Red-light camera systems differ: still-photo systems may use a flash synchronized with each exposure, while video systems may use continuous lighting. More than one image may be captured, but the number of images does not tell you how many visible flashes occurred—or whether a ticket will follow.
Why the flash count varies
It depends on the camera’s capture method and lighting setup. The National Highway Traffic Safety Administration’s Red Light Camera Systems Operational Guidelines explains that systems taking one or two still images may use flash units synchronized with the camera shutter. The lighting helps capture a license plate and, where local or state law allows, occupants. Video systems may use continuous additional lighting instead.
NHTSA also describes installations with one flash unit integrated into the camera housing and additional units where an intersection has more than two monitored lanes or needs improved interior backlighting. This is technical guidance, not a description of every camera installation; it does not establish a standard flash count.
Do two photos mean two flashes?
No. The number of images alone does not establish the number of visible flashes. Tampa, for example, says its local system captures two rear images: one near the stop bar and another as the vehicle proceeds into the intersection. It also records a 12-second video. Those details describe Tampa’s system, not a nationwide specification. NHTSA’s guidance does not say that every image requires its own separate visible flash.

Capture sequences vary by jurisdiction and equipment. Fines Victoria describes a first image taken as a vehicle enters an intersection after the signal turns red, followed by a second image as it continues through. When those images are taken less than one second apart, their displayed timestamps may be identical. A timestamp therefore may not reveal the exact interval or sequence.
Does seeing a flash mean you will get a ticket?
No. A flash is not, by itself, proof that a violation occurred or that a citation will be issued. Tampa says its system may be triggered when a vehicle stops rapidly or slows before turning, and that officers review potential events before deciding whether to issue a citation. Tigard lists potential violation detection, routine self-checks, and calibration as possible reasons for a flash without an apparent violation. These are local explanations; they do not identify the cause of a particular flash elsewhere.

If you receive a notice, use the issuing jurisdiction’s instructions and evidence-review process. Your recollection of the flash count—or a timestamp viewed on its own—is not a reliable way to determine the outcome.

Camera systems are subject to technical requirements and operational checks, but those rules depend on the jurisdiction. The UK Department for Transport’s Speedmeter, traffic light and prohibited lane enforcement camera handbook, version 2.0, includes checks for flash-unit operation. It is UK guidance and should not be treated as a universal legal standard.

What can—and cannot—be concluded
- There is no fixed count that applies to all red-light cameras. Still-image and video systems can use different lighting methods.
- Multiple images do not prove multiple visible flashes. The image sequence and lighting setup depend on the local system.
- A flash alone does not confirm a ticket. Potential events may be reviewed, and local authorities describe non-violation triggers such as checks or calibration.
- The exact pattern at a specific intersection cannot be identified from flash count alone. Without the location and equipment model, federal guidance does not identify that camera’s setup.
