Toyota Australia After Manufacturing: The 2017 Plan and What Followed

Toyota’s post-manufacturing plan centred on sales, dealer-connected customer experiences and retained Victorian engineering work. Here is what was planned in 2017 and what later reports confirm.

Toyota Australia’s 2017 post-manufacturing plan was to become a national sales and distribution company built around a more connected customer experience, while retaining selected engineering and training work in Victoria. The transition followed a 2014 decision to end local vehicle production, which Toyota attributed to several pressures—not a single cause. Later records document retained R&D functions and changes to environmental management, but do not establish that every digital initiative described in 2017 was completed.

Why did Toyota stop making cars in Australia?

Toyota said in 2014 that it would end Australian vehicle manufacturing. Its 2017 account identified a combination of factors: the Australian dollar, high operating costs, limited economies of scale, a fragmented market and free trade agreements. The explanation was cumulative; the feature did not attribute the decision to one factor alone. CIO’s February 2017 feature reported that workers were scheduled to stop work at the Altona plant on 3 October 2017.

The planned change was substantial. CIO reported that Toyota expected its workforce to fall from 3,900 to around 1,300 employees as it moved away from manufacturing, including by consolidating Sydney corporate offices into its Melbourne headquarters. Those are figures and plans reported in 2017, not a statement of Toyota’s current headcount or proof of the final workforce outcome.

What was Toyota Australia’s post-manufacturing strategy?

Toyota CIO Ellis Brover described a shift toward a national sales and distribution company, with customer experience as a central design goal. He called the change “a once in 50 year opportunity to set up a new company from the ground up.” The feature named the customer-experience concept “Franchise of the Future.”

A connected experience across online and dealership visits

The 2017 vision was for a customer to explore and configure a vehicle online, then have those preferences available when visiting a dealership. The aim was to make the in-person experience more tailored and avoid making customers repeat information. Brover summarized the intended logic this way: “The basic approach is that by focusing on making that guest experience outstanding, business success will follow.”

That vision had to bridge a structural divide. CIO described more than 200 dealerships at the time as privately owned and independent, with freedom to choose their own IT systems. Toyota wanted consistency across customer-facing touchpoints, but its systems had to work with varied dealer systems so staff would not have to re-enter information or keep duplicate records. This was an integration challenge, not simply a matter of designing a single Toyota-controlled platform.

Service after the sale

The feature also described a proposed after-sales experience: customers could use a phone app to find an available service time and book at a convenient dealership. This was part of the 2017 plan; the source does not verify that the described booking capability is available today.

How did Toyota plan to replace manufacturing-era technology?

Ending production meant more than switching off factory systems. CIO reported that roughly 100 IT systems would need to be decommissioned, while the continuing sales business still needed useful data and interfaces. Toyota described migrating and reformatting data, introducing replacement systems where needed, and preserving information that remained relevant to the business.

Making company documents searchable

Brover also described a SharePoint project to catalogue company documents and make them searchable. The practical challenge was retaining institutional information as systems and operations changed, rather than simply archiving manufacturing-era records without a way to find them.

Shifting IT capacity toward digital work

The 2017 feature described a move toward an “as-a-service” model for IT infrastructure and support, naming Datacom as a supplier under a recently signed deal. Brover said the intention was to free Toyota staff from routine infrastructure responsibilities and give more attention to digital work, architecture and analytics. “I need to have fewer people who are managing servers and networks and switches and so on and more people who are doing digital and architecture and analytics,” he said.

He also acknowledged that outcome-based supplier accountability was new enough in Australia to present challenges. These details describe arrangements and assessments reported in 2017; they do not establish Toyota’s current vendor relationships or IT operating model.

What capabilities did Toyota retain in Victoria?

Ending local vehicle production did not mean ending every automotive engineering activity in Australia. A 2018 response by the Australian Government Department of Industry described Toyota’s post-manufacturing model as retaining strategic automotive R&D functions in Victoria, supporting approximately 150 engineering, design and technical training roles. The government account listed a dedicated design studio, an expanded vehicle evaluation facility and workshop, a proving ground, a multimedia and connected-mobility workshop, and a genuine-accessory engineering centre and workshop.

The listed areas of specialisation included styling and software design, heavy-duty off-road performance development, benchmarking, and technical and driver training. This is the government’s description of the model at that time, not a current staffing figure. The government response to the Senate inquiry provides that post-manufacturing context.

What later evidence shows—and what it does not

Toyota Australia’s later sustainability reporting documents one operational adaptation after manufacturing ceased: revising its Environmental Management System (EMS) for the changed business. The company’s 2023 report said decentralised operations had contributed to inconsistent application of policies and greater reliance on contractors, reducing internal knowledge of environmental responsibilities. It said the EMS update was underway. Toyota Australia’s 2023 Sustainability Report describes those risks and the work then in progress.

The 2024 Sustainability Report says Toyota updated the EMS in 2023 in line with ISO 14001 and rolled it out across its operations. That is evidence of an adaptation to post-manufacturing operations, not confirmation that the online-to-dealer systems, service-booking vision or other digital projects described in 2017 were delivered as planned.

How to understand the transition

  • Manufacturing ended, but selected automotive work remained: Toyota’s production decision coexisted with the engineering, design and training functions described in the 2018 government response.
  • A consistent customer journey depended on independent dealers: Toyota’s 2017 vision required systems to connect across a network whose dealerships could use different IT.
  • Technology had to be retired and preserved at the same time: factory-related systems were being decommissioned even as data and interfaces needed by the continuing business had to remain usable.
  • Plans and later outcomes are different kinds of evidence: the 2017 CIO interview records intended digital changes; government and Toyota reports from later years document particular retained functions and operational changes, not completion of the entire technology vision.
