Rising Diesel Costs Put School Activities at Risk, but a Doubling Isn’t Verified

Fuel budgets are under pressure, and some districts are limiting optional trips. Survey findings point to possible activity cuts, but do not verify that school bus diesel bills doubled in a specific area.

Higher diesel costs are stretching school transportation budgets, and some districts are limiting optional trips or weighing cuts to sports and extracurricular activities. But the available reporting does not verify that school bus diesel bills have doubled in any particular area: the national-average price comparison cited by Cronkite News rose about 71% over one year, from $3.69 to $6.32 per gallon.

What is happening to school transportation budgets?

In a May 2026 joint survey by ASBO International, AASA and the National Association for Pupil Transportation (NAPT), 56% of 188 district leaders said their fuel spending for the 2025–26 school year was above budget. The survey included transportation professionals, school business professionals and superintendents. It was a membership survey, not a representative census of every U.S. school district, so its figures describe respondents rather than all districts.

Among those respondents, 20% said fuel costs were 6–10% over budget, 22% reported costs 11–20% over, and 14% said costs were more than 20% over. Those are reports of budget variance, not evidence that a district’s diesel bill doubled. The May 2026 survey results also distinguish actions already taken in 2025–26 from possible cuts in 2026–27.

Did diesel prices or school bus bills double?

Not in the national comparison cited in the available reporting. Cronkite News reported that AAA’s national average diesel price was $3.69 per gallon one year before its October 6, 2026 story and $6.32 per gallon at publication—an increase of roughly 71%, not a doubling. That comparison is for the national average, not the price paid by a particular district.

A district’s total bill can move differently from a pump-price average because the amount purchased, local prices, timing, contracts and billing arrangements differ. To substantiate a claim that bills doubled, a district-level comparison would need to identify the locality, the bill or price measure, and comparable start and end dates. Cronkite News’ Arizona report provides the national price comparison and local examples, but does not establish a doubling in a named area.

Are districts cutting field trips and activities?

Optional trips have already been limited in some surveyed districts

Twenty percent of the 188 survey respondents said their district limited non-required trips, including field trips, during 2025–26. This is a reported action by a portion of the survey group—not a claim that field trips have been broadly canceled nationwide.

Extracurricular cuts are a forecast for 2026–27

Asked what could face cuts if diesel costs stayed high, 30% of respondents identified extracurricular or athletic activities. That is a conditional forecast, not a report that those cuts had already happened across those districts. Respondents also identified facilities or maintenance deferrals (29%) and instructional staffing or programming (6%) as possible cut areas.

The survey suggests why optional transportation can be vulnerable: Peter Mannella of NAPT described transportation as “a non-instructional expense for a district,” explaining that districts tend to look for transportation savings to protect spending on libraries, teachers, aides and special education. Axios reported his comments on October 5, 2026.

How are school districts responding to higher fuel costs?

Budget measures reported in the 2025–26 survey

Survey respondents described both funding shifts and operational changes. These percentages are shares of the 188 respondents, and options may overlap.

Other measures reported included changes to purchasing practices and asking students to walk farther to bus stops. The survey indicates that districts are looking for savings in operations and budgets; it does not show that every measure was used by every district.

One Arizona district’s example

Cave Creek Unified, with a 24-bus fleet, typically ordered 7,000 gallons monthly, according to fleet supervisor Ken Doss in Cronkite News. Doss said the district combined routes to reduce mileage, used GPS to track mileage, took more gasoline-powered buses out, and paid closer attention to air-filter changes. It also raised the charges it billed schools for field trips to help cover fuel costs. The district said it continued running sports routes; the report does not say Cave Creek canceled its own field trips.

The Arizona report also describes neighboring districts curtailing field trips and notes that Doss had seen a different district cancel summer field trips during an earlier period of high fuel costs. Those are distinct examples, not evidence of a uniform response. Jim Migliorino, executive director and chief financial officer of the Arizona Association of School Business Officials, said a district may have to “forgo an expense to be able to afford the increased fuel cost.”

Why does the impact vary from district to district?

A national diesel average cannot show how much a particular district spends or which services it may protect. Local exposure depends on the price and contract terms the district faces, how much fuel it buys, its fleet and route needs, and the way transportation is funded. Rural and urban service areas, fleet mix and mileage can all affect the choices available.

Budget capacity matters too. In the 2026 survey, 66% of respondents said their state did not provide dedicated transportation funding that rises with fuel prices. A district that can absorb added costs or draw reserves may make different choices from one that needs to transfer money or raise charges for optional trips.

The Arizona report attributed the recent fuel spike to the Iran war and supply-chain disruption. That is the explanation presented in that reporting, not an independently established finding about the contribution of each factor.

What should families watch for?

  • Ask whether a district is reporting a current action or a possible future cut: the survey separates 2025–26 measures from conditional 2026–27 forecasts.
  • Check which transportation is affected. Regular student routes, field trips, athletic travel and other activities are not interchangeable budget items.
  • For a local claim about a doubled bill, look for actual district spending or purchase records covering comparable periods, with gallons, prices and contract terms made clear.
