Pakistan expects to reach its electric-vehicle target ahead of schedule, according to a forecast attributed to a government adviser. The claim follows reported increases in petrol and diesel prices, but it is a prediction—not evidence that the target has already been met. Pakistan’s National Electric Vehicle Policy 2025–30 targets electric vehicles making up 30% of new vehicle sales by 2030.
What does Pakistan’s early EV-target forecast say?
Business Recorder reported on October 8, 2026, that Haroon Akhtar, adviser to the prime minister on industries and production, told Bloomberg he expected the target in Pakistan’s electric-vehicle policy to be achieved “much earlier.” The report attributed that expectation to rising oil prices and a shorter EV cost-recovery period.

Business Recorder said petrol prices had risen 54% and diesel prices 43% since the Middle East war began in February. Those increases, as well as Akhtar’s forecast, are claims reported by Business Recorder from its account of the Bloomberg interview; the interview’s underlying calculation assumptions are not established here. What is Pakistan’s official EV target?
The Government of Pakistan launched its National Electric Vehicle (NEV) Policy 2025–30 on June 19, 2025. Its headline goal is for 30% of all new vehicles sold in Pakistan to be electric by 2030. The policy launch described potential national benefits, but these figures are projections rather than observed results:
- 2.07 billion liters in annual fuel savings and nearly USD 1 billion in foreign-exchange savings.
- 4.5 million tons in lower carbon emissions and USD 405 million in annual healthcare-related cost savings.
What has been announced, and what has been reported as implementation?
At the 2025 launch, the government announced an initial Rs. 9 billion subsidy allocation for FY2025–26, intended to facilitate 116,053 electric bikes and 3,171 electric rickshaws, with 25% of the subsidy reserved for women. The same announcement outlined 40 motorway charging stations spaced an average of 105 kilometers apart, battery swapping, vehicle-to-grid schemes and charging points in new building codes. It also said the AIDEP tariff facility would continue through 2026 and phase out gradually by 2030. Does an EV pay for itself in one to one-and-a-half years?
That is the recovery period Akhtar was quoted as giving in the Business Recorder account of his Bloomberg interview. The report does not provide the assumptions needed to apply it to every buyer, and the figure is not an independently verified payback calculation. Higher petrol or diesel costs can improve the relative running-cost case for an EV, but they do not establish the savings or payback period for a particular vehicle.

A buyer would need to compare the EV’s purchase price and financing with expected fuel and electricity costs, taking account of annual distance driven and charging access. Range, warranty and service availability also matter. Without those vehicle- and driver-specific inputs, the reported estimate cannot support a universal ownership-savings figure.

Not by itself. The forecast and fuel-price increases describe the rationale reported for expecting earlier progress; neither demonstrates that electric vehicles have already reached a particular share of sales or that adoption is accelerating across the market. The official policy target remains 30% of new vehicle sales by 2030, while the implementation figures reported in 2026 concern certificates and charging-station applications—not sales or completed infrastructure.
