What Happened to the Proposed 30 km/h Limit on Cottesloe’s Marine Parade?

The 30 km/h idea for Marine Parade was an officer recommendation, not the motion councillors carried in October 2024. Main Roads later listed separate 40 km/h changes.

The proposed 30 km/h limit on Marine Parade was not adopted in the council motion recorded in October 2024. Councillors instead approved temporary speed cushions at two pedestrian crossings and asked Main Roads Western Australia about 40 km/h limits on other sections. As of 8 October 2026, Main Roads lists separate changes to 40 km/h on parts of Marine Parade—not a 30 km/h change for the proposal’s Cove Carpark-to-Grant Street section.

What council proposed—and what it actually approved

In October 2024, a Town of Cottesloe officer report recommended asking Main Roads Western Australia (MRWA) to approve a 30 km/h posted limit on Marine Parade between the Cove Carpark, just south of Forrest Street, and Grant Street. The report argued that a lower limit would create a more pedestrian-friendly environment along a foreshore with high pedestrian movement. The officer report also said MRWA had given in-principle support and invited a formal application, which required a council decision because the road was under Town jurisdiction.

That recommendation was not the motion carried by councillors. The confirmed minutes record approval of temporary speed cushions at the Eric Street and Forrest Street pedestrian crossings, and a request for the CEO to discuss 40 km/h limits with MRWA for Marine Parade south of the Cove Carpark and north of Grant Street. The minutes do not record council adopting the officer recommendation to apply for 30 km/h on the Cove Carpark-to-Grant Street stretch. See the confirmed council minutes.

What the 2024 speed figures do—and do not—show

The Town’s officer report described the posted limits at the time as 50 km/h south of the Cove Carpark, 40 km/h from the Cove Carpark to Grant Street, and 50 km/h north of Grant Street. It reported that a recent speed survey found 85% of vehicles travelling at 50 km/h, with an average speed of 40 km/h. The cited passage does not state when the survey was conducted, how many vehicles were measured, or the method used, so the figures should be read as the report’s summary rather than a fully documented survey result. The report’s concern was not limited to the posted number. It noted that, without additional traffic-calming infrastructure, drivers might accelerate again between the Cove Carpark slow point and the Forrest Street crossing, or between Grant and Eric Streets. The carried motion’s approval of temporary cushions at the Eric and Forrest Street crossings addressed physical calming at those locations, but the minutes do not establish that cushions were installed or provide an evaluation of their effect.

What speed limits Main Roads lists now

As of 8 October 2026, Main Roads WA’s speed-zoning listing identifies two Marine Parade changes to 40 km/h. Neither listing describes the 30 km/h proposal for the Cove Carpark-to-Grant Street section. Check Main Roads’ speed-zoning information.

These are the endpoints and dates stated in Main Roads’ listing. The distinct North Street-to-Grant Street and Forrest Street-to-Curtin Avenue entries should not be conflated with the 2024 officer recommendation, which covered the Cove Carpark-to-Grant Street stretch.

How the broader foreshore project fits in

The Town’s 2021 announcement described an accepted foreshore design intended to reduce traffic speed and volume, including narrowing Marine Parade and adding pedestrian islands. That was part of a broader public-space and access project; it does not independently confirm that a particular speed limit was implemented. Town of Cottesloe’s 2021 announcement.

In June 2025, the Town said it had secured $4.175 million from the Australian Government’s Active Transport Fund for a staged, four-year upgrade to the existing Marine Parade footpath from Curtin Avenue to North Street. The Town sought feedback on a shared-path concept, on-road cycling and safety improvements. That consultation closed on 3 July 2025, so it is not an open consultation. The funding and path project provide active-transport context, but do not establish a change to the posted limit on the 2024 proposal section. Town of Cottesloe’s project update.
