Third-party car insurance is the legal minimum for a car used on public roads in India. Comprehensive, or package, insurance includes third-party liability and adds cover for damage to your own car, subject to the policy’s terms. Choose between them by weighing the cost of protecting your car against the additional premium, deductible and exclusions—not by the policy name alone.
The practical question is not simply which policy sounds broader. It is whether the own-damage protection in a package policy is worth its price and conditions for your car, how you use it, and the loss you could afford to bear yourself. Compare the actual policy schedule and wording, not just an insurer’s label or headline premium.

What each type of car insurance covers
Third-party liability
Third-party liability insurance covers specified legal liability arising from use of the insured car, including liability for injury, death or property damage to another party, subject to applicable law and the policy wording. It protects against covered claims involving others; it does not provide an own-damage section for your car.
For a car used on public roads in India, third-party cover is mandatory. Check that the policy is valid for the vehicle and its intended use.

“Third party” refers to another party affected by the use of the insured vehicle; it does not mean damage to the policyholder’s own car. If your car is damaged in an incident, a liability-only policy does not provide the own-damage section described in a package policy. You would need to consider the applicable legal and policy terms for any liability claim involving someone else, and meet your own car’s repair or replacement costs yourself.
Comprehensive or package insurance
A comprehensive policy—also called a package policy—combines third-party liability with own-damage cover for the insured car. Own-damage (OD) cover applies to damage or loss caused by perils specified in the policy, subject to its conditions, exclusions, deductibles and insured declared value (IDV).
“Comprehensive” does not mean every possible loss is covered. For example, a United India Insurance Company Limited Customer Information Sheet for a sample 2026 package policy sets out separate liability and own-damage sections and includes restrictions on certain uses and geographical areas. The actual policy schedule and wording, not the label, determine what is covered.
Think of the two sections as addressing different risks. The liability section concerns specified legal liability to others; the own-damage section concerns specified loss or damage to the insured car. A package policy brings both together, but it does not remove the conditions attached to either section. Whether a particular event is covered depends on the wording, the circumstances, and the policy’s requirements.
That distinction matters when comparing products. A package policy can still have exclusions, deductibles and limits on how a loss is valued. Conversely, the fact that an incident sounds serious does not by itself establish that the policy will pay. Read the listed perils and the related conditions rather than treating “comprehensive” as a promise of protection against every cause of loss.
Third-party vs comprehensive: the practical differences
| What to compare | Third-party liability only | Comprehensive/package |
|---|---|---|
| Liability to another party | Included, subject to applicable law and policy wording. | Included, subject to applicable law and policy wording. |
| Damage to your insured car | No own-damage section. | Own-damage cover for listed perils, subject to policy terms. |
| Premium | Compare the actual quote and policy terms. | Includes own-damage pricing; the premium varies by insurer and offer. |
| What affects a claim | Applicable liability limits and legal and policy terms. | IDV, whether the loss is a covered peril, depreciation treatment, deductible and exclusions. |
| Add-ons | Availability and terms depend on the product; check the wording. | Optional features apply only where available, selected and shown in the policy. |
IRDAI’s consumer guidance notes that own-damage premiums can differ between insurers for similar cover. A cheaper quote is not necessarily an equivalent policy: compare the coverage and conditions as well as the price.
For a fair comparison, treat “premium” as one column in the decision rather than the whole decision. The quotes should relate to the same vehicle details and intended use, and you should compare what each policy says about IDV, deductibles, depreciation, exclusions and any selected add-ons. If one quote costs less but also has a different IDV or a different loss-sharing arrangement, the figures are not directly comparable.
Which type is likely to fit your situation?
Consider third-party-only cover if you can bear damage to your own car
Liability-only cover may suit an owner who wants the required third-party protection and is prepared to pay personally for repair or replacement of their own vehicle after a loss. That choice leaves the car without the own-damage protection offered by a package policy. Whether the trade-off makes sense depends on the car’s value, how it is used, the premium difference and your ability to absorb a loss.

Before choosing liability-only, make the trade-off concrete: if a listed-peril type of loss damaged your car, or the car were lost, could you manage the resulting repair or replacement expense without an own-damage claim? If the answer is yes and the additional package premium does not seem worthwhile to you, liability-only may be a deliberate choice. It is not a way to insure your own car at a lower level; it omits that section.
Consider package cover if a loss to your car would be a financial burden
If theft or damage from a peril listed in the policy could create a significant expense, compare package policies. They add an own-damage section, but payment still depends on the exact cause of loss, policy conditions, IDV, deductibles and exclusions. Check the covered-peril list in the actual policy rather than assuming every accident or loss is included.
Package cover can be especially worth comparing when the potential cost of a covered loss would be difficult for you to absorb. That does not mean the policy will pay the full cost of every repair or replace the car at any amount you choose: the claim remains subject to valuation and loss-sharing terms. Look at what the policy says about IDV, depreciation treatment and deductible, and ask whether the resulting protection is meaningful for your circumstances.

Use the same details when comparing quotes
Compare actual offers using the same vehicle details and intended use. Review the policy wording alongside the final premium. If two offers differ in IDV, deductible, depreciation treatment or add-ons, they may not provide the same protection even if both are described as comprehensive.
Vehicle age and value, use, location, affordability, insurer wording and current quotes can all affect the decision. For example, the value you place on own-damage protection may be different for a vehicle you could replace comfortably than for one that would be a major financial loss. This is a personal budgeting judgment, not a universal rule based only on a car’s age. If an insurer offers several package variants, compare each variant’s actual terms and total premium rather than assuming the most expensive or most feature-rich option is automatically best.
How to compare a package policy before buying
- Confirm the required liability cover. Check that the policy provides valid third-party liability cover for the vehicle and intended use.
- Check the own-damage section and covered perils. Identify what losses to the car are covered and read the related restrictions, exclusions and conditions.
- Review the IDV. IDV is the value used in the policy’s own-damage valuation framework. Check the amount in the schedule and how the policy says it is determined; do not assume it is a guaranteed payout in every claim.
- Find every deductible or excess. A deductible is the amount you bear as specified for a claim. Check compulsory and voluntary excesses and how they apply to the claim types covered by the policy.
- Check depreciation and claim requirements. Read how depreciation is treated and what notification and documents the insurer requires. Follow the instructions in your own policy.
- Assess add-ons one by one. Verify availability for your car and policy, the situations covered, exclusions and cost. Confirm each chosen add-on appears in the policy schedule.
- Compare the final quotes and wording. Use identical vehicle and use details, then weigh the premium against the coverage, IDV, deductibles and conditions.
It can help to make a simple side-by-side list before buying. Write down the final premium, the IDV in each schedule, the compulsory and voluntary excesses, the depreciation treatment, the exclusions you need to understand, and the add-ons that are actually selected. Then check whether the policy meets the cover you intend to buy. A quote summary is useful for comparison, but the policy wording and schedule are where you should verify the terms.
Do not compare an add-on by name alone. Confirm that it is available for your vehicle and product, which situations it addresses, what it excludes, how much it costs, and whether it appears in the policy. An advertised feature that was not selected or is not listed in your policy should not be treated as part of your cover.

How that sample describes IDV
The sample calculates IDV using the manufacturer’s listed selling price adjusted for depreciation. Its listed depreciation schedule is:
| Vehicle age in the sample | Listed depreciation |
|---|---|
| Up to six months | 5% |
| Over six months to one year | 15% |
| Over one year to two years | 20% |
| Over two years to three years | 30% |
| Over three years to four years | 40% |
| Over four years to five years | 50% |
| Over five years, or an obsolete model | IDV determined by agreement, according to the sample. |
The sample also says a vehicle is treated as a constructive total loss if aggregate retrieval and/or repair cost exceeds 75% of IDV, subject to the policy terms. Do not apply that threshold to another policy without checking its wording.
IDV is important because it is part of the policy’s own-damage valuation framework; it is not a promise that every claim will be paid at the IDV amount. The claim must still relate to a covered loss and meet the policy’s requirements. The deductible, depreciation treatment and any exclusions may also affect what is payable. For older or obsolete vehicles, the cited sample says IDV is determined by agreement, so check the amount and basis in the policy you are actually considering.
The schedule is useful as an example of why the vehicle’s age and valuation need attention. Under that sample’s listed scale, the depreciation percentage changes across the stated age bands, while a vehicle beyond five years does not simply use the last listed percentage; the sample describes an agreed IDV instead. These details belong to the United India Insurance Company Limited 2026 sample and should not be used as a shortcut for interpreting another insurer’s policy.
Compulsory excess in the same sample
| Engine capacity in the sample schedule | Compulsory excess |
|---|---|
| Not exceeding 1,500 cc | ₹1,000 |
| Exceeding 1,500 cc | ₹2,000 |
These are the figures in that insurer’s sample 2026 sheet, not a market-wide standard. Check the excess in the schedule for the policy you are considering; any voluntary excess should also be accounted for when comparing offers.
A deductible or excess is the portion of a claim that the insured bears as specified in the policy. A voluntary excess may affect the premium, but it also changes the amount you agree to bear in a claim. Compare the compulsory and voluntary amounts together, and read how they apply to the relevant claim types. A lower quoted premium should be weighed against any additional amount you would have to pay yourself under the schedule.
Add-ons and other benefits: check what is actually selected
The sample 2026 package-policy sheet lists optional add-ons including nil depreciation, engine and gearbox protection, return to invoice, consumables, key loss, roadside assistance and electric-vehicle protection. Their availability, terms, exclusions and cost depend on the policy and vehicle. The sheet says an add-on applies only if it was opted for and is mentioned in the policy. An insurer’s general advertising is not proof that a feature is included in your particular cover.
Do these 3 things before closing this tab:

Before paying for an add-on, check what circumstance it applies to, any exclusions or restrictions, and whether the additional cost is worthwhile for you. Confirm that the feature is available for your car and that the final policy schedule records it. The sample’s list shows the kinds of optional protections that may be offered; it does not establish that each is available in every policy or that the same wording applies across insurers.

Follow the claim instructions in your own policy
The sample sheet says to notify the insurer immediately and lists documents that may be needed. Requirements can depend on the policy and the circumstances of the loss, so use your insurer’s current claim instructions rather than relying on a generic checklist. Keep the policy schedule and wording accessible so you can check notification rules, covered perils, deductibles and exclusions.
When a loss occurs, the insurer’s instructions and the applicable policy determine what notification and documentation are required. The sample’s instruction to notify immediately is a reminder not to assume that every insurer or situation has identical steps. Consult your own policy and current claim guidance, and check the applicable conditions before treating a particular expense or cause of loss as covered.

IRDAI guidance describes no-claim bonus (NCB) as applying to the own-damage premium, and says that when a vehicle is transferred, the NCB does not transfer to the new owner. Check current regulator guidance and the applicable policy terms when arranging a transfer or renewal.
This distinction is useful when comparing renewal costs: NCB concerns the own-damage premium, not the third-party liability section, according to IRDAI’s consumer guidance. It also should not be treated as something that automatically follows the car to a buyer when ownership changes. Check the current guidance and policy terms for the particular renewal or transfer rather than assuming the bonus is attached permanently to the vehicle.
A short decision checklist
- Is valid third-party liability cover in place for the car’s intended use on public roads? If not, address that legal minimum first.
- Would you be able to absorb repair or replacement costs yourself if your car suffered a loss that liability-only cover does not insure?
- For package cover, have you checked the covered perils, IDV, deductibles, depreciation treatment, exclusions and claim requirements?
- Are the add-ons you want available for your vehicle, worth their cost under their terms, and shown in the policy schedule?
- Have you compared like-for-like quotes using the policy wording as well as the premium?
In short, third-party-only cover addresses the required liability protection for others but leaves your own car without an own-damage section. A package policy adds own-damage cover for specified perils, with payment shaped by the policy’s IDV, deductibles, exclusions and conditions. Compare current offers using the same vehicle information, then choose based on the protection you need and the loss you can reasonably afford to bear.

Does comprehensive car insurance cover every kind of damage?
No. Comprehensive, or package, cover combines third-party liability with own-damage cover for listed perils, subject to the policy’s exclusions, conditions, deductibles and IDV. Check the actual wording and schedule.
How should I compare comprehensive car insurance quotes?
Use the same vehicle details and intended use for each quote. Compare the final premium alongside the IDV, covered perils, compulsory and voluntary excesses, depreciation treatment, exclusions, claim requirements and any add-ons selected.
What is IDV in car insurance?
IDV is the insured declared value used in the policy’s own-damage valuation framework. Check the amount and the policy’s valuation method; it is not a guaranteed payout in every claim. A United India Insurance Company Limited 2026 sample uses a depreciation schedule and says IDV for vehicles over five years old or obsolete models is determined by agreement, but those sample terms are not universal.
Are add-ons automatically included with a package policy?
Not necessarily. Add-ons are separate choices whose availability, terms, exclusions and cost depend on the policy and vehicle. Confirm that each add-on you selected appears in the policy schedule.
Does no-claim bonus reduce the third-party premium, and does it transfer to a new owner?
IRDAI consumer guidance describes no-claim bonus as applying to the own-damage premium and says it does not transfer to a new owner when the vehicle is transferred. Check current guidance and policy terms for a renewal or transfer.
Are the sample excess and total-loss figures the same for every insurer?
No. The ₹1,000 and ₹2,000 compulsory excess figures and the constructive-total-loss threshold of repair and/or retrieval costs above 75% of IDV are terms in a United India Insurance Company Limited sample 2026 Customer Information Sheet. Check the schedule and wording for the policy you are considering.
The Bottom Line
Third-party cover is the legal minimum for a car used on public roads in India, but it does not provide own-damage cover for your car. A comprehensive/package policy adds protection for listed perils, subject to its IDV, deductibles, exclusions and conditions. Compare actual quotes and policy wording using the same vehicle details, and choose based on whether that additional protection is worth the premium for your circumstances.
