State Department’s $400 Million Armored Tesla Forecast Was Changed to “Armored Electric Vehicles”

A $400 million State Department forecast entry changed from “Armored Tesla” to “Armored Electric Vehicles.” No contract had been awarded as of February 2025, and the proposal’s later status is not established by the cited reports.

The State Department’s FY2025 procurement forecast listed a projected $400 million opportunity under the wording “Armored Tesla,” then showed “Armored Electric Vehicles” in a revised version. That was a change to a forecast entry—not an announcement that Tesla had won a contract. In February 2025, the department said no manufacturer had received an award and that the plan was on hold, with no solicitation planned at that time.

What changed in the forecast?

TIME reported that the State Department’s FY2025 procurement forecast included a $400 million line labeled “Armored Tesla” in December 2024. On February 12, 2025, a revised version of the forecast used “Armored Electric Vehicles” instead. TIME also reported that the two entries had different NAICS codes, the industry classification codes used in federal contracting.

The changed wording and code are document details. They do not, by themselves, show why the entry was revised, whether Tesla remained eligible or under consideration, or whether the department had selected any vehicle. TIME’s report describes the reported changes.

Was Tesla awarded a $400 million contract?

No award was reported. The $400 million figure appeared in a procurement forecast, which signals an anticipated contracting opportunity; it is not proof that the government obligated or spent that amount. On February 13, 2025, the State Department told the Associated Press that no contract had been awarded to Tesla or another manufacturer for armored electric vehicles. The AP report said the plan was on hold and that the department had no plans to issue a solicitation at that time.

Senator Richard Blumenthal wrote Secretary of State Marco Rubio on February 13, 2025, expressing concern about reports of a potential purchase and the removal of Tesla from procurement documents, and seeking answers. That letter records the senator’s concerns; it is not an official finding about the procurement’s purpose or outcome. The Senate committee posted the letter and announcement.

How armored vehicles are handled by the State Department

The department’s Foreign Affairs Manual describes a formal armored vehicle program. Under current guidance, the designated armored vehicle office approves makes and models before the department procures base vehicles. The manual also assigns program responsibilities involving budgets, repair and replacement arrangements, vehicle transfers, and inspections. This describes the department’s general process; it does not identify a supplier or settle the later status of the $400 million forecast entry. See 12 FAM 380, Armored Vehicle Program.

An archived Diplomatic Security Service description says the service designs, procures, and tests armored vehicles for the department and other federal agencies, and describes earlier use of outside armoring contractors. That background is not evidence that any particular company won this forecasted opportunity. A separate SAM.gov listing for engineering, research, testing, and evaluation support for armored vehicle systems concerns support services, not the forecasted vehicle purchase. What happened next?

The cited reports establish the wording change and the department’s on-hold position in February 2025, but they do not establish whether a later solicitation or award followed. The department’s current program guidance explains its general approval process, not the subsequent status of this specific proposal. A definitive update would require current procurement records tied to the opportunity; the available reporting does not support calling it an awarded Tesla contract.
