Foxconn’s 2021 plan called for EV factories in the United States and Thailand to be built in 2022, with mass production targeted for 2023. Those dates were forward-looking targets, not proof that both factories opened on schedule. The Ohio site was acquired and later produced some electric vehicles; Thailand’s joint-venture project began construction in 2022, but the available company updates do not confirm that production began.
What Foxconn announced in 2021
On August 12, 2021, TechCrunch reported that Foxconn planned EV factories in the United States and Thailand in 2022, aiming for mass production the following year. The report described a plan, not completed construction or production (TechCrunch, August 12, 2021).
The Thailand project was linked to PTT, Thailand’s state-owned energy company. Their August 2021 announcement set out a five-to-six-year investment plan and said the facility could be located in the Eastern Economic Corridor. These were proposed plans; the announcement did not establish that the investment was completed or that the final site was confirmed (Foxconn’s PTT announcement).

What happened at the Ohio facility?
Foxconn acquired the former Lordstown Motors plant
Lordstown Motors said the asset purchase closed on May 11, 2022. Its filing also records the formation of MIH EV Design LLC to develop and industrialize all-electric commercial vehicles (Lordstown Motors SEC filing, May 2022). Foxconn’s 2022 annual handbook likewise described the Ohio production base as acquired (Foxconn 2022 Annual Handbook).

Some electric-vehicle production followed
In April 2023, Foxconn announced that the first five Monarch MK-V electric tractors had rolled off the Ohio production line (Foxconn EV press-release archive). This is evidence of an initial production run of electric tractors. It does not show that the original mass-production target was met for passenger EVs.
Foxconn later described a different use for the site
Foxconn’s 2025 second-quarter results page says the company planned to revitalize the Ohio site to manufacture cloud and networking products in response to demand for AI computing, following an Ohio asset disposal (Foxconn 2025 Q2 results). That later description points to a changed site strategy; it does not support describing Ohio as currently producing EVs.

What is known about the Thailand factory?
Horizon Plus is a manufacturing partnership
Foxconn and PTT set up Horizon Plus to develop integrated EV manufacturing in Thailand. Horizon Plus describes services including vehicle design, production-system setup, supply-chain management and assembly. The project is therefore broader than a standalone Foxconn-branded car factory selling its own retail vehicles (Horizon Plus, About Us).
Construction began, but production is not confirmed
Foxconn’s annual report published in 2023 says construction in Thailand started in 2022 (Foxconn 2022 Annual Report). Horizon Plus’s current project page lists equipment installation in Q1 2025 and production in 2025, but it does not say whether either milestone was met (Horizon Plus, project milestones). The sources cited here therefore establish the reported construction start and a scheduled production milestone, not an actual start of production.

Did Foxconn build both factories in 2022?
Not on the evidence available. In Ohio, Foxconn bought an existing vehicle assembly plant in 2022 rather than building a new factory from the ground up, and limited EV-related production was reported in 2023. In Thailand, the project was developed with PTT and construction was reported to have started in 2022, but the listed 2025 production milestone is not proof that the facility entered production. Foxconn’s later Ohio update also describes a shift toward cloud and networking products.
