The available copy of Oromia Regional State Directive No. 03/2011 describes how government offices should register, deploy, fuel, maintain, and account for official vehicles. It includes vehicle-history records, travel and fuel controls, and a 5,000-kilometre service interval. Its present legal status is not verified, so treat these as provisions stated in the copy—not confirmation of current rules or enforcement.
What the directive is—and what is uncertain
The Oromo-language document calls itself Qajeelfama Itti Fayyadama Boba’Aa Fi Bobbii Konkolaataa Mootummaa Naannoo Oromiyaa, or a directive on the use of fuel and deployment of government vehicles in Oromia. The available copy identifies it as Directive No. 03/2011 and names the Oromia Finance and Economic Cooperation Bureau as issuer. It says it applies to government offices in the region and aims to regulate vehicle and fuel use, registration, control, deployment, and distribution in the interests of transparency, economy, efficiency, quality, and accountability.
The copies do not establish its current legal status. The Scribd document gives June 2011 and Finfinnee, while a separate Scribd presentation gives Sadaasa 2013 and Adaamaa. Because those publication details conflict and neither copy is an official government source, they should not be treated as settled without an official original. The ongoing history is intended to capture operating and accountability information, including fuel use per kilometre, oil quantity, repair costs, distance travelled, and the person who used the vehicle. This creates a record linking a vehicle’s identity and acquisition to its use and upkeep.
Review and reporting
The copy says vehicle-history records are reviewed twice a year and reports are submitted to the relevant finance offices. It does not establish the current reporting chain or the exact timing in present practice; those details would need confirmation from official forms and a current government copy.

Deployment and official travel
The provisions describe restrictions on taking government vehicles outside an office’s location, except for designated service or field purposes. They also provide for public transport or air travel on official trips when a government vehicle is unnecessary for the work or when those alternatives reduce costs. These are provisions described in the available copies, not evidence of how offices currently authorize or enforce travel.
Fuel documentation and controls
The presentation describes monthly reporting and recordkeeping for fuel coupons. It also says fuel cards should not be used unless the office specifically authorizes them. That statement belongs to the presentation copy and should not be generalized into a current, region-wide fuel-card rule without checking the official text and any amendments. The presentation also contains a fuel-related passage mentioning a ceiling of 30,000 birr; its context and present applicability are not sufficiently established to use as a current spending limit.

Maintenance, repairs, and disposal
Planning and servicing
The copies describe annual maintenance planning and specify servicing after 5,000 kilometres. That interval is a provision stated in the directive copy, not a universal maintenance recommendation for every vehicle; the appropriate service schedule for a particular vehicle should be determined from its manufacturer’s guidance and applicable current rules.
Repairs and replaced parts
The directive describes using qualified garages or repair providers and accounting for replaced parts. Together with the per-vehicle history, these measures are intended to document maintenance work and its costs.
