The short answer: the 2026 changes affecting farm equipment are not one repeal of environmental rules. They are four separate actions. Two are EPA guidance that make repairs and sensor replacements easier on diesel equipment that already has emissions controls. One is a White House memorandum on repairs and aftermarket emissions parts more broadly. The fourth is a July 2026 EPA proposal to remove derates and speed restrictions on new engines and equipment, and it is still a proposal in the official announcement. EPA says the repair and sensor actions do not remove emissions standards, and the savings figures behind the policy are agency estimates, not measured results.
Four separate actions, not one rule change
The headline groups together actions that differ in legal weight, in the equipment they cover, and in what they do to emissions controls. The table below separates them using the dates and descriptions from the official releases and the White House memorandum.

Because the actions have different legal status, they should be judged separately. Guidance tells manufacturers and owners how EPA reads the Clean Air Act. A proposed rule is not yet binding.
February 2026: repair access for nonroad diesel equipment
On February 2, 2026, EPA issued guidance stating that the Clean Air Act supports repairs to farm and other nonroad diesel equipment, rather than restricting them. EPA said Administrator Lee Zeldin’s position in the release was that manufacturers can no longer cite the Act as a reason to limit owners’ access to repair tools or software. In the release, Zeldin said: “By protecting every American’s right to repair, we’re not just fixing devices, we’re securing a stronger, more independent future for our country.”

The guidance covers engines that use advanced emissions technology, including selective catalytic reduction (SCR), inducement systems, and repairs to DEF systems. Under EPA’s description, owners are not required to rely exclusively on authorized dealers for that work.
The guidance also allows temporary overrides of emissions controls when they are needed to restore proper function during a repair. The word “temporary” is the important limit. EPA’s description does not allow controls to be removed permanently or disabled for unrelated reasons.
March 2026: NOx sensors as an alternative to urea quality sensors
DEF systems inject a urea solution into the exhaust stream to reduce nitrogen oxides. A urea quality sensor checks whether the fluid is the correct concentration. When the sensor reports inaccurate DEF readings, the engine can trigger warnings or inducement, which limits how the machine runs until the fault is cleared.

On March 27, 2026, EPA said manufacturers may address inaccurate DEF system failures by removing traditional urea quality sensors and using NOx sensors instead. EPA also said approved NOx-sensor-based software updates may be installed on existing engines without being treated as illegal tampering under the Clean Air Act. The guidance is limited to that substitution and to the approved software. It does not eliminate the DEF system.

EPA’s March announcement also said its preliminary review of warranty data suggested DEF sensor failures were a significant source of warranty claims and DEF-related inducement, and that the agency would continue reviewing that data.

June 2026: the broader freedom-to-fix memorandum
On June 29, 2026, President Trump issued a memorandum that goes beyond farm equipment. It directs EPA to clarify what individuals may do to repair their own vehicles consistent with the Clean Air Act. It also directs the agency to encourage and consider requests from testing organizations that could assess whether aftermarket emissions parts comply with the law.
The memorandum does not approve any particular aftermarket part. It also states that implementation must be consistent with applicable law and does not create an enforceable right or benefit. A testing pathway is a process for evaluation, not a certification that any part is acceptable.

July 2026: the proposal to remove derates and speed restrictions
A derate is an engine power reduction that a control system triggers when it detects an emissions-related fault. A speed restriction limits how fast a machine can travel under the same condition. Both are common enforcement tools when an emissions system is not working as designed.

On July 9, 2026, EPA announced a proposal to remove derates and speed restrictions for newly manufactured highway and nonroad engines and equipment, including agricultural equipment. The announcement described a public comment period and a public hearing. It is a proposal. No final rule was confirmed in the official materials available for this article, so readers should treat the change as pending.
The proposal applies to new products. It does not, as described in the announcement, change derate rules for equipment already in the field. Anyone tracking the outcome should read the proposed rule text itself, which is where the scope and any emissions conditions would be set out, rather than relying on the headline.

The savings figures are projections. The reviewed materials contain no post-implementation evaluation showing what individual farms actually saved. The 11-of-14 figure describes responses to a data request, not the rate of DEF failures across the industry.
What has not changed
- EPA states that the repair clarification and the March DEF guidance do not remove emissions standards.
- The DEF system itself is not removed under the March guidance. The change concerns the sensor type and approved software on existing engines.
- The June memorandum approves no specific aftermarket part, and no part is universally approved by these actions.
- The July derate proposal had not been finalized in the materials available for this article.
The conclusion that emissions rules for agricultural equipment have been repealed is not supported by the official releases. The accurate description is narrower: several controls are being adjusted in how they are repaired, serviced and enforced, and one enforcement tool is proposed for removal on new equipment.
Practical steps for farm owners and operators
If you are dealing with a DEF or emissions fault now, the changes above do not automatically resolve it. These steps help you use the new guidance correctly.
- Identify the exact engine and emissions system from the engine data plate and the equipment’s service documentation, since guidance applies to specific engine types.
- Confirm that any diagnostic scan tool or repair software you plan to use works with your make, model, and engine. Compatibility varies, and EPA’s guidance does not endorse a specific tool.
- Ask the repair provider which fault codes are involved and whether the fix is a sensor replacement, a software update, or a temporary override. Each has different limits under the guidance.
- For a DEF sensor replacement, ask whether the NOx-sensor approach and software update have been approved for your engine family before work begins.
- Keep written records of every repair, override, and software update, including dates and the fault codes cleared. These records matter if warranty or enforcement questions arise later.
- If you have an interest in the derate proposal, check EPA’s rulemaking materials for the comment period and hearing dates, which the July announcement described but which this article cannot confirm as currently open.
Tracking the proposed derate rule is most relevant to buyers of new equipment, since the proposal targets newly manufactured products. Owners of existing machines should focus on the repair and DEF guidance.
