Uber Elevate’s three-year promise was a 2019 goal: conduct electric-aircraft demonstrations in Texas and California and begin certified commercial operations in 2023. That commercial Uber Air launch did not happen on that timeline. Uber later sold Elevate to Joby Aviation, and Joby’s latest cited U.S. flights are demonstrations—not evidence of a paid Uber air-taxi service passengers can book.
What did Uber promise, and when?
In written testimony for a 2019 U.S. House aviation hearing, Uber Elevate said it aimed to conduct meaningful demonstrations of all-electric vertical takeoff and landing aircraft in Texas and California “over the next 3 years” and to “commence certified commercial operations in 2023.” Uber Elevate’s 2019 testimony framed a specific timeline, not a rolling promise that service would start three years after any later article.
The testimony also described affordability, reduced congestion, low noise and broad adoption as ambitions. Those were Uber’s projected benefits, not established outcomes. The company said aircraft makers and regulators would be necessary partners in reaching its goal.
Did Uber’s flying-taxi service launch in 2023?
No. The 2023 target did not become a certified commercial Uber Air launch on that timeline. Joby’s September 2026 update still describes its FAA type-certification work as ongoing, while characterizing its Texas flights as demonstrations supporting future operations—not a public paid passenger launch. Uber did offer conventional helicopter rides through Uber Copter in New York in 2019, with a car ride at either end of the helicopter flight booked through one app. That service was not an electric vertical takeoff and landing air taxi. Joby’s account of Uber Copter
Who owns the aircraft program now?

That partnership and a possible in-app booking route do not mean an electric-air-taxi ride is currently available. The booking role is separate from aircraft ownership, certification and the launch of a paid passenger service.
What is happening with Joby’s flights now?
Texas: demonstrations and certification work
On September 10, 2026, Joby said Texas had begun a week-long eIPP flight campaign, including flights across the Dallas–Fort Worth area. The company said the flights would generate operational data for FAA safety rules and that it was continuing through the fifth and final stage of FAA type certification. Uber’s current Uber Air page reports more than 50,000 miles of Joby flight testing and says extensive FAA testing and certification are required before U.S. commercial operations. The mileage and status are company-reported. Uber Air
Why a flight or test is not a public launch
The FAA’s 2023 airspace blueprint describes early advanced-air-mobility operations as limited in rate, using existing routes and infrastructure such as helipads and early vertiports. It also identifies aircraft and pilot certification as key steps, with pilots communicating with air traffic controllers where required. Can you book a Joby electric air taxi today?
The reviewed U.S. sources do not confirm a paid electric-air-taxi service available to book. Joby’s August 2026 shareholder letter said its eIPP participation could enable early operations and targeted first passengers in 2026, while describing a progression from pilot-only flights to non-paying passengers and eventually paying passengers.
