India’s revised GST rates for cars took effect on 22 September 2025. Qualifying small cars now attract 18% GST; the GST Council’s FAQ puts mid-size and large cars, and certain utility vehicles, at 40%. But that rate change does not tell you exactly how much a specific car’s on-road price should fall—or whether it will fall at all. The final quote also depends on the vehicle’s classification, its price, the buyer’s state or Union Territory, insurance and other quoted items.
To judge the effect, compare dated, itemised quotes for the same model and variant. Look first at the ex-showroom price and its tax treatment, then check each line that takes the quote from ex-showroom to on-road.

What changed, and when did the new rates start?
The revised car GST rates became effective on 22 September 2025, according to a Ministry of Road Transport & Highways release. The Ministry of Finance FAQ identifies Notification No. 9/2025-Central Tax (Rate), dated 17 September 2025, for the central GST rate changes, and Notification No. 2/2025-Compensation Cess (Rate), also dated 17 September 2025, for amendments to compensation cess.

The GST Council FAQ describes qualifying small cars at 18% GST. It describes mid-size and large cars at 40%, without compensation cess under the revised treatment. For some larger cars, the earlier structure was 28% GST plus a variable compensation cess. Because the old and new treatments differ, and because the applicable old cess depended on the vehicle, a buyer should not assume that every large car became cheaper.

The revised rate is a tax classification, not a guaranteed discount or a promise about a manufacturer’s or dealer’s price. Official rate announcements establish the applicable policy treatment; they do not establish how much a particular seller changed an actual transaction price.
Which car categories attract the revised rates?
The GST Council FAQ defines the categories using engine capacity, vehicle length and, for a specified utility-vehicle category, ground clearance. These thresholds matter: a vehicle’s marketing description alone is not enough to determine its tax class.
| Category in the official FAQ | Criteria stated | Revised GST treatment |
|---|---|---|
| Small petrol, LPG or CNG car | Engine capacity up to 1,200 cc and length up to 4,000 mm | 18% GST |
| Small diesel car | Engine capacity up to 1,500 cc and length up to 4,000 mm | 18% GST |
| Mid-size and large cars | The FAQ describes vehicles exceeding 1,500 cc or 4,000 mm | 40% GST |
| Specified utility vehicles | Engine capacity above 1,500 cc, length above 4,000 mm, and ground clearance of 170 mm or more | 40% GST, without cess |
For a small car, the engine and length limits both matter. A petrol car is not within the FAQ’s small-car definition merely because its engine is below 1,200 cc if it exceeds the stated length limit. The diesel engine threshold is different: up to 1,500 cc, rather than up to 1,200 cc, while the length condition remains up to 4,000 mm.

The FAQ’s wording for mid-size and large cars uses “exceeding” and connects the engine and length thresholds with “or.” Do not turn that language into a looser claim that every vehicle advertised as an SUV, or every car that seems large, automatically falls into one class. The specified utility-vehicle description lists three criteria, including ground clearance of at least 170 mm. If a vehicle sits near a threshold or its classification is unclear, ask the dealer to identify the GST category and the basis for it on the quote.

Will a GST rate change reduce the price you pay?
It may affect the vehicle’s ex-showroom price, but the rate alone cannot establish the exact change in a buyer’s final bill. A lower GST rate for a qualifying small car can reduce the tax applied under the new treatment, but the amount reflected in a real quote depends on the vehicle price and how the seller has priced it. The official rate information does not guarantee an identical percentage reduction in the ex-showroom price, or a matching reduction in the on-road total.
For mid-size and large cars, the revised 40% GST rate replaces a former structure of 28% GST plus compensation cess for some larger cars. The previous cess was variable, so there is no single old combined rate that applies to every vehicle in that broad description. Comparing “28% before” with “40% now” while ignoring cess would give an incomplete comparison. Conversely, assuming that the old GST-plus-cess total was always higher than 40% would also overstate what the official rate change establishes.
Three different outcomes are possible in a quote comparison: the ex-showroom figure may change, other quote lines may change while it does not, or the total may change by a different amount from the ex-showroom figure. A dealer discount, insurance premium change or optional add-on is not itself evidence of a GST benefit. Only the itemised quotes and their dates show what changed for that buyer.
Keep the distinction between a tax rate and a price reduction clear. The rate describes the tax treatment applied to a category; it does not state the rupee value of a saving for a particular variant. The government announcements also do not supply actual transaction prices for each manufacturer or dealer. To assess a claimed benefit, request the ex-showroom amount before and after the effective date and ask the seller to explain the difference in writing.

Why the on-road price differs from the ex-showroom price
The ex-showroom price is the useful starting point for assessing the vehicle price and its GST treatment. The on-road figure is the dealer’s total quote for completing the purchase and can include additional items. Depending on the location and the quote, these may include state or Union Territory motor-vehicle tax, registration and related charges, insurance, and dealer-supplied optional items.
There is no single nationwide road-tax or registration amount established by the official GST materials. These charges can depend on the state or UT, vehicle and buyer circumstances, and the rules in force for the quote date. Insurance also depends on the cover and policy being quoted. Accessories, an extended warranty or other dealer items may be optional; a buyer should ask which items are required and which can be removed. Check current local requirements with the relevant state transport authority before treating a line as compulsory or calculating a state-specific total.
For that reason, do not apply a national road-tax percentage or a fixed rupee allowance to estimate the on-road effect of a GST change. The GST reform is national policy, but the complete purchase quote is location- and transaction-specific. A defensible calculation needs the exact vehicle and variant, buyer’s state or UT, quote date and current local charges.
When a quote has only one bundled on-road total, ask for a breakdown. Separate the ex-showroom amount from the motor-vehicle tax, registration-related entries, insurance and dealer items. Then mark which lines are locally determined, which depend on the selected insurance cover, and which are optional. This does not create a universal calculation, but it makes clear where a difference between two totals came from.

How to compare pre-change and post-change car quotes
A fair comparison isolates the tax change rather than mixing it with a new variant, different cover or changed dealer offer. Ask for two dated, itemised quotations and keep the following details constant wherever possible.
- Match the vehicle. Use the same model, variant, fuel type and relevant specification. Confirm the GST category stated by the dealer, particularly if the vehicle is near an engine-capacity or length threshold.
- Check the dates. Record whether each quote was issued before or after 22 September 2025. A quote date helps establish which rate period is being discussed; it does not by itself prove how a seller passed a tax change through to the price.
- Compare ex-showroom figures separately. Ask for the ex-showroom amount and the tax treatment behind it on each dated quote. Do not treat the on-road total as a direct measure of the GST change when other line items may also have changed.
- Keep location and local charges aligned. Compare quotes for the same state or UT and buyer circumstances. Review the motor-vehicle tax, registration and related entries individually, then verify locally applicable requirements with the relevant authority.
- Match insurance cover. Compare the same cover and insurer where possible. If the policy or premium differs, show that difference separately instead of attributing it to GST.
- Separate optional items. Ask the dealer to identify accessories, extended warranty and other add-ons, and whether each is optional. Compare like with like, or remove optional items from both totals.
- Ask what changed. Request an explanation for every difference in the old and new quotes. Keep dealer discounts or other price changes distinct from the tax treatment unless the quote documents clearly connect them.
The result should be a line-by-line explanation, not just two totals. If a dealer cannot identify the vehicle’s classification or explain a changed quote item, ask for that information in writing before relying on a claimed saving.
For a useful comparison record, retain both versions of the quote and note the date, state or UT, exact variant, insurance cover and any selected add-ons. If the dealer revises a quote, ask for a fresh itemisation rather than relying on a verbal description of what changed. This helps distinguish the vehicle-price change from changes in insurance, local charges or a promotion.
What a buyer can and cannot conclude from the announced rates
The official materials establish the new category rates and the effective date. They do not publish a nationwide formula for converting those rates into a final on-road price, nor do they guarantee that a manufacturer or dealer changed a particular model’s selling price by a set amount. They also do not settle every state or UT tax and registration line.

So the useful question is not simply, “How much did GST fall?” It is: “For this exact model and variant, what changed in the dated ex-showroom price and tax treatment, and what changed in the other lines of my local quote?” That distinction lets a buyer assess a real offer without mistaking a tax-rate announcement for a promised discount.
Frequently Asked Questions
When did the revised car GST rates take effect in India?
The revised rates took effect on 22 September 2025, according to the Ministry of Road Transport & Highways. The Ministry of Finance FAQ identifies the relevant central tax-rate and compensation-cess notifications as dated 17 September 2025.
What GST rate applies to a small car?
The GST Council FAQ states 18% GST for a petrol, LPG or CNG car with engine capacity up to 1,200 cc and length up to 4,000 mm. For a diesel car, the engine limit is up to 1,500 cc, while the same 4,000 mm length limit applies. The stated engine and length conditions both matter.

Pick the symptom - the matching free tool is one click away.
Do all SUVs attract 40% GST?
Do not rely on the SUV label alone. The FAQ describes mid-size and large cars using engine capacity above 1,500 cc or length above 4,000 mm. Its specified utility-vehicle category lists engine capacity above 1,500 cc, length above 4,000 mm and ground clearance of at least 170 mm. Ask the dealer to identify the applicable classification and criteria for the exact vehicle.
Will my on-road price fall by the same percentage as GST?
Not necessarily. GST is one element of the quoted vehicle price, and the on-road total can also include local motor-vehicle tax, registration-related charges, insurance and optional dealer items. The official rate changes do not guarantee a matching percentage or rupee reduction in a specific quote. Compare dated, itemised quotes for the same model, variant and location.
How can I check whether a dealer’s quoted saving is due to GST?
Ask for a dated breakdown showing the ex-showroom price and tax treatment, then compare local charges, insurance cover, discounts and optional items separately. Keep the model and variant, state or UT, buyer circumstances and quote terms as consistent as possible. Request an explanation for each changed line and verify local requirements with the relevant state transport authority.
The Bottom Line
The revised GST rates took effect on 22 September 2025, but they do not guarantee a fixed on-road saving. Confirm the car’s category, compare dated ex-showroom prices, and check each local, insurance and optional line in an itemised quote before deciding what changed.
