The moral imperative is not to persuade every customer to switch it on. It is to make access, instructions, and public messaging clear enough that people can make informed choices without mistaking supervised driver assistance for autonomous driving.
Does Full Self-Driving mean a driver can stop paying attention?
No. Tesla’s Model 3 Owner’s Manual calls the feature Full Self-Driving (Supervised) and says the driver must pay attention to the road, surroundings, and other road users, and be ready to act immediately. Tesla describes the system as attempting to navigate to a destination, follow curves, negotiate intersections, make turns, and enter or exit highways. Those capabilities do not transfer responsibility for the driving task from the person behind the wheel.
Tesla’s manual also says the driver can override the system at any time. NHTSA’s Automated Vehicle Safety page draws the same essential boundary for the U.S. market: “Every vehicle currently for sale in the United States requires the full attention of the driver at all times for safe operation.” NHTSA says no vehicle currently for sale there is fully automated.
Why the name and public framing matter
“Full Self-Driving” can sound like a promise of autonomy when read without its qualifier. Tesla’s own current feature name includes “(Supervised),” and its manuals state that the driver must remain attentive and in control. That distinction should be unmistakable wherever customers encounter the feature: in the car, in instructions, during onboarding, and in public descriptions.

There is a concrete reason to take that messaging seriously. In correspondence dated November 5, 2024, NHTSA’s Office of Defects Investigation raised concerns about specific Tesla social-media posts, saying it believed they conflicted with the stated expectation that the driver maintain continued control of the dynamic driving task. The correspondence asked whether the posts could lead viewers to see FSD-Supervised as a “Chauffer or ‘Robotaxi’ rather than a partial automation / driver assist system that requires persistent attention and intermittent intervention by the driver.” That was a concern about particular posts and consumer understanding at that time—not a finding about every Tesla message or a claim that all drivers misunderstand the feature.
What owners need to know before relying on the system
Its displays are not a complete picture
Tesla says the vehicle visualization may not show every object or factor the system uses. A driver should not treat the display as a complete account of the road or use it as a substitute for looking at traffic and surroundings.

It may not respond correctly to every sign or signal
Tesla warns that in rare cases the system may not appropriately slow or stop for a traffic light or stop sign. The manual also does not guarantee that collision warnings or avoidance will prevent a crash. Owners need to remain prepared to intervene rather than assume the feature will catch every hazard.
Supervision must remain real, not merely nominal
A driver who is tired, impaired, distracted, or unable to intervene should not treat FSD’s availability as permission to use it. Tesla’s instructions require attention and readiness to act; NHTSA’s guidance likewise says currently sold vehicles require the driver’s full attention for safe operation. Tesla also warns that devices intended to circumvent occupancy detection violate its terms and may result in the feature being disabled.

“All customers” is not the right eligibility promise
Tesla says access and operation can vary with market region, vehicle manufacture date, configuration, options, hardware, and software version. That means a company-wide promise that every Tesla owner can use the same capability on the same terms would be misleading. Owners should check the in-car manual for their specific vehicle, and Tesla should make market- and vehicle-specific eligibility clear before customers form expectations.
Nor should “get customers using it” become pressure to activate it on every trip. Whether a feature is available is different from whether it is suitable for a particular driver, route, or set of conditions. The owner’s decision to use it does not cancel the continuing duty to supervise it.

Safety claims need context, not a blanket promise
Tesla’s FSD (Supervised) Vehicle Safety Report presents company-produced comparisons and describes a manually driven U.S. comparison fleet of more than three million vehicles traveling more than 30 billion miles annually. Those are figures Tesla reports about its own fleet; they are not an independent finding that FSD is safer in every situation.
Tesla’s report acknowledges limitations tied to differences in government and company data collection, reporting criteria, unreported incidents, sample size, and fleet distribution. It also discusses the NHTSA Standing General Order’s 30-second reporting window for qualifying known collisions involving an automated driving system or advanced driver assistance system engaged within the preceding 30 seconds, among other criteria. That reporting window is not, by itself, a comparative safety rate. Any safety comparison should explain its source and method rather than be presented as universal proof or a guarantee against collisions.

What Tesla should do now
Make the supervised status impossible to miss
Use the full “Full Self-Driving (Supervised)” name consistently in customer-facing explanations, and put the attention and intervention requirement beside capability descriptions—not only in a manual customers may not consult.
Make eligibility vehicle-specific
Give each owner a clear way to see whether the feature is available for that vehicle in that market, with the relevant configuration, hardware, and software conditions stated plainly. Do not imply universal access where compatibility varies.
Explain limits in the moments owners need them
Make practical warnings easy to understand: the visualization may omit relevant information, the system can make mistakes, and the driver must be ready to take over. Clear operating guidance is more useful than implying the feature can handle every road situation.
Describe safety evidence with its source and boundaries
When presenting safety comparisons, identify them as Tesla’s analysis, explain the comparison and its limitations, and avoid turning company-reported data into an unqualified claim of superior safety. Customers deserve to know what the numbers do—and do not—establish.

More owners can make an informed decision about a driver-assistance feature only if they understand both its capabilities and the supervision it demands. Tesla should make that understanding part of access and ownership, not leave customers to infer the system’s role from its name. That is the moral imperative: not universal activation, but informed, eligible, attentive use without confusion about who remains responsible for the drive.
