group in McLean County. That county-based formula is the contract’s operative wage rule.
At the May 2024 announcement, Illinois estimated the wage floor at $51,174 a year. That was the State’s estimate at announcement, not a fixed salary written into the agreement; the contract uses the 120%-of-comparable-county-wages calculation, which can change as the reference wage changes. The Illinois announcement also rounded the investment commitment to $1.5 billion and the job target to 550.
What happens if Rivian misses the commitments?
The incentives are conditional. If, after the project is placed in service, Rivian fails to maintain the required new-job or retained-job levels, it cannot claim credits until it satisfies those requirements. The agreement also requires Rivian to maintain operations at the project for at least 15 years after the expansion is placed in service; failure to do so triggers repayment of credits realized under the agreement.
Those provisions make a distinction between eligibility for potential benefits and benefits actually claimed. The $827 million headline does not establish how much Rivian will ultimately receive or realize.

How is the project connected to R2 production?
The agreement covers expansion of Rivian’s existing Normal manufacturing operations to manufacture or assemble R1T, R1S, R2 and electric delivery vehicles. R2 is part of the expansion plan, but the factory is not an R2-only plant: Rivian also makes R1 vehicles and commercial vans in Normal.

In its FY2025 Form 10-K, filed in 2026, Rivian reported installed Normal capacity of up to 215,000 vehicles annually at full rate and on multiple shifts. It described planned capacity allocations of up to 155,000 R2 vehicles, 85,000 R1 vehicles and 65,000 commercial vans per year. Those platform figures are flexible allocations and should not be added together as simultaneous output: their sum exceeds the stated total installed capacity.
The same filing said Rivian expected R2 customer deliveries to begin in Q2 2026. That is a dated forecast, not confirmation that deliveries actually started by October 4, 2026. See the company’s FY2025 Form 10-K for the capacity figures and forecast.

How does this fit Illinois’s REV program?
Illinois’s Reimagining Energy and Vehicles (REV) program is designed to attract and support manufacturing in electric vehicles and related clean-energy sectors. The State lists potential benefits such as payroll-withholding or income-tax credits, training and qualified-investment credits, construction-jobs credits, utility excise-tax exemptions, and sales-tax exemptions for building materials. Which benefits apply depends on the project’s tier and agreement.
The current Illinois REV program page describes Tier 2 EV manufacturers as committing at least $1.5 billion in investment and at least 500 jobs within five years. Rivian’s contract sets its own precise minimums: $1,515,428,945 in capital expenditures and 559 new jobs, alongside the retention and wage conditions. Those terms are specific to Rivian’s agreement; they are not a standard cash grant automatically available to every automaker.
