Roaming cards have made some trips easier for him. His account is one driver’s experience, not a survey of Europe’s chargers or a comparative test of charging apps.
What Kocher says public charging is like in Europe
Kocher is introduced in a Charged EVs interview published October 2, 2026 as a longtime electric-truck developer who had recently retired to Europe. He says he had lived there for four years at the time of the interview; those details provide his personal context, not an independently verified biography.

He contrasts his experience with public Level 2 charging in Florida, which he says he has seen disappear, with the Type 2 charging he encounters in Europe. In his account, large business parks and shopping centers commonly have Type 2 chargers. He describes the service as paid and “fairly inexpensive” because the charging is low-power, and says drivers need to bring a cable. “I think things are different over here,” he told the interviewer. This is his observation, not a measured comparison between regions or a guarantee of coverage at every destination.
Type 2 cables: check the specific station
If a public AC charger has a socket rather than a cable attached, a compatible Type 2-to-Type 2 cable may be needed. Check your vehicle’s inlet and the station’s connector or socket before setting out; Kocher’s account does not establish that every public Type 2 charger requires a customer-supplied cable.

Why a charger can be available but still hard to use
Kocher describes an underground parking garage where a charger required an app, but there was neither mobile signal nor Wi-Fi where he parked. He went upstairs to get a connection, then coordinated with his wife: she connected the cable while he started the session before the charger timed out. For him, a charger being present did not mean charging was straightforward. It is one anecdote, not evidence about the station’s uptime or a network’s overall reliability.
App fragmentation is another frustration. Kocher said, “I literally have 50 apps on my phone,” and described Spain as having “a lot of these what I call ‘New app, who dis?’” The interview does not establish how many apps he currently uses, or how common this experience is for European drivers.

The wider issue is that successful charging requires more than a working unit: drivers may also need an account, a usable connection, a supported payment route and a session that starts properly. The US Joint Office of Energy and Transportation’s ChargeX work identifies wait times, failed session starts, payment-processing problems and slower-than-expected charging among user-facing concerns. That is useful framing for the difference between equipment availability and a completed charge, but it is not a measure of European performance.
What official European assessments say about access and payment
The European Court of Auditors’ Special Report 05/2021 found that charging availability varied among EU countries, payment systems lacked harmonised minimum requirements, and users did not have adequate information. Its audit covered European Commission support during 2014–2020, so it describes that period, not today’s station inventory. The auditors reported that, as of September 2020, eight Member States were still below 75% of their end-of-year targets. They also said the EU was far from its then Green Deal target of one million charging points by 2025. These are historical findings, not current totals.

A European Commission impact assessment published in 2021 says ad-hoc payment options varied by country and operator and could include credit cards, prepaid cards or operator-specific apps. It recounts a May 2018 ADAC test in Germany in which ad-hoc charging was not possible in 23% of 53 charging-point cases. That small, dated sample is not a current EU-wide failure rate.
The Commission assessment explains the policy concept of ad-hoc charging as allowing a driver to recharge at a publicly accessible point without first entering a long-term contract with the operator or energy supplier. That explanation is not legal advice about current rules. For a traveler, the practical point is to check what a specific station accepts rather than assume that a payment option available elsewhere will work there.

Roaming cards can reduce app-hopping, with limits
On a trip to Spain’s Basque Country, Kocher says he used either an Octopus Energy or Chargemap card without trouble and noticed more charging stations and partnership agreements than before. He does not say which card he used at which station, and his experience does not show that either card works at every charger.
Roaming lets a driver access some networks through a mobility service provider rather than maintain a separate direct relationship with every charge point operator. But access depends on agreements between the operator and the mobility provider, as well as local coverage and terms. Before a trip, check that the intended provider covers the networks on your route and review prices, including any roaming charges. The interview names Chargemap and Octopus Energy as services Kocher reports using; it does not establish their current coverage or terms.

Kocher’s QR-code warning
Kocher warns that someone may place a fraudulent QR-code sticker over a charger’s legitimate payment code. The interview gives no rate, named affected operator, or documented victim, so it does not establish how often this happens. As a basic precaution, look for signs that a code has been overlaid and check that the destination domain is the provider you expect before entering payment details. If something looks suspicious, use the operator’s official app or contact channel instead of the sticker.
How to choose a charging app or card for a trip
The interview does not identify a best app, and the cited material provides no current side-by-side service test. Compare options against the trip you plan to make rather than treating any one service as universally best:
- Route and country coverage: confirm that the service reaches the places and networks you expect to use.
- Access method: check whether a network accepts the card, app, contactless bank card or another ad-hoc method you can use.
- Price visibility: look for per-session or per-unit prices and any roaming fees before starting a charge.
- Connectivity: consider whether starting a session requires mobile data, and whether the station offers another way to authenticate or pay.
- Session start: check recent service information where available, while remembering that an app listing or availability indicator cannot guarantee a successful session.
A backup payment route and a compatible cable, when the planned station requires one, can help address different problems; neither removes the need to verify station-specific access.
