Ask for a battery-health report tied to the specific car, then check what the reported State of Health (SoH) means, whether the diagnostic suits that make and model, how much usable range you need, and what battery warranty remains. There is no universal SoH percentage that makes every used EV a good or bad buy.
What battery health means—and what it does not
Battery State of Health describes the battery’s condition, commonly as an estimate of how much capacity remains compared with a reference capacity. It is not the same as State of Charge: a dashboard showing 80% charge tells you how full the battery is now, not how much of its original capacity it can still store. New Zealand’s Energy Efficiency and Conservation Authority (EECA) calls SoH a useful way to judge how much life a used EV battery may have left. EECA’s consumer guidance also describes using a data reader to check battery health.

SoH is useful evidence, not a complete verdict. A percentage is only meaningful when you know what was measured, how it was calculated, and what capacity baseline it uses. The sources do not establish one test protocol or prove that SoH percentages from different manufacturers are directly comparable. A report should therefore be read alongside the car’s range in your normal use, its history, the test method, and the written warranty.
Also distinguish a battery’s estimated remaining capacity from the energy available during a particular drive. A report may describe a diagnostic estimate or usable energy, while the dashboard’s range prediction depends on what the car estimates for current conditions and use. Neither number alone tells you exactly how far the vehicle will travel on every trip. For a buyer, the key question is not whether a percentage sounds high in isolation; it is whether the evidence is understandable and the car’s practical range and risk fit your needs.

How do I assess the battery before I buy a car?
- Request a report for that vehicle. Ask the seller for an existing battery-health report, not a generic model brochure or a screenshot that cannot be tied to the car. Record the report date, vehicle identity (ideally VIN or registration), reported metric, diagnostic provider, and test method. A report several years old, or one made before a repair, may not describe the battery’s present condition; ask whether there is a more recent reading and what has happened to the car since the test.
- Confirm the tool fits the exact vehicle. Before relying on a data reader, verify its compatibility with the EV’s make, model, model year, and market, along with any required app or software. A generic OBD reader is not guaranteed to return battery SoH for every EV. EECA describes reader-based checks but does not establish a universal scanner. If you are buying an imported vehicle, check compatibility for its original market as well as its model name; do not assume a tool that works with a similar local version will return the same information.
- Ask the provider what the number represents. Find out whether the percentage is SoH or another metric, how it was derived, and what original-capacity baseline it uses. If the report lists usable energy, cell or module warnings, or other battery faults, ask the provider to explain their significance in writing. Ask whether the report is a snapshot or whether it involves a procedure and what limitations apply. A percentage with no definition is much less useful than a lower figure whose method and meaning are clear.
- Check how the car’s range fits your use. Consider your routine trips, charging access, and the range you need in likely operating conditions. Treat a dashboard range estimate as context, not as a direct capacity test: it is the vehicle’s estimate, and this evidence does not establish a standardized range-only test for used-car buyers. Think through the trips you make regularly, not just an ideal long-distance journey. If the car would leave little margin for your usual routes, that matters even if the report appears reassuring.
- Review the car’s history. Ask about long periods in storage, charging patterns, operating conditions, battery repairs, and refurbishment. Request invoices or service records where available. Mileage is useful context but is not a direct battery-health measurement. NIST’s 2025 report summarizes literature identifying charging and driving patterns, depth of discharge, and conditions including temperature and humidity as factors associated with degradation. Those factors can guide questions, but they do not let a buyer calculate a particular car’s SoH from its history alone.
- Verify the warranty against the VIN. Contact the manufacturer or an authorized service provider to confirm the original in-service date, current mileage, remaining coverage, capacity threshold, exclusions, and transfer rules. Do not assume another car’s warranty terms apply. Ask whether any coverage is a general high-voltage battery warranty or a specific capacity-loss provision, and get the answer in writing. A model year by itself may not establish how much time remains because the clock may run from the original in-service date.
- Arrange a qualified inspection if the evidence is unclear. If the seller has no report, the result is inconsistent, or the battery condition could change your buying decision, ask for a vehicle-specific diagnostic from a qualified provider. EECA advises that battery work should be carried out by qualified providers, such as approved service agents. Agree beforehand on the test, deliverables, timing, and price. Ask whether you or the seller must arrange access to the car, whether the provider can identify the vehicle by VIN, and whether the written result will explain the method and limitations. Do not treat a tool’s compatibility claim as proof that the reading is a full inspection.
If you are paying for a report, confirm what you will receive before booking: the vehicle it covers, the metric reported, test date, provider details, any warnings found, and an explanation of what the result can establish. The available consumer guidance supports reader-based checks and qualified providers, but there is no model-agnostic used-car procedure that makes every result directly comparable. A clear report can reduce uncertainty; it cannot guarantee future performance.
How to interpret the evidence
SoH and retained capacity
A report’s SoH or retained-capacity figure can help compare condition when its method and baseline are understood. Ask whether it is a diagnostic estimate, what reference capacity it uses, and whether the provider can explain the result for that exact vehicle. If the report does not define the metric, treat the percentage cautiously rather than assuming it can be compared directly with another make’s result.
Even within a single brand, make sure the cars are being compared on equivalent terms. Check whether each figure is from the same type of diagnostic, whether the readings were taken at similar points in the vehicles’ histories, and whether the provider used the same definition. If you cannot establish that, note the difference rather than ranking the cars solely by the numbers. A report’s precision—such as displaying a decimal place—does not by itself show that two tests have equivalent accuracy.
Usable energy and warnings
Some diagnostics may report usable energy or identify cell or module concerns. Ask the provider to interpret each item and whether further investigation is recommended. Do not convert a reported figure into a promise about real-world range without knowing the test conditions and vehicle-specific context.
For any warning, ask what component or condition it refers to, whether it is current or historical, and whether the vehicle needs additional diagnosis. A warning is not automatically proof that the entire pack needs replacement, just as the absence of a warning is not a guarantee that the battery is as new. Leave interpretation of technical codes and high-voltage work to a qualified provider rather than attempting a physical inspection yourself.

Dashboard range
The displayed range estimate can help you understand what the car currently predicts, but it is not a stand-alone measurement of battery capacity. Use it with a report and your own trip requirements. A single display reading cannot establish that the battery is healthy or degraded.
When viewing the car, record the displayed range together with the displayed charge level and ask how the car has been used recently. A range estimate is easier to interpret with that context than on its own. Do not compare two cars’ dashboard estimates as if they were laboratory measurements: different vehicles, recent driving, and conditions can affect what the display predicts. This research does not establish a standardized drive test that a buyer can use to turn a range reading into a capacity percentage.

Odometer and history
Mileage does not tell the whole story. EECA cautions that an EV with low mileage can still have reduced SoH after extended storage or excessive fast charging; a somewhat higher-mileage car with better SoH may be the better choice. NIST’s 2025 report summarizes literature that identifies charging and driving patterns, depth of discharge, and operating conditions—including temperature and humidity—as factors in battery degradation. These are reasons to ask about history, not a formula for diagnosing a particular car.
Ask for specific records rather than relying only on broad statements such as “mostly highway” or “always charged carefully.” Service invoices, repair documentation, and records of battery refurbishment may help explain what has been done, although the existence of a repair does not itself establish the present condition. If the seller does not know how the car was stored or charged, treat that as missing information, not proof of damage.
Warranty threshold
A warranty threshold is a contractual trigger under specific terms, not a claim that every battery above that point is as good as new. Check the actual agreement for the vehicle’s market, model year, in-service date, mileage, exclusions, and transferability. A remaining warranty can reduce some risk, but it does not replace a diagnostic or establish how much range the car will deliver for your routine.

Confirm which party can make a claim after the sale and whether the warranty transfers automatically or requires an action. Ask how a capacity claim is assessed and whether the published threshold is measured by the manufacturer’s own process. Do not assume that a reported SoH from an independent reader is the same test the manufacturer would use to decide a warranty claim.

Do government or warranty percentages provide a pass/fail rule?
No. Published thresholds belong to defined policies or contracts; they are not a universal grading scale for used EVs. These examples differ in scope, measurement, and trigger:
| Source and context | Published benchmark | How a buyer should use it |
|---|---|---|
| UK Electric Car Grant guidance from the Department for Transport and Vehicle Certification Agency, accessed 2026 | At least 80% of initial or rated capacity for the initial three years, and at least 70% for the initial eight years or 100,000 miles, whichever comes first. | These are scheme guidance benchmarks and relate to its eligibility criteria and evidence routes. They are not a universal standard for judging every used car. |
| United States federal regulation, 40 CFR § 86.1815-27, current text accessed 2026 | For covered light-duty program vehicles, at least 80% of certified usable energy after five years or 62,000 miles, and at least 70% after eight years or 100,000 miles. The regulation also requires an on-vehicle State of Certified Energy (SOCE) display based on measured usable battery energy, with in-use display accuracy within 5% of measured values. | These requirements have defined vehicle and program applicability. They do not automatically describe every EV already on the used market or make two manufacturers’ SoH readings interchangeable. |
| BMW USA certified pre-owned example, terms accessed 2026 | For specified 2022–2025 BMW Certified EV models, the stated capacity-loss/SoH warranty applies if SoH falls below 75%, for up to eight years or 100,000 miles from the original in-service date, whichever comes first. | This is an example for eligible vehicles under the applicable BMW terms, not a recommended minimum for other cars. Confirm coverage for the specific VIN. |
The numbers cannot be lined up as though they were three versions of the same used-car test. The UK grant figures are scheme guidance, the US rule applies to covered light-duty program vehicles and defines certified usable energy and an on-vehicle display, and the BMW example describes a warranty trigger for eligible certified pre-owned models. Check the specific rules in the vehicle’s market and the specific contract for the car you are considering.
In a UK Parliament written answer dated 24 October 2025, Keir Mather, answering for the Department for Transport, said the government then had no plans to require second-hand vehicles to be sold with battery-health certificates. The answer also said the UK was analysing implementation options for GTR No. 22. That is a dated statement about UK policy, not an international rule or a guarantee that a used car comes with a report. It is sensible to ask a seller for a report, but do not assume every jurisdiction requires one to be supplied with a sale.
Compare the whole car, not just one percentage
If you are choosing between two or more EVs, put the evidence side by side. NIST’s 2025 report identifies mileage, price, refurbishment history, electric range, and battery SoH as attributes considered in consumer valuation research. Use those dimensions with the test method and warranty terms, rather than letting one number decide the purchase.

| Comparison point | What to record for each car | Why it matters |
|---|---|---|
| Battery diagnostic | Reported SoH or usable energy; test date; provider; method; vehicle identity; stated capacity baseline. | Shows what the report actually measured and whether the figures are reasonably comparable. |
| Range for your routine | Range evidence available, the trips you need to cover, and charging access. | A battery figure has practical value only in relation to the driving and charging you need. |
| Vehicle and battery history | Model year, odometer, periods in storage, charging and operating history, repairs, and refurbishment records. | Helps put age and mileage in context and flags work that should be documented or investigated. |
| Warranty | Remaining time and mileage, threshold, exclusions, in-service date, and transfer terms confirmed for the VIN. | Clarifies whether a specific contractual remedy remains available to you. |
| Price and condition | Asking price, report findings, and documented refurbishment history. | Allows you to assess the purchase as a whole instead of treating a single SoH reading as a complete valuation. |
A seller’s price or a battery percentage alone cannot resolve the choice. For example, a lower-mileage car with no interpretable diagnostic and a long storage period may leave more uncertainty than a higher-mileage car with a clear report and documented history. That does not prove the second battery is better; it identifies which evidence should be checked before deciding.
When comparing value, separate what is known from what is uncertain. One car may have a clear report but less range than you want; another may appear to suit your trips but have no vehicle-specific diagnostic. A third may have a documented battery repair and a remaining warranty, but you still need to verify the repair and coverage. The aim is not to create a single score from incomplete information. It is to decide whether the combination of range, evidence, history, warranty, and asking price makes sense for your circumstances.
No replacement-cost figure can be treated as a reliable quote for a particular used EV from the information here. Battery work and warranty remedies depend on the exact vehicle and terms. If a potential repair would affect your decision, ask a manufacturer or qualified service provider for a vehicle-specific assessment and estimate rather than relying on a general internet range.

- No report and no access to a test: Ask whether a compatible diagnostic can be arranged before purchase. If the seller declines and battery condition is material to your decision, factor that unresolved uncertainty into whether to proceed.
- A percentage with no definition: Ask who measured it, when, using what method, and against which baseline. If those details are unavailable, do not treat the value as comparable or conclusive.
- A report that cannot be tied to the vehicle: Request the VIN or registration and a current report. A document for a similar model is not evidence of this car’s condition.
- Conflicting report and range evidence: Ask the diagnostic provider to explain the discrepancy and whether a further inspection is needed. Do not choose whichever number is more reassuring without understanding the difference.
- Unclear repair or refurbishment history: Request records identifying the work and provider. If documentation is absent, ask a qualified inspector whether the report can establish the battery’s current condition sufficiently for your decision.
- Warranty promises made verbally: Confirm coverage in writing with the manufacturer or authorized provider using the VIN. Ask for the exact threshold, deadline, mileage limit, exclusions, and transfer conditions.
- A tool or seller calls a test “universal”: Ask for the exact supported vehicle list, software requirements, and what the output means. Compatibility and a useful battery-health reading are vehicle-specific; a generic claim is not enough.
There is no model-agnostic battery test procedure or universal used-car SoH cutoff established by these sources. If the report is missing, ambiguous, or important to the purchase, a qualified, vehicle-specific inspection is the most useful next step. Ask the provider to state what the test can and cannot establish before you rely on it.

Is battery State of Health the same as charge?
No. State of Charge is how full the battery is now; SoH is an estimate of its condition or remaining capacity compared with a reference. A dashboard showing 80% charge does not mean the battery retains 80% of its original capacity.
What is an acceptable SoH for a used electric car?
There is no universal used-car pass/fail percentage supported here. A percentage depends on its measurement method and capacity baseline, and warranty or regulatory thresholds apply only to their particular vehicle, program, market, or contract. Judge the report alongside range, history, price, and remaining warranty.
Can a generic OBD reader check any EV battery?
No universal reader is established. Confirm the adapter, app, and software work with the exact make, model, model year, and market. Some tools may not expose SoH for a particular vehicle, so ask the provider what information the diagnostic can actually return.
Does low mileage mean an EV battery is in good condition?
Not necessarily. EECA notes that extended storage or excessive fast charging can leave a low-mileage EV with reduced SoH. Mileage is context, not a direct battery-health measurement; compare vehicle-specific diagnostic evidence and history.
Does a battery warranty transfer when I buy a used EV?
It depends on the exact vehicle and warranty terms. Ask the manufacturer or authorized provider to confirm transferability, in-service date, mileage limit, capacity threshold, exclusions, and remaining coverage using the VIN. Get the details in writing.
The Bottom Line
Buy on evidence, not a dashboard charge percentage or an isolated SoH number. Get a current report for the exact car, understand its method and baseline, check whether its range suits your routine, review storage and repair history, and verify warranty terms by VIN. If any of those pieces is unclear and could change your decision, arrange a qualified vehicle-specific inspection or treat the uncertainty as part of the purchase decision.
