Nuro began testing Toyota Prius vehicles equipped with its autonomous-driving software on Tokyo’s public roads in February 2026. The cars are being tested with human safety operators in the driver’s seat, so this is not a fully driverless robotaxi service. It is an international validation and data-collection program aimed at finding out whether Nuro’s autonomy system can adapt to Japan’s left-side traffic, dense urban roads and different driving conventions.
What Nuro is testing in Tokyo
Nuro is testing its Nuro Driver autonomous-driving platform in Toyota Prius vehicles. The testing is taking place on public roads in Tokyo, and Nuro says the vehicles are operating autonomously with safety operators present.

That distinction matters. A safety operator remains behind the wheel and can intervene if necessary. Nuro has not disclosed how many Priuses are involved or when it expects to remove the operator from the vehicle.
The program should therefore be described as supervised autonomous-vehicle testing, not as a driverless-car launch. There is no evidence in the available announcements of public passenger rides, fares, an Uber booking option in Tokyo or a commercial operating zone.

When did the Japan testing begin?
Nuro announced on April 15, 2025, that it planned to bring vehicles from its U.S. test fleet to Japan. The company described the effort as its first international data-collection initiative.
According to TechCrunch, public-road testing in Tokyo began in February 2026. Nuro publicly described the Japanese vehicles as driving autonomously on March 11, 2026, in a post titled “One Model, All Roads: Zero-Shot Autonomy in Tokyo.”
Why Tokyo is a significant test
Tokyo gives Nuro a substantially different driving environment from the roads where its system was developed and tested in the United States.

- Vehicle layouts differ: Many Japanese vehicles are right-hand-drive, changing the position of the driver and the perspective from which the road is monitored.
- Urban geometry is tight: Tokyo combines dense traffic with narrow roads, closely spaced lanes and complex intersections.
- Signs and markings differ: Japanese road signs, lane markings and traffic conventions are not identical to those used in the U.S.
- Road-user behavior varies: Pedestrians, cyclists, scooters and other drivers interact according to local patterns that may not appear in American training data.
The central engineering question is whether one autonomy platform can generalize to these conditions without being rebuilt separately for every country and city. Nuro describes its Tokyo work as a test of that “universal” autonomy model.

What does Nuro mean by “zero-shot” driving?
Nuro uses “zero-shot autonomous driving” to describe its claim that the model can operate in a new country without first being trained specifically on Japanese driving data.
In practical terms, Nuro is saying that the model was designed to transfer its learned driving capabilities across roads, cities and countries. That is a claim about the system’s ability to generalize—not proof that the vehicles were deployed in Tokyo without preparation.
“Zero-shot” does not mean there was no engineering, simulation, mapping, route preparation, safety validation or operational oversight. It also does not mean the system was immediately ready for unsupervised or commercial operation. Nuro’s described process includes closed-course testing, simulation and evaluation of edge cases before expanding public-road autonomy.

Because the claim comes from Nuro, it should be treated as the company’s characterization of its technology rather than independent confirmation of unrestricted autonomy in Tokyo.

Shadow mode is different from autonomous control
Another important qualification is that not every test mile necessarily involves Nuro’s software controlling the Prius.
In shadow mode, a human drives the car while Nuro’s software observes the environment and predicts what action it would take. Those predicted commands are not sent to the vehicle’s controls. This allows engineers to compare the system’s decisions with real-world driving without handing it control of the car.
The four stages are easy to confuse:
| Mode | Who controls the vehicle? | What it demonstrates |
|---|---|---|
| Shadow mode | Human driver | Whether the software’s predicted actions appear viable |
| Supervised autonomy | Software, with a human safety operator ready to intervene | Whether the system can operate on public roads under supervision |
| Driverless testing | Software, without an in-car safety driver | A higher level of operational maturity |
| Commercial service | Software in a passenger or delivery operation | Readiness for public deployment |
The Tokyo evidence supports the first two categories, depending on the specific test activity. It does not establish that Nuro is conducting fully driverless public-road testing or offering rides to customers.

By 2024, Nuro had increasingly positioned itself as an autonomy-technology provider rather than a company that would operate only its own delivery fleet. Its commercial products include Nuro Driver and Nuro Toolkit, which Nuro presents as licensable technology for automakers, robotaxi operators, delivery fleets and other mobility businesses.
Testing in Japan helps Nuro answer a business-critical question: can its software be integrated into different vehicles and deployed in different markets without requiring a separate autonomy stack for each one?

On July 17, 2025, Nuro announced a partnership with Uber and Lucid for a global robotaxi program. The companies said they planned to build and deploy 20,000 or more Lucid-Nuro robotaxis across multiple U.S. and international markets, with the first Uber-native robotaxis expected in a major U.S. city in late 2026.

That partnership explains why international generalization matters to Nuro. A system that can adapt across countries could be more valuable to automakers and mobility platforms than one engineered for a single operating area.

However, the Toyota Prius tests in Tokyo should not automatically be treated as part of the planned Lucid Gravity robotaxi deployment. The available information does not establish that the Prius fleet is the same vehicle program, nor does it announce an Uber robotaxi service in Tokyo.
What remains unknown
Nuro and the available reporting have not publicly specified several details that would be needed to judge the scope or performance of the program:
- The number of Toyota Prius test vehicles
- The exact Tokyo wards, neighborhoods or routes involved
- Whether testing is limited to fixed routes or is being expanded dynamically
- Operating hours and speed ranges
- How the vehicles perform at night, in rain or in other adverse conditions
- Whether highways are included
- The frequency of safety-operator interventions
- Independent safety or performance metrics for the Tokyo fleet
- The date, if any, for removing the in-car safety operator
- Any regulatory approval or commercial launch plan for passenger service in Tokyo
Nuro’s website also says its broader platform has accumulated more than 1.7 million autonomous miles with zero at-fault incidents. That is a company-reported figure covering its wider operations, not an independently audited result for the Tokyo program.
Do these 3 things before closing this tab:
1Clear out junk files and repair common Windows errors2Scan for outdated or missing drivers - takes under a minute3Repair Windows errors before they cause bigger problemsWhy the test matters
International road testing is valuable because it exposes an autonomy system to unfamiliar signs, lane layouts, traffic flows and road-user behavior. Success in Tokyo could support Nuro’s argument that its platform is genuinely general-purpose and suitable for licensing to mobility companies and automakers.
But the test has clear limits. A safety operator can intervene, the fleet size and route coverage are undisclosed, and no Tokyo-specific performance metrics have been released. Even a successful demonstration on selected city streets would not prove that Nuro is ready for unrestricted driverless operation across Tokyo—or across Japan.
