No single barrier has been proven to explain why e-rickshaws have not spread faster across India. Five linked constraints recur in the official figures and studies available: affordable purchase finance, battery quality and replacement cost, charging access that takes vehicles off the road, city and state rules that differ widely, and safety and compliance gaps in a market where a sizeable share of vehicles operate outside formal registration. The constraints feed each other. A driver who cannot get credit may buy the cheapest vehicle, and that vehicle may carry the battery, certification and downtime risks described below.
Start with the vehicle category, because the numbers are not interchangeable
Electric three-wheelers in India are often discussed as one market. They are not. The statistics below cover different vehicles, and mixing them is the most common way to misread the picture.

Nothing in the available data ranks these barriers by how much each one slows uptake. The sources establish the mechanisms and how they overlap. They do not measure the relative weight of each barrier across the country.
Purchase finance: the cheapest vehicle is not always the cheapest choice
The AEEE and International Copper Association India study includes stakeholder finance among its topics. The WRI India and NIUA guidebook names high upfront cost as a barrier to electrifying auto-rickshaw fleets. Both are close to the question, but neither is a finance survey of e-rickshaw operators.

Finance matters because an operator rarely chooses between a cheap and an expensive vehicle in the abstract. The real choice is between a monthly instalment that daily earnings must cover and an operating cost that is uncertain. When credit is hard to obtain, the operator may take the lowest-priced option, and that is where the next barriers begin.
No current price comparison for e-rickshaws appears in the sources cited here, so this article gives no cash prices or loan rates. When you compare offers, calculate the total payable under the finance terms, not only the monthly figure, and check whether the price includes the battery.
Battery quality, life and replacement: where upfront savings become recurring cost
The battery is the component where a cheap purchase is most likely to cost more later. The AEEE and International Copper Association India study covers battery swapping among its topics, so swapping arrangements are part of the market conversation. The sources cited here do not establish battery life, cycle counts or replacement prices for e-rickshaws, and this article does not state them.
The July 2026 PIB response says that AIS 156 battery safety requirements apply to L-category electric vehicles. That places a baseline standard on the battery, but it does not show how often batteries fail in practice or what replacement costs operators. Ask the seller in writing for the battery chemistry, the warranty period and conditions, whether replacement is a sale or a swap arrangement, and which service network handles it.

Charging access: the national total hides the question that matters
NITI Aayog’s 2024 index reported 25,000 public EV charging stations in India as of October 2024. That count covers all electric vehicles. It does not tell an operator whether a compatible charger is close to their route, free when they need it, or reachable without losing a shift.
NITI Aayog’s 2025 index measures state charging readiness as charging points divided by vehicles registered in the previous 15 years. The ratio varies substantially between states. It is a comparative indicator rather than a measure of e-rickshaw coverage, and it means the same national network can be dense in one state and thin in another.
Downtime is the link between charging and earnings. A vehicle waiting at a charger, or travelling to one, is not carrying passengers or goods. The sources do not quantify the hours lost, so the cost of downtime depends on local conditions. Before buying, test access on your own routes:
- Map every public charger within the routes you run each day, and note the distance from each to your start and end points.
- Confirm the vehicle’s charging connector and charging standard with the manufacturer or dealer, and check that a listed charger actually supports it.
- Ask whether charging points near your routes are operational at the hours you work, and how long a typical wait is at peak times.
- If the model relies on battery swapping, confirm which swap stations serve your area and whether they stock your battery format.
City and state rules: the same vehicle can face different operating conditions
The Prime Minister’s Office describes the statutory framework that requires prototype safety approval before an e-rickshaw can be registered, and sets limits on power and speed. It also describes a relaxation intended to address a licensing barrier for e-rickshaw and e-cart drivers. The page states: “E-Rickshaws and e-Carts provide affordable and clean last mile connectivity in the transport system.” That is a statement of purpose, not evidence about how many vehicles are in use.

National rules set the baseline, but day-to-day operation depends on state and city decisions. NITI Aayog’s 2025 index says 26 of 36 states and union territories had active EV policies by December 2025. The same index cautions that a notified policy does not show whether charging and regulatory systems work in practice. For e-autos, the WRI India and NIUA guidebook identifies restrictive permits as a barrier. That finding concerns auto-rickshaws, but permit rules are worth checking for any three-wheeler category.
The sources cited here do not map e-rickshaw permit or route rules city by city. Check with the state transport authority or local licensing office before committing to a vehicle or a route.
Safety, certification and registration: the compliance gap
How large is the unregistered segment?
A parliamentary committee estimated approximately 4.75 lakh (about 475,000) e-rickshaws operating without certification, registration or insurance. This is the committee’s estimate, not a census count. It is the main reason the official scheme figures below should not be read as a measure of total use.
What the incentive numbers do and do not show
PIB’s 2026 reporting on PM E-DRIVE gives 3,602 e-rickshaw and e-cart units incentivised as of 31 January 2026, against a revised target of 39,034. That is roughly 9% of the revised target, by simple arithmetic on the reported figures. The same report says the committee recommended restoring the original target of 1,10,596 units and extending incentives through 31 March 2028. The reporting describes that recommendation; it does not confirm that it has been adopted.

These are scheme figures. They count units that received incentives, not all vehicles sold or in use. A low incentive count alongside a large unregistered estimate points to two separate problems: formal uptake through the scheme is small, and informal operation is substantial and largely outside official counts. Neither figure gives the total number of e-rickshaws on the road.
Battery management systems and cybersecurity
A PIB response posted on 21 July 2026 says CERT-In received safety concerns about low-cost e-rickshaw battery management systems (BMS). Their Bluetooth modules could have default or absent credentials, which would allow unauthorised changes to settings or a battery discharge cut-off. This is a reported vulnerability, not a finding that every e-rickshaw has it. The same response says AIS 038 Rev. (2) power-train safety requirements apply to L-category electric vehicles, and that draft vehicle cybersecurity rules were published in June 2026.
For a buyer, the practical questions are direct. Can the BMS be accessed over Bluetooth? Have default credentials been changed at the factory? Does the manufacturer have a process for issuing security updates? A dealer who cannot answer these questions has told you something about the product.
Certification and insurance are operating costs
Certification, registration and insurance are often treated as paperwork. The evidence points the other way. An uncertified or unregistered vehicle leaves the operator carrying repair, safety and resale risk without the protections that approval and registration are meant to provide. The sources do not state what insurance would cover for any particular vehicle, so confirm coverage with an insurer in writing before purchase.

How the barriers compound: one illustrative chain
The mechanisms above interact. The sequence below is illustrative, built from the links in this article. It is not a measured pattern.
- A driver with limited access to credit buys the lowest-priced vehicle available.
- That vehicle is uncertified, or its battery and management system have unverified quality.
- A battery or BMS fault causes unplanned downtime in the middle of a working day.
- Repairs require parts or service that the seller does not provide locally.
- Resale value is weak because a later buyer cannot verify certification or battery condition.
Each step is a point where a buyer can ask a checkable question, which is why the checklist below matters.
What to check before comparing e-rickshaw options
- Total payable under the finance terms, including whether the price includes the battery.
- Battery chemistry, warranty conditions and replacement or swap arrangements, confirmed for the specific model.
- Practical range per charge and charging time, measured against your actual daily route.
- Charging or swapping access on that route, at the hours you work.
- After-sales service and spare-parts availability in your city, not only at the head office.
- Certification status, registration, and insurance cover in writing.
- Local permits and operating conditions set by your state or city.
- Passenger or goods configuration, matched to the work you intend to do.
The available sources include no current price comparison, no nationally consistent total-cost-of-ownership calculation and no ranking of models. This article therefore recommends no particular vehicle. Check each item against the specific model, dealer and city you are considering.
