The comparison is approximate rather than a harmonized statistical ranking, but the figures do not support the claim that Russia was ahead.
What the 2025 figures show
The comparison depends on counting the same kinds of vehicles. The International Energy Agency (IEA) uses “electric cars” to include both battery-electric vehicles (BEVs) and plug-in hybrids (PHEVs). Its 2026 report puts the U.S. share at just below 10% of new-car sales in 2025, with around 1.5 million electric cars sold. IEA, Trends in electric cars – Global EV Outlook 2026.
Autostat, citing PPK data, reported Russia’s BEV share at 0.9% and its PHEV share at 3.4% in 2025. Adding those two published percentages gives an approximate combined share of 4.3%. The Russian figures come from separate reports: Autostat’s BEV report and Autostat’s PHEV report.

The available reports do not provide enough matching denominator and methodology detail to treat 4.3% versus just below 10% as a precision-adjusted ranking. They do, however, make the headline claim unsupported: on these published full-year estimates and a BEV-plus-PHEV basis, Russia’s share is lower.

Why “EV market share” can give a misleading answer
“EV” is often used loosely. A BEV runs on battery-electric propulsion and has no combustion engine for propulsion. A PHEV has an electric drive and a battery that can be charged externally, as well as a combustion engine. Since the IEA’s U.S. figure includes both types, comparing it only with Russia’s 0.9% BEV share would leave out Russian PHEVs and create an uneven comparison.
Market share here means a share of new-car sales, not the proportion of all vehicles on the road. A fair comparison also needs the same year and vehicle denominator. The Russian Autostat reports describe the new passenger-car market, while broader light-vehicle figures should not be mixed into that denominator.

Different powertrains moved in different directions
Russia’s reported BEV share fell from 1.1% in 2024 to 0.9% in 2025, while its PHEV share rose from 2.6% to 3.4%. Autostat also reported 44.8 thousand new PHEVs sold in Russia in 2025. Those separate movements explain why the combined plug-in picture differs from the BEV-only one; they do not establish that Russia overtook the U.S.
The U.S. full-year figure also masks a late-year slowdown. The IEA says U.S. electric-car sales in the fourth quarter of 2025 were 45% lower than in the fourth quarter of 2024, after purchase tax credits ended following September 2025. That sharp quarterly decline is important context, but it does not change the full-year comparison.

What a sound country comparison should measure
- Use the same year: do not compare a current share with an older one.
- Match the powertrains: compare BEV with BEV, or BEV plus PHEV with BEV plus PHEV.
- Match the denominator: passenger cars should be compared with passenger cars, not a broader category that includes commercial vehicles or pickups.
- Distinguish share from volume: a percentage describes market penetration; sales totals describe how many vehicles were sold.
- Name the publisher and method: published national estimates may not use identical definitions or collection methods.
For example, ROAD reports 12,640 BEVs sold in Russia in 2025, down 16%, but its market context includes passenger cars, light commercial vehicles, and pickups. That volume should not be divided by a passenger-car-only denominator to create a share. Autostat’s report on the ROAD figure.
