How to Set Up EV Charging at a Public Event

A practical guide to planning EV charging at a public event, from assessing the site supply and load to public safety, inspections and local rules.

Set up event EV charging as part of the full temporary electrical installation: coordinate with the venue, have a competent electrical designer or temporary power supplier assess the supply and combined event load, and confirm the layout, public safeguards, inspections and local approvals before choosing equipment. Charger count and power depend on the site, vehicles, dwell times and service model; there is no responsible one-size-fits-all specification.

Plan the service before selecting chargers

Start with what the charging service must do. Record:

  • Event location, dates and opening hours.
  • Expected number and types of vehicles, including how they will arrive and leave.
  • How long vehicles are likely to remain parked and how much energy you want each to receive.
  • Whether charging will be free or paid, who will operate it, and how drivers will get help if something fails.

These details determine the charging rate and vehicle throughput you need to assess. Without them, the charger count, power level and expected charging time cannot be specified reliably.

Check the site supply and total event load

Ask the venue for electrical drawings and information about available supply, capacity and connection points. A competent designer or temporary power supplier should assess charging alongside the event’s other loads—not in isolation—including sound, lighting, catering, stalls and emergency systems.

The Health and Safety Executive (HSE) advises event organisers and contractors to take all reasonably practicable steps to ensure equipment is properly selected, installed and maintained so it does not cause death or injury. Its temporary-installation checklist covers utility access, power requirements, overhead lines and buried cables, environmental conditions, the event power timetable, generators, earthing and temporary cable routes.

If the existing supply is insufficient, ask the designer to assess whether a suitable temporary distribution arrangement, generator or mobile energy storage system could meet the need. None is automatically suitable: the choice depends on the load, connection, location, operating conditions and approvals.

Lay out charging for vehicles, pedestrians and emergency access

Choose locations where vehicles can park and depart without blocking emergency access, pedestrian routes, accessible routes or event operations. Keep installations protected from unauthorised access. HSE advises placing electrical intakes and generator enclosures where they remain accessible for operations and emergencies while being segregated from public areas where practicable.

Consider weather exposure when specifying equipment. Use suitable covers, enclosures or shelters for equipment exposed to rain or other adverse conditions. The designer should select and rate cables for their electrical duty and environment, and plan routes to limit trip hazards and mechanical damage, especially at connections. If a cable has to cross a public route, choose physical protection for the actual cable and expected traffic; a generic cable ramp is not automatically suitable.

Confirm inspection and approvals for the event location

Before energising the installation, ask the venue and relevant local electrical authority what notification, inspection, certificates or permits apply. Requirements vary by location and by the work being done.

  • Toronto: The City of Toronto advises event organisers to consult the venue, consider a professional power supplier for temporary power, and check with the Electrical Safety Authority about inspection or forms. The city suggests planning four to eight weeks ahead depending on equipment complexity; that is a Toronto planning suggestion, not a universal deadline.
  • England highway works: Department for Transport guidance published on 19 March 2026 says a street works permit is required for public charge-point works that involve breaking or opening the highway. Any required planning permission must be obtained separately before the permit application. This concerns highway installation works, not every temporary event charger.
  • New York City mobile energy storage: For covered outdoor deployments, the Buildings Department lists permit applications, a plan set and FDNY approvals among pre-operation submissions. Confirm with the relevant city authorities whether a particular deployment is covered and what it requires.

Check public charge-point rules if the public can use the chargers

In the UK, publicly accessible charge points may be subject to the Public Charge Point Regulations 2023, including when charging is free, according to OPSS/OZEV guidance updated 28 January 2025. The responsible operator is the party responsible for overall operation and consumer-facing obligations; which organisation that is depends on the actual arrangement. The government summary covers matters including price transparency and specified contactless requirements. Check current regulations and guidance against the event’s access, operating and payment arrangements before opening the points.

Compare proposals against the same requirements

When evaluating charger or temporary-power proposals, compare them against the event’s actual needs rather than relying on a headline charger count or power figure. HSE’s site and cabling guidance supports checking:

  • Available site capacity and the proposed connection method.
  • Charging power and vehicle compatibility.
  • How many vehicles can be served during their actual event dwell times.
  • Cable length and routing, separation from the public, weather exposure and accessibility.
  • Required inspection, permits, staffing, fault response and removal arrangements.
  • Cost and operational responsibility, including who would act as charge-point operator if public charging rules apply.

HSE describes its GS50 guidance as outlining the main electrical-equipment risks at places of entertainment and steps to prevent electrical danger. Use competent professional advice to turn the event’s load, layout and operating plan into a site-specific design.
