That is a five-year projection—not a claim of US$1 billion in savings every year—and it is not a measured result.
What the five-year estimate says
Business Recorder reported the estimate on October 2, 2026, and ProPakistani reported the same figures on October 1. The scenario adds 30,000 REEVs annually, reaching 150,000 vehicles by year five. The reports attribute the projection to industry experts; neither provides the detailed model or assumptions needed to reproduce it. Business Recorder; ProPakistani.

These are estimates reported in news coverage, not observed national outcomes. The reports do not state the calculation method, vehicle-level assumptions, petrol or import-price baseline, or how electricity costs are treated. In particular, the headline figure is gross fuel-import savings; it should not be read as a complete estimate of net economic savings after electricity and other costs.

How a REEV can displace petrol
In the configuration described by Business Recorder, electric motors drive the wheels, while an onboard fuel-powered engine generates electricity to support the battery when needed. This lets a driver use electric power for routine journeys while keeping additional range available for longer trips. Industry insiders cited in the report put the electric range of some models at about 150–180 kilometres; that is not a verified specification for every REEV.

Charging at home, including from rooftop solar, can help cover everyday trips with electricity. Actual fuel savings depend on how far a vehicle travels, how often it is charged, the electricity source and cost, and how much driving is done electrically rather than with the range extender operating. Business Recorder reported that a few owners describe monthly fuel savings of up to Rs 65,000, while noting that results vary with usage and charging costs. That owner-reported figure is not a typical or guaranteed saving.
What could change the result
The reports identify annual mileage, charging patterns or source, and the frequency of electric operation as important sensitivities. A vehicle driven more kilometres on electric power may displace more petrol than one that is rarely charged or frequently runs its range extender. The estimate cannot be translated into a reliable per-car saving from the published figures because the underlying assumptions are not supplied.

Business Recorder also says that adding 60,000 REEVs annually could broadly double the projected benefits under comparable assumptions. Treat that as a scenario extrapolation, not an independently validated forecast: the same limits on disclosed assumptions apply.
How this differs from Pakistan’s NEV policy targets
The REEV scenario is separate from the government’s broader National Electric Vehicle (NEV) Policy 2025–30 projections. In a June 19, 2025 release, Pakistan’s Press Information Department said the policy aims for electric vehicles to make up 30% of new vehicle sales by 2030. It projected annual savings of 2.07 billion litres of fuel and nearly US$1 billion in foreign exchange, as well as reductions of up to 4.5 million tonnes of carbon dioxide emissions and Rs. 405 billion in health-related costs avoided. These are policy-wide projections, not outcomes measured to date, and they are not the calculation behind the REEV-specific five-year estimate. What the estimate means for drivers and policymakers
The projection illustrates a possible way to reduce petrol use and exposure to fuel imports, but it does not establish how much an individual buyer would save or how quickly the national total would materialise. For drivers, the practical case rests on whether routine journeys can be covered with affordable, convenient charging and whether the vehicle is suitable for longer trips. For policymakers, wider gains would depend on adoption, charging access, and conditions that make regular electric operation workable.
Mohammad Shaaf Najib, a research economist at the Pakistan Institute of Development Economics, told Business Recorder that petroleum imports consume 30% of Pakistan’s total import bill and described EV adoption as a way to mitigate exposure to oil-price and foreign-exchange shocks. Changan Motors Pakistan COO Ali Damani likewise emphasized a stable policy framework, charging infrastructure and progressive localisation as factors that could help translate REEV use into broader economic gains. Those are industry and expert perspectives, not evidence that the projected savings have already occurred.
