How Ports Can Plan Charging Infrastructure for Electric Tugboats

A practical guide to sizing electric-tug charging around vessel missions, charging windows, grid capacity, storage, berth design and safety.

Ports should size electric-tug charging around the vessel’s work, emergency reserve, berth schedule and the local grid—not start by picking a charger. The right design follows from how much energy tugboats use between charging opportunities, how quickly they can accept power, and whether the port can supply that power when several waterfront loads coincide. Published projects illustrate possible configurations, not universal specifications.

Start with the tug’s mission, not a charger rating

An electric tug’s charging requirement is a product of its operating pattern. A harbor tug may spend time waiting or idle, creating opportunities to recharge, then need substantial power for a heavy-assist job. It may also have to respond to an emergency, remain available for extended operations, or work through a period when it cannot return to a charging berth.

As an Amazon Associate I earn from qualifying purchases.

Those demands affect both the vessel battery and the shore installation. A large emergency reserve can increase vessel capital cost, as the 2024 ABS and MARAD California Commercial Harbor Craft Feasibility Study notes for extended-operation cases. Charging plans therefore need to be developed with the tug operator and vessel designer, not independently by the port’s electrical team.

Build an operating profile

Collect representative movements and assist tasks rather than relying on an average day alone. Record when each tug leaves and returns, how long it is alongside, where it waits, the duration and intensity of assist work, and how often tasks overlap. Include seasonal variation, poor-weather conditions, unexpected call-outs and the port’s minimum service-availability expectation.

Ask the vessel team for the battery’s usable energy, the maximum rate at which it can accept charge, the ship-shore interface, and the state-of-charge reserve required for normal service and emergencies. Usable battery energy is not necessarily the same as the battery’s nominal capacity: the operator may need to retain energy that is not available for routine dispatch.

Model exceptions as well as the routine

Test the schedule against a tug that returns late, misses a planned charging window, or is dispatched again before a full recharge. Also test simultaneous arrivals and emergency operations that could prevent a vessel from visiting its normal charging berth. If the design only works when every tug follows an ideal timetable, it has not established that the port can maintain the required service.

The useful output is not one assumed daily energy figure. It is a time-based picture of energy demand and charging opportunities, with the reserve policy and operational contingencies made explicit. That gives the port a defensible basis for selecting charging locations and testing electrical capacity.

How much power does an electric tug need to charge?

There is no single charging rating established for electric tugboats in the cited project documents. A port needs to calculate power from the energy a tug must replenish and the time available to do it, then confirm that both the vessel and the shore equipment can support the resulting rate.

As a planning relationship, required average charging power depends on the energy to be added and the duration of the charging window. That estimate is only a starting point: the vessel’s charge acceptance, equipment limits, losses, reserve requirements and other simultaneous loads affect the practical result. A charger’s nameplate rating does not mean a tug can accept that power throughout a charging session.

Project example Published charging or storage detail How to interpret it
Port of San Diego, Tenth Avenue Marine Terminal plan, August 2022 Planned charging-site requirement of 480 V at 1,200 A; proposed 3 MWh of storage for quick charging and peak shaving. A project-specific plan, not a standard rating. The plan gave an estimated completion date in 2023; the cited document does not establish whether the project finished on schedule.
Port of Cleveland, FY24 Clean Ports Harbor Electrification Initiative narrative, hosted December 2025 Proposal describes a 1.5 MW charge rate per tug using medium-voltage DC equipment connected to MCS reels. A proposal, not proof of procurement or operating performance. It is a different project configuration from San Diego’s.

The figures are not directly interchangeable: one is a voltage-and-current description in a 2022 plan, while the other is a proposed per-tug power rate using a specified equipment concept. Neither establishes how long a tug takes to charge in another port. Charging duration depends on the energy needed, usable charging window, vessel acceptance rate and system limits. The two examples should not be converted into a universal charger specification.

Can the port grid support electric tug charging?

That question requires a utility assessment and a port-wide load forecast. A tug charger may be only one part of a waterfront electrification program that also includes shore power for oceangoing vessels, terminal equipment, vehicles, buildings and future vessels. Looking at the tug charger in isolation can miss the coincident demand that determines whether a feeder, transformer or substation needs work.

Ask the utility to assess the actual site

Share the planned charging locations, load profiles, expected operating hours, likely simultaneous charging, growth assumptions and any need for rapid emergency recharge. Ask the serving utility to assess available service, feeder and substation capacity, upgrade requirements and lead times, applicable tariffs, and how other planned loads affect the connection. Coordinate this work early enough to align utility upgrades with vessel procurement, port construction and permits.

The Port of Seattle’s 22 April 2025 clean-energy strategy forecasts peak power demand for Port operations reaching four times its 2019 baseline by 2050. It identifies utility coordination and infrastructure upgrades as part of waterfront electrification planning, with shore power for oceangoing ships an important near-term demand driver. The forecast is port-wide; it is not a tug-charging load estimate.

Map physical constraints along with electrical ones

A feasible electrical connection does not guarantee a workable charging berth. Map where tugs actually wait and return, how long they remain, whether cable runs can reach the vessel safely, and whether a charging operation would interfere with vessel movement or access. Account for cable handling, worker access and exposure to marine conditions in the layout.

The Cleveland proposal’s cable-reel concept is a useful reminder that equipment must suit real operations: it describes reels intended to be handled by one worker. That is a design feature of the proposal, not a general rule that all cable systems can or should be operated by one person. Port and vessel teams should define handling procedures and staffing based on the selected equipment and site.

Choose an energy-system configuration for the site

Compare configurations that fit the duty profile and grid assessment rather than assuming every port needs battery storage. The options may include direct grid charging, scheduled or managed charging, and grid charging supported by a battery energy storage system (BESS), onsite generation or a microgrid where justified. The European Maritime Safety Agency’s guidance to port authorities, published 19 July 2022 and updated 11 November 2025, identifies shore-side options including battery charging, battery swapping, power banking and microgeneration.

Configuration When to evaluate it Questions to resolve
Direct grid charging The utility connection and port equipment can serve the required charging load within the tug’s operating windows. Can the service meet peak and simultaneous demand? What connection upgrades, tariffs and reliability provisions apply?
Managed or scheduled charging Charging can be shifted or coordinated around tug schedules and other port loads without compromising dispatch availability. Who controls charging priority? What happens after a missed window or emergency call-out? Can the schedule restore reserve in time?
Grid charging with BESS Storage may help where the grid connection cannot serve fast charging directly, or where reducing peak demand has value. What power and usable energy are required? How often will storage cycle, how will it recharge, and what are its costs, limits and maintenance needs?
Onsite generation or microgrid elements Local generation or a wider energy system may fit a port’s broader electrification or resilience plan. How does the configuration coordinate with the utility, storage and charging controls? What operating and safety responsibilities apply?

San Diego’s 2022 plan proposed 3 MWh of storage for quick charging and peak shaving. Cleveland’s proposal connects storage to local grid constraints and discusses it as a potential option. These examples show why a BESS may be considered; they do not establish that storage is necessary for every electric-tug port. Compare the storage’s usable energy and power, charging speed, utilization, lifecycle costs and role in reliability against the cost and timing of a grid upgrade.

The Port of Seattle identified $208 million to $457 million in Port and utility infrastructure investments, in 2024 dollars, through 2050 for broad waterfront electrification. That range is not a tug-charging estimate and should not be used as a turnkey cost for a tug project. The cited sources do not establish a comparable tug-specific infrastructure cost.

Specify safety, interoperability and operating responsibility

Electrical ratings alone are not a complete charging specification. The port and vessel operator need an agreed ship-shore interface, compatible equipment, procedures for connecting and disconnecting, and a clear allocation of responsibility for maintenance, training and incident response. Include protections against electrical and mechanical hazards, emergency stop and isolation, safe cable handling, and controls suitable for the site’s weather and marine exposure.

Singapore’s Maritime and Port Authority announced Technical Reference 136 (TR 136) on 25 March 2025 as a local reference for electric harbour-craft charging and battery-swap safety and interoperability. The announcement refers to CCS, IEC 61851 and IEC 62840. It also states that the working group consulted marine-industry participants because no international standards could be adopted for that work. TR 136 is a Singapore-specific example; its legal or technical scope should not be assumed to apply elsewhere. Ports elsewhere should identify the regulations and standards that apply in their own jurisdiction and confirm compatibility with the vessels they expect to serve.

The European Maritime Safety Agency’s shore-side electricity guidance is intended to assist port authorities with infrastructure development, responsibility frameworks and operational controls. Use such guidance to structure questions, then resolve jurisdiction-specific requirements with the utility, vessel designer, equipment supplier, port safety team and relevant authorities.

Plan investment, commissioning and performance checks

Coordinate the charging project’s schedule with vessel purchase or retrofit, utility work, civil construction, permits and funding. A berth or charger delivered before the compatible vessel, or a vessel delivered before the service connection, can leave the investment unavailable when it is needed. Phase expansion around a documented load forecast and anticipated fleet, while avoiding assumptions that a proposal or announced target has already been built.

  1. Agree on design inputs. The port, tug operator and vessel designer should document the duty profile, charge windows, usable battery energy, charge acceptance, interface and reserve policy.
  2. Screen sites and utility service. Identify candidate berths and cable routes, then obtain a utility assessment of capacity, upgrades, timing and tariff implications for the modeled loads.
  3. Compare feasible architectures. Evaluate direct, managed and storage-supported charging where appropriate, including simultaneous demand, emergency recovery, lifecycle cost, reliability and expansion.
  4. Set safety and responsibility requirements. Specify the interface, protective functions, operating procedures, training, maintenance ownership and incident response before equipment procurement.
  5. Commission with the vessel and crew. Verify the installed system with the actual vessel, its charging interface and the people who will use it. Exercise expected operating modes and response procedures rather than relying only on equipment ratings.
  6. Measure operational performance. Track charging availability, connection time, energy delivered, peak load, system faults, delayed or missed jobs, and emissions claims using measured operating data.

The 2025 CEQAnet record for the Long Beach ARC Boat demonstration describes a plan to collect operating and charging data and prepare a final report. That is a useful model for treating performance as something to verify in operation, not assume from a proposed design. Reported results should distinguish measured data from forecasts and specify the operating conditions they represent.

What a port should compare before selecting a design

When multiple configurations appear feasible, compare them against the same mission and load scenarios. Include utility connection capacity and upgrade schedule; vessel energy use, charge acceptance and emergency reserve; charging time and berth utilization; simultaneous charging demand; tariff and peak-demand exposure; storage use, if any; reliability, resilience, maintenance and safety; interoperability with current and planned vessels; capital and lifecycle cost; funding readiness; and a practical expansion path.

Keep the evidence status attached to each project figure. San Diego’s 2022 plan is a plan with a historical estimated completion date, and the cited material does not confirm completion. Cleveland’s FY24 narrative is a proposal hosted in December 2025, not operating proof. Seattle’s demand and investment figures describe its wider port electrification outlook, not tug-specific engineering or cost. Treating these distinctions carefully helps a port use examples without mistaking them for a design standard or a guaranteed result.
