Rivian’s paused Georgia factory project is back under construction: Engineering News-Record reported that vertical construction began in May 2026, and The Atlanta Journal-Constitution described foundation, utility and road work at the site in August. Rivian still targets customer production in 2028; that is a company target, not a guaranteed start date.
When did construction resume at Rivian’s Georgia plant?
Rivian paused construction in March 2024 as it shifted initial R2 production to its existing Normal, Illinois, plant to conserve capital. The company held a groundbreaking ceremony at Stanton Springs North on September 16, 2025, marking the project’s return. The ceremony did not mean factory buildings were already rising: Engineering News-Record later reported that vertical construction began in May 2026. What work is underway at the site?
As of August 2026, The Atlanta Journal-Constitution reported foundations for two stamping presses, utility work and roads. Engineering News-Record reported that the primary factory buildings were expected to be enclosed in 2027. These are dated reports and schedule expectations; construction timelines can change.
Rivian vice president of production facilities in Georgia Tony Sanger described the planned approach this way: “All those buildings are going to be coming out of the ground simultaneously.” That was a company description of planned construction, not confirmation that every building was already underway. When will the Rivian Georgia plant start production?
Rivian says customer vehicle production is planned to begin in 2028. The site is intended to build R2 and R3 vehicles, but the target is not a guarantee that production will start on that date. The company’s September 2025 announcement stated the target. Rivian’s project announcement
What capacity is planned?
Rivian’s Q1 2026 earnings presentation raised the plant’s initial annual capacity to 300,000 vehicles. Earlier Georgia and U.S. Department of Energy project descriptions referred to capacity of up to 400,000 vehicles at full build-out. These figures refer to different project phases, so the earlier maximum should not be treated as the company’s current initial-capacity figure. Georgia announced the project in December 2021 as a $5 billion investment, with 7,500 jobs projected by 2030. Those are project commitments and expectations, not a statement of spending completed to date or the plant’s current headcount. Georgia Department of Economic Development project page

The project commitment is separate from the financing associated with the plant. The DOE facility’s amount changed, while Rivian’s stock offering and planned Volkswagen loan are distinct sources of company financing:
| Figure | What it represents |
|---|---|
| $5 billion | Georgia’s stated project investment commitment; not verified completed spending. Georgia’s project summary also sets an expectation of 7,500 jobs by 2030. Georgia Department of Economic Development |
| Up to $6.57 billion | The DOE facility announced in January 2025: $5.975 billion in principal plus $592 million in capitalized interest. It is the original announced amount, not the updated terms. U.S. Department of Energy |
| Up to approximately $4.5 billion | Updated DOE facility terms disclosed in Rivian’s April 2026 amendment: up to $4.006 billion in principal plus $494 million in capitalized interest, for eligible project costs and subject to conditions. Rivian’s 2026 SEC filing |
| Approximately $1.3 billion | Proceeds from Rivian’s July 2026 stock offering for general corporate purposes, including equity commitments tied to the DOE facility; not a direct grant or plant-only investment. Rivian Q2 2026 presentation |
| $1 billion | Volkswagen Group term loan targeted for October 2026, subject to customary conditions; targeted financing, not proceeds reported as received. Rivian Q2 2026 presentation |
Rivian founder and CEO RJ Scaringe called the September 2025 ceremony “a big day for Rivian and a big day for Georgia.” The remark reflected the company’s view of the project milestone, not independent confirmation of future cost, hiring or delivery. Scaringe’s remarks
