How GPS Spoofing Can Quietly Send a Car to the Wrong Place

A USENIX Security study showed that GPS spoofing can steer navigation along plausible roads instead of producing an obvious map error. Here is what was tested, what drivers might notice and how sensor-fusion defenses work.

Yes—research shows that a vehicle’s navigation can be manipulated without displaying an obviously impossible route. In the USENIX Security 2018 study most closely matching this topic, researchers shifted the location reported to a navigation receiver just enough for the false route to follow real roads, make physically possible turns and lead a driver toward a different destination. The result is a navigation error that can look ordinary rather than broken.

What the researchers actually demonstrated

The likely source for this topic is the paper All Your GPS Are Belong To Us: Towards Stealthy Manipulation of Road Navigation Systems, presented at USENIX Security 2018. Its central idea was to avoid a dramatic jump across a map. The authors wrote: “Our key idea is to slightly shift the GPS location so that the fake navigation route matches the shape of the actual roads and trigger physically possible instructions.”

In practice, a GPS spoofer supplies counterfeit positioning information to the receiver. Instead of reporting the vehicle’s true position, the receiver is induced to report a nearby but false position. Navigation software then recalculates from that false input. If the altered positions are chosen to track the road network, the spoken and displayed instructions can remain plausible.

Why a plausible route is more dangerous than an obvious error

A navigation system that suddenly places a car in a river or orders an impossible U-turn is easy to distrust. The attack studied by the researchers aimed for the opposite: gradual, road-shaped changes that could produce normal-looking turns while steering toward a wrong destination. The driver is not necessarily shown a visibly absurd map; the manipulation occurs upstream in the position data on which routing depends.

Can someone spoof a car’s GPS?

Controlled research says that spoofing a vehicle’s GPS receiver is feasible under the conditions tested. The USENIX team used a portable GPS spoofer and real cars, then examined the attack through several complementary evaluations:

  • Controlled measurements: tests with a portable spoofer and vehicles to examine whether the receiver and navigation system could be influenced.
  • Trace-driven simulation: 600 taxi traces from Manhattan and Boston were used to study how manipulated positions could produce road-following routes.
  • Real-world drive: the researchers drove their own car while evaluating the attack.
  • Simulator studies: participants in the United States and China were asked to navigate while exposed to the manipulated guidance.

These experiments establish a research demonstration, not a measurement of how often attacks occur in everyday driving. They also do not mean that every vehicle, receiver or navigation application is equally vulnerable.

Can GPS spoofing send a driver to the wrong place?

That was the attack’s purpose. The false location can make the routing engine select instructions that move the vehicle toward an attacker-chosen wrong destination while staying within the geometry of real roads.

In the USENIX simulator studies, 95% of participants followed navigation to the wrong destination without recognizing the attack. That figure belongs to those controlled simulator experiments; it is not a prevalence estimate for all drivers and should not be read as proof that 95% of motorists would be fooled on public roads.

What the driver might notice

There is no established, reliable consumer self-test that can confirm spoofing while driving. A driver might notice an unexpected detour, a route that repeatedly drifts away from the intended trip, disagreement with a second navigation source, or a position that conflicts with visible landmarks. None of those observations proves spoofing: traffic, map errors, poor satellite reception and ordinary software faults can produce similar symptoms.

Spoofing is not the same as jamming

Threat What the receiver gets Typical navigation effect
GPS spoofing Counterfeit signals or a counterfeit position The system may calculate a coherent but wrong route
GPS jamming Interference that blocks or disrupts legitimate signals Positioning may disappear, freeze or become unavailable

This article concerns spoofing: manipulating the position used for navigation. Jamming is a different problem because it primarily denies the signal rather than replacing it with a convincing alternative.

How researchers are detecting spoofing in vehicles

The main defensive idea is to compare GPS with an independently estimated location. If the two estimates diverge beyond an expected level, the vehicle can flag the GPS data rather than trusting it automatically.

Vehicle-local sensor comparison

The CARAMEL connected-vehicle architecture describes a fallback location check that models movement using vehicle sensors and compares that estimate with GPS. Depending on the vehicle, independent inputs can include inertial measurements, wheel or odometry data and other signals available on the vehicle network.

In one reported simulation setup, CARAMEL detected 97% of maliciously modified GPS measurements, with detection reaching up to 98% in selected configurations. Those are system-specific simulation results, not a blanket performance claim for current consumer cars. The design also uses a threshold and a sliding window: a tighter or shorter decision rule can react sooner but may raise false alarms, while a more tolerant rule can reduce nuisance alerts at the cost of slower detection.

Collaborative and infrastructure-assisted checks

CARAMEL also discusses collaborative detection involving infrastructure and connected vehicles. A vehicle’s report can be compared with information from other participants or trusted roadside systems. This can help identify a local outlier, but it requires communications, authenticated data and a way to handle compromised or unavailable participants. The architecture further discusses certificate revocation when connected-vehicle credentials must be withdrawn.

Newer sensor-fusion research

A 2025/2026 paper in Scientific Reports proposes a decomposition-based Kalman filter with three operating modes: GPS combined with dead reckoning; dead reckoning combined with received-signal-strength information; and dead reckoning alone. The paper reports simulation and field experiments, but the available summary does not provide enough detail to quote a quantitative field-performance figure.

Machine-learning claims need their test conditions

An IEEE Access simulator study reported machine-learning accuracy from 96% in its worst case to 99% in its best case. Its deep-learning results ranged from 82% to 99%. These are scenario-specific simulation accuracies, not field detection rates for production vehicles. A model that performs well in a defined dataset can still face false positives, unfamiliar roads, sensor faults or an attacker who adapts to its assumptions.

What would make a defensive system trustworthy?

When comparing a vehicle’s anti-spoofing design, ask five practical questions:

  • Independent inputs: Does it use inertial or wheel sensors, received-signal-strength information, infrastructure data, or a combination?
  • Decision location: Is detection performed inside the vehicle, collaboratively with other vehicles, or through roadside infrastructure?
  • Reaction time: How quickly does it flag a discrepancy, and how is that balanced against false alarms?
  • Uncertainty handling: Can it distinguish spoofing from normal GPS multipath, sensor drift, map inaccuracies and temporary signal loss?
  • Evidence level: Were results obtained only in simulation, or also in controlled and field tests—and are the reported figures detailed enough to reproduce?

These criteria matter because no single sensor is perfect. Dead reckoning accumulates error, inertial sensors drift, received-signal-strength measurements vary with the environment, and collaborative systems depend on trustworthy communications.

What drivers and fleet operators can do now

For individual drivers

  • Do not treat a single navigation display as an unquestionable source of truth on an unfamiliar or safety-critical trip.
  • If directions conflict with clear road signs or the physical road, follow the road and stop safely before investigating.
  • Use a second, independent source only as a cross-check; agreement does not prove that both systems are independent or uncompromised.
  • Report persistent, geographically specific anomalies to the navigation provider or vehicle manufacturer, including time, location and observed behavior.

For fleets and manufacturers

  • Fuse GPS with vehicle motion sensors and monitor the residual difference rather than accepting raw GPS fixes uncritically.
  • Define alert thresholds and sliding windows that account for expected sensor and map error.
  • Log enough data to distinguish spoofing, jamming, ordinary reception problems and hardware faults.
  • Use authenticated vehicle-to-infrastructure communications where a collaborative design depends on them, with procedures for certificate revocation.
  • Validate defenses in both simulation and representative field conditions before presenting an accuracy percentage as a safety capability.

What this research does—and does not—prove

The studies show that stealthy road-navigation manipulation is technically plausible and that a driver can follow a wrong route without an obvious visual warning. They do not establish how common attacks are, identify a universal attack range, or prove that every current car can be redirected in the same way. They also do not establish a validated consumer retrofit that makes an ordinary vehicle immune.

For safety decisions, the most defensible conclusion is limited but important: GPS should be treated as one sensor in a vehicle-localization system, not as an infallible authority. Independent motion estimates, authenticated collaborative data and carefully tested anomaly detection can reduce the risk, but the published figures above remain tied to particular architectures and test conditions.
