What the 2025 report said about PAVE
TechJuice described the Pakistan Accelerated Vehicle Electrification (PAVE) scheme as part of Pakistan’s New Energy Vehicle Policy 2025–2030, with initial support for two-wheelers. Its 3 September 2025 report said the program allocated 40,000 electric bikes, 1,000 electric rickshaws and 1,000 electric loaders. These figures and the terms below are attributable to that report; no official scheme document was available to verify them.

According to the same report, applicants had to be Pakistani citizens aged 18 or older and have a valid CNIC. Women, people with disabilities and overseas Pakistanis were described as priority groups. The report gave the following process:

- Visit pave.gov.pk and create an account.
- Submit the requested documents.
- Pay the reported Rs 1,048 application fee through the National Bank of Pakistan.
- Wait for selection by computerized ballot.
The report gave 30 September 2025 as the closing date. That date has passed, and none of these steps, eligibility rules or fee details should be treated as current without official confirmation. Do not pay anyone or submit personal documents based only on an old report or an unofficial listing.
How to check whether a new phase is open
Start with the government portal at pave.gov.pk and verify that it displays an active application window and current instructions. Confirm the deadline, applicant criteria, fee and payment channel, ballot process, and any current subsidy or installment terms directly through official channels before proceeding. The 2025 report does not confirm that a later phase exists.

Buying an electric bike independently
If no official application window is open, researching an electric motorcycle or e-bike as a regular purchase is separate from applying to PAVE. The report identified no approved makes, models or dealers, so a generic online listing is not evidence that a vehicle qualifies for government support. Before choosing a vehicle, compare:
- Confirmed total out-of-pocket price and financing terms.
- Whether the model and dealer are approved for any current government phase, if one is open.
- Battery capacity and claimed range, alongside where and how you can charge it.
- Warranty coverage, after-sales service and access to replacement batteries or parts.
- Helmet fit and any applicable local riding requirements.
TechJuice also flagged limited nationwide charging infrastructure and the need for better consumer financing as implementation challenges. The report provided no study or measurement for those concerns, so check charging access and financing for your own route and circumstances rather than assuming nationwide availability.
