Momenta is an important Uber autonomous-driving partner, but it is not Uber’s latest autonomous-vehicle partner as of August 16, 2026. Uber and the Chinese autonomous-driving company announced their strategic agreement on May 2, 2025. Since then, Uber has announced newer or expanded relationships with companies including Motional, Rivian, Nuro, Lucid, WeRide, Wayve and Stellantis.
The more useful story is what the agreement reveals about Uber’s strategy: rather than developing one universal robotaxi, Uber is assembling a global, multipartner network in which autonomy developers, vehicle makers and fleet operators contribute different pieces.

What Uber and Momenta actually announced
The May 2025 agreement calls for Momenta-powered autonomous vehicles to be introduced onto Uber’s platform in international markets outside the United States and China. The first planned commercial deployment was Europe in early 2026, initially with onboard safety operators.
That announcement was a strategic agreement and deployment plan—not proof of an immediate, fully driverless Uber service. It did not specify a consumer price, fleet size, exact launch city, vehicle model, revenue-sharing arrangement or date for removing the safety operator. Uber and Momenta’s announcement also did not establish that ordinary Uber riders could book the vehicles at launch.

A September 2025 report said the companies planned to begin testing in Munich in 2026, with possible expansion to other markets and safety operators onboard. That is useful context, but testing should not be confused with commercial availability. TechCrunch reported on the Munich testing plan.
Who is Momenta?
Momenta is a Chinese autonomous-driving company involved in robotaxis, advanced driver-assistance systems and mass-production vehicle platforms. It has also described work on other autonomous vehicle categories, including Robovan and Robotruck projects.
Momenta’s stated approach is to reuse data from production vehicles, software algorithms and sensor configurations across mass-market driver-assistance and higher-level autonomous-driving programs. Those are company descriptions of its strategy, not independent proof that its system outperforms competitors.

In this partnership, Momenta supplies the autonomous-driving technology and Robotaxi system. Uber supplies the marketplace and the customer-facing infrastructure: demand, dispatch, app integration, customer support and, depending on the market, operational coordination. Local partners may handle vehicle ownership, fleet operations, charging, maintenance, permits, insurance and safety operations.
What has happened since the agreement?
The clearest later update came from Momenta on July 21, 2026, when the company said its Robotaxi had received permission for road testing in Shenzhen. Momenta also said the vehicle had been deployed for testing in Shanghai, Suzhou, Wuxi, Munich and Abu Dhabi, and listed Uber among its strategic partners.
This indicates continuing testing and international activity. It does not verify that a Momenta-powered robotaxi was broadly bookable through Uber in any of those cities as of August 16, 2026. A road-testing permit is not a commercial operating permit, and a test vehicle is not necessarily part of a rider-facing fleet. Momenta’s announcement provides the company’s account of the testing locations and Shenzhen permit.

Why Momenta is not Uber’s latest AV partner
Under a broad chronological definition, the premise is outdated. Uber announced several newer or expanded autonomous-vehicle relationships in 2026:

- WeRide: Uber announced plans involving at least 1,200 robotaxis across Abu Dhabi, Dubai and Riyadh, followed by planned European operations in Madrid and Zurich, subject to approvals. See the Middle East announcement, along with the plans for Madrid and Zurich.
- Stellantis and Wayve: The companies announced a global effort to explore Level 4 robotaxi development and deployment using Stellantis vehicle platforms, Wayve’s autonomy technology and Uber’s mobility platform. Stellantis’ announcement.
Momenta is also not clearly Uber’s newest Chinese autonomous-driving relationship. WeRide is a Chinese autonomous-driving company and had multiple newer Uber deployment announcements in 2026. “Latest” should therefore be defined precisely: latest announcement, latest testing deal, latest commercial launch or latest Chinese AV developer are not interchangeable categories.
What “autonomous” means for Uber riders
Robotaxi announcements often compress several distinct stages into one word. The practical differences are important:

- Testing: Vehicles operate on public roads to validate the system, usually under regulatory and operational restrictions.
- Supervised commercial service: Riders can use the service, but a human safety operator remains onboard.
- Fully driverless commercial service: No human operator is present in the vehicle.
- Level 4: The vehicle is designed to drive itself within a defined operational domain. It is not a promise that the vehicle can operate everywhere, in every weather condition or on every road.
Momenta’s original Uber plan specified onboard safety operators for the first European deployment. Motional’s Las Vegas service also began with an operator despite a planned driverless phase. The presence of a human operator does not make a service meaningless, but it does change what “autonomous” means in practical terms.

Uber’s role is increasingly that of an AV commercialization platform. Autonomy companies develop driving systems; automakers provide vehicle platforms; fleet partners may supply capital and day-to-day operations; and Uber connects the resulting service to riders.

- It reduces dependence on one autonomy developer.
- It allows different systems to be matched to different cities, regulations and operating conditions.
- It creates more potential vehicle supply as robotaxis scale.
- It lets autonomous vehicles operate alongside conventional drivers rather than requiring an immediate replacement of the existing network.
The trade-off is operational complexity. Different partners can mean different safety architectures, remote-assistance procedures, vehicle platforms, maintenance needs and customer experiences. Uber says its safety program evaluates partners through partner-specific safety plans rather than imposing one identical technical configuration on every provider. What riders should expect
A partnership announcement does not mean a robotaxi will automatically appear as an option in the Uber app. Availability depends on several gates:
- The autonomy system must be tested in the relevant city and operating area.
- Local authorities must approve the applicable testing or commercial activity.
- The vehicle and fleet must be insured, maintained, charged and supported.
- The service must have procedures for remote assistance, incidents and unusual road situations.
- Uber must decide how riders are matched with the autonomous fleet.
Even after launch, service may be limited to a defined zone, certain hours or particular weather conditions. Construction, unusual traffic controls, mapping gaps and other edge cases can narrow availability. A vehicle count announced by a company is a target or plan unless the company confirms that the vehicles are actually deployed.
The China and data question
Momenta’s Chinese origins make the partnership more significant than a routine supplier deal. A Chinese AV system operating in Europe or the Middle East could face scrutiny involving data handling, cybersecurity, mapping, procurement, export controls and political risk.

Those are questions for regulators, operators and customers to evaluate; they are not evidence that Momenta has violated a rule or that its technology is unsafe. Approval in Shenzhen, for example, would not automatically authorize commercial operation in Munich, Abu Dhabi or another foreign market. Each jurisdiction can impose its own requirements on testing, data, vehicle certification, safety operators and commercial service.
How to judge the partnership
The most useful questions are not simply whether Uber has signed a deal. They are:
- Is the program an announcement, a test, a pilot, a commercial service or a fully driverless service?
- Where is it operating, and what regulator has authorized it?
- Is a safety operator still onboard?
- Who supplies, owns, maintains and insures the vehicles?
- Who provides remote assistance and handles incidents?
- Can ordinary riders request the service in the Uber app?
- Are fleet numbers deployed or merely projected?
- What data and cybersecurity rules apply in the operating market?
These distinctions prevent a strategic agreement from being mistaken for a mature robotaxi network.
