Its military-inspired shape and off-road equipment can make it look more capable than its drivetrain suggests, but Volkswagen designed it as a light utility vehicle with power going only to the rear wheels. That distinction does not make it just a Beetle in military-looking clothes: the Type 181 had features intended to help it travel over rough ground.
Why the Type 181 looked like a 4×4
Volkswagen introduced the Type 181 in 1969 as the Kurierwagen. The German Armed Forces needed a replacement as the DKW Munga was phased out, and the project drew on the Australian-developed Country Buggy and parts already used across Volkswagen’s lineup. The military role, upright open body and rugged-looking details naturally suggest a Jeep-like four-wheel-drive vehicle—but appearance and intended use do not establish which wheels receive power.
Volkswagen’s history says the military specification did not require four-wheel drive. The Type 181 used a revised Karmann Ghia Type 14 platform, Beetle-derived front axle and engine components, and a Type 2 T1 gearbox and rear axle with wheel gearboxes. What drove the wheels—and what helped off-road
The engine sat longitudinally at the rear, and the drivetrain powered the rear wheels. Volkswagen’s Type 181 vehicle profile explicitly lists rear-wheel drive. A rear wheel gearbox raised ground clearance and changed the transmission ratio, while an optional limited-slip differential could help distribute traction between the driven rear wheels. Neither feature powered the front axle, so neither made the vehicle a 4×4.

For an off-road vehicle, driven-wheel count is only one part of the picture. Ground clearance, gearing, suspension, weight and differential equipment all affect how a vehicle handles uneven terrain. The Thing’s setup was intended to help a relatively light, rear-engined vehicle away from paved roads, but that is different from having power delivered to all four wheels.
What Volkswagen said about the U.S. Model 181
A 1973 Volkswagen of America submission preserved in a National Highway Traffic Safety Administration interpretation dated April 6, 1973 gives a period account of the company’s argument for two-wheel drive. The filing lists 8.1 inches of ground clearance, a 36-degree approach angle, a 31-degree departure angle, a stated 15.6-inch wading or fording depth, lower overall transmission and final-drive ratios than the Beetle, an engine shield, bumper-mounted towing eyes and a large oil-bath air cleaner intended to reduce dust intake.

These are figures and feature descriptions from Volkswagen of America’s submission for the U.S. Model 181—not modern measurements or results from an independent off-road test. The NHTSA page says the agency accepted Volkswagen’s classification of the Model 181 as a multipurpose passenger vehicle; its detailed equipment and comparative-capability discussion reproduces the company’s submission.
Volkswagen of America signatory Guenter Storbeck explained the company’s position this way: “In the VW 181 with its low curb weight (1995 lb.), rear weight bias, and four-wheel independent suspension, we find no need for four-wheel drive.” That is the manufacturer’s period rationale, not an independent expert conclusion. The submission’s 1,995-pound curb-weight figure likewise applies to that U.S. filing, not every Type 181 version.

How Type 181 specifications changed by year and market
Type 181 specifications changed during production, so engine output should be tied to the relevant update and market rather than treated as one universal figure.

The changeover years and equipment varied by market. If you are identifying a vehicle, checking a specification or choosing parts, confirm both the model year and market. Volkswagen’s Type 181 history and vehicle profile document the production changes and model listings.

How it differed from a true four-wheel-drive off-roader
A useful comparison starts with the hardware: which wheels are driven, and whether the vehicle has transfer-case or axle equipment to send power to more than one axle. Ground clearance, gearing, tires, suspension articulation, differential equipment, weight and test conditions matter too. A list of off-road features alone cannot establish that a two-wheel-drive vehicle performs like a 4×4; Volkswagen’s 1973 discussion is a manufacturer’s case, not a neutral head-to-head test.
Volkswagen’s later Type 183 Iltis makes a clearer contrast. Its history describes a low off-road gear and optional lockable differentials at both axles—equipment associated with a purpose-built four-wheel-drive military off-roader. Volkswagen says Iltis development later influenced quattro. Volkswagen’s Iltis history outlines that vehicle’s off-road equipment.
