The company says it agreed to acquire nationwide low-band spectrum licenses, while its existing Starlink Direct to Cell service has relied on mobile-operator partners. Spectrum, satellites and a carrier ambition do not by themselves establish that a standalone service is approved, built or ready for customers.
What did SpaceX announce?
On October 8, 2026, SpaceX said it had agreed to acquire a nationwide portfolio of low-band spectrum licenses. It described the spectrum as addressing one of the remaining technical gaps in its Starlink Mobile plans. The announcement is an important strategic step, not confirmation that the acquisition has closed or that Starlink has deployed a nationwide terrestrial network.

SpaceX also said the Federal Communications Commission had approved its Starlink Mobile Gen2 constellation application that week, authorizing the launch of up to 15,000 satellites optimized for 2 GHz spectrum. That authorization concerns the satellite constellation; it should not be confused with approval or closing of the separate low-band spectrum acquisition.
Is Starlink already a cell phone carrier?
What exists: satellite coverage through mobile partners
SpaceX’s February 2025 announcement described Starlink Direct to Cell messaging as commercially available in the United States with T-Mobile and in New Zealand with One NZ. The service connected LTE phones through mobile-operator partners and their spectrum. SpaceX described voice, data and additional Internet of Things support as future expansion goals at that time. That February 2025 announcement is a dated snapshot, not a verified list of features or availability in October 2026.

This partner-based model can extend a participating operator’s coverage into some places its terrestrial network does not reach. It is different from a standalone mobile carrier that sells its own service and relies on its own licensed spectrum and network arrangements.
What a standalone carrier would still need
A spectrum portfolio is one input, not a complete network. A mass-market carrier also needs the infrastructure and operating arrangements to connect customers reliably, as well as actual service plans, device requirements and regulatory clearances. The new low-band announcement does not establish those customer-facing details.

Satellite-to-phone connectivity also faces a different challenge from serving people inside buildings and across busy cities. Axios reported that Verizon said spectrum alone does not provide the network or infrastructure needed for true nationwide coverage. T-Mobile CTO John Saw said, “Direct-to-Cell technology can extend connectivity to outdoor places traditional networks don’t reach, but delivering a consistent indoor mobile experience is a very different challenge.” Axios attributed to Saw the claim that more than 70% of mobile traffic takes place indoors; that figure is his cited claim, not an independently verified measurement here.

SpaceX has two distinct spectrum developments in play. The earlier EchoStar transaction has documented terms and regulatory milestones; those details do not establish the status of the newly announced low-band acquisition.

EchoStar’s 2025 announcement also described plans for a future commercial agreement under which Boost Mobile subscribers could access next-generation Starlink Direct to Cell through EchoStar’s cloud-native 5G core. EchoStar’s later filing describes future access for wireless subscribers to Starlink Direct to Cell text, voice and broadband, plus a fee-based referral arrangement for existing and new Starlink customers. Those disclosures do not establish current customer eligibility, plan terms or an open public referral program.

That is the stated direction of the strategy, but the scale of any competition is not yet established. SpaceX president and COO Gwynne Shotwell said, “I anticipate us to be able to acquire quite a few of their customers because I think our service will be better,” Axios reported, describing remarks from SpaceX’s first earnings call after going public. That is her expectation, not evidence of future customer gains.

Carrier executives and an analyst have emphasized the hurdles. AT&T CEO John Stankey called the strategy “not a viable strategy,” referring to the costs and regulatory barriers of installing small cellular base stations alongside Starlink dishes as an alternative to building towers. Verizon spokesperson Katie Magnotta said, “Satellite complements traditional terrestrial networks,” and added, “Acquisition of spectrum alone does not provide the network or infrastructure to offer true nationwide coverage or to compete with mobile providers.” Bernstein analyst Madison Rezaei put the distinction simply: “Buying spectrum is not a commitment to build a nationwide network.” These are attributed views, not settled findings about how the market will develop.
The announcement did coincide with a sharp one-day move in the largest U.S. carriers’ shares. Axios reported that on Friday, October 9, 2026—the first trading day after the announcement—AT&T closed down 9.8%, Verizon down 8.8% and T-Mobile down 13.3%. Those figures describe market reaction on that day; they do not establish that SpaceX caused every part of the moves or predict future market share.

When could Starlink Mobile launch, and what is still unknown?
Axios reported that SpaceX officials have said the cell phone service business is planned for late 2027. Treat that as a reported target, not a guaranteed launch date. The reporting also notes that spectrum alone does not supply the physical infrastructure needed to serve customers through terrestrial connections in major cities.
The reviewed announcements and filings do not establish a launch-ready nationwide product. In particular, they do not specify the low-band acquisition’s price or closing status, final customer plans, geographic coverage, compatible phone models, whether a special device will be required, or the service’s eventual voice and data capabilities. A Starlink dish is not evidence that a dish will be required for direct-to-phone service. Until SpaceX publishes product requirements, customers should not infer a phone upgrade or purchase from the spectrum announcement.
