Chinese makers’ cost advantage is not just a battery-price story: it also reflects parts access, manufacturing efficiency, automation, scale and experience. European brands can build on premium-market strengths and global reach, but policy support and trade measures are complements—not substitutes—for competitive products and efficient operations.
Why are Chinese electric cars cheaper?
The difference begins before a car reaches a showroom. In its 2025 analysis, the International Energy Agency (IEA) estimates that direct production costs for battery-electric cars in China are more than 30% below those in advanced economies. The comparison models 2024 small SUVs using specified powertrain and battery assumptions; it is not a measure of every vehicle, a retail-price comparison or a calculation of lifetime ownership costs. The IEA also estimates average battery-cell prices in China to be more than 30% below those in Europe. IEA: Pathways to global EV cost-competitiveness

Batteries matter, but they are only one part of the manufacturing equation. The IEA reports a similar production-cost gap for conventional cars, pointing to broader differences in component access, factory productivity, scale and automation. Chinese battery makers also benefit from accumulated manufacturing experience, access to critical minerals and supply chains, and the use of lithium iron phosphate (LFP) chemistry in some applications. LFP can help reduce costs where its characteristics meet a vehicle’s requirements; it is not automatically the right choice for every model. IEA: What Next for the Global Car Industry—Executive summary
Europe’s domestic supply position is uneven across powertrains. More than 90% of the engines and parts used in EU internal-combustion cars are made domestically, compared with just over 40% of the batteries and parts for battery-electric cars, according to the IEA. Its modeled estimate puts the cost of an equivalent battery cell made fully in Europe 70% above one made in China under the assumptions used. That is a modeled comparison, not a universal supplier quote or a forecast for every European factory. IEA: What Next for the Global Car Industry—Executive summary

These figures clarify the competitive problem: European firms need to close a cost and capability gap across the vehicle system, not simply find a cheaper cell. Importing lower-cost components may help individual models in the short term, but it does not by itself build local production experience or reduce exposure to supply interruptions and geopolitical shifts.
What should European carmakers do first?
There is no single intervention that guarantees success, and the available evidence does not quantify the return on each individual tactic. Companies should prioritize actions by the cost gap they can address, the speed of implementation and the strategic value of the capabilities they build. An operating plan can proceed in parallel across purchasing, engineering, factories and product strategy.
1. Design battery cost and supply security together
Automakers should secure reliable access to cells, components and critical materials while reducing the cost of turning those inputs into finished packs. Long-term supply agreements, partnerships and investment can improve predictability, but volume commitments should match credible model demand. A contract that locks in the wrong chemistry, specification or capacity can turn security into an expensive constraint.

Engineering teams should evaluate chemistries such as LFP against each vehicle’s range, performance, packaging and cost requirements rather than treating one chemistry as a universal answer. They can also work with cell and pack suppliers to standardize interfaces, simplify pack designs where practical and reduce material waste. The IEA identifies material access, chemistry, efficiency and automation as contributors to battery cost differences; it also notes that factory efficiency can improve as production ramps and workers gain experience. 2. Improve yield and utilization in existing plants
A factory’s nameplate capacity does not guarantee low-cost output. Poor yield, rework, downtime and low utilization spread fixed costs across fewer saleable vehicles. Automakers should track those constraints at plant and line level, then invest in automation or process changes where the business case is specific: for example, a recurring bottleneck, high defect rate or task that can be made more consistent. More automation is not an end in itself; an automated line that is difficult to maintain or frequently idle can underperform a simpler, well-utilized one.
The IEA’s analysis indicates that efficiency gains and automation can narrow manufacturing gaps as plants build scale and experience. That makes operational learning important: a new battery or vehicle factory needs stable production, trained teams and time to improve, not only announced capacity. IEA: Pathways to global EV cost-competitiveness
3. Shorten development cycles without sacrificing reliability
Faster engineering cycles can help firms respond to changing battery costs, customer expectations and competitors’ features. European groups can reduce duplicated work by sharing platforms, components and software foundations across models where this makes sense. Standardization can lower complexity, but excessive sameness can weaken a model’s appeal or leave a platform poorly suited to a vehicle segment. The goal is to reuse costly engineering work while preserving meaningful differences in range, packaging, design and customer experience.
Affordability needs to be designed in from the start. A cost-down programme applied late in development may remove features without changing the expensive architecture beneath them. Teams should define target customers and required capabilities early, then review cost, manufacturability and software requirements together at design gates. This is a strategic response to the cost evidence; the IEA does not quantify the savings or time-to-market gains attributable to any one platform or process choice.

How can European automakers catch up on batteries and software?
Battery competitiveness requires manufacturing know-how as well as access to supply. Software competitiveness requires products that customers find useful and dependable, not simply a larger feature list. The two capabilities are linked to the broader vehicle transition: electronics, connectivity and software increasingly affect how an EV is updated, supported and differentiated over time.
Build battery capability where it improves resilience and economics
European cell production will not automatically match the cost of established producers. Local capacity can strengthen supply security, create production experience and reduce dependence on long supply chains, but it has to reach good yields and sufficient utilization to compete on cost. Companies should make sourcing decisions at component level: identify which inputs are available competitively in Europe, which require diversified international suppliers, and where a partnership or investment can close a critical capability gap.
The European Commission announced a €1.8 billion battery booster on 16 December 2025 to support a fully EU-made battery value chain. That announcement is a policy commitment, not proof that every segment of the chain is already competitive or that a particular automaker will receive funding. Firms should assess eligibility and programme details as they are implemented rather than treating the headline amount as a guaranteed subsidy. Software-defined vehicles (SDVs) can support new functions and connected services, but investments should be tied to customer value, safety, cybersecurity and a maintainable vehicle architecture. Automakers need clear responsibility for software across vehicle programmes, dependable update processes and integration between vehicle systems. They should also decide which capabilities are strategically differentiating and which can be developed with suppliers or partners. Building every layer internally can consume resources; outsourcing too much can weaken control over the customer experience and future product changes.

Which competitive strategy fits which objective?
The following comparison is a strategic framework, not a ranking backed by measured returns. The IEA identifies cost drivers and the Commission sets out policy initiatives, but the reviewed evidence does not isolate the market-share or profit effect of each corporate action. Capital needs and timing depend on the company’s starting point, suppliers, factories and product portfolio.
| Strategic move | Main contribution | Likely trade-off | Best fit |
|---|---|---|---|
| Battery sourcing, chemistry and production capability | Addresses cell and component costs while improving supply resilience. | Requires supplier commitments or investment; local production must achieve scale, yield and utilization to be cost-effective. | Automakers with high battery exposure, concentrated supply or a credible path to sustained cell demand. |
| Factory productivity and automation | Targets waste, rework, downtime and unit costs across vehicle and battery production. | Requires process expertise and capital; automation can disappoint if output is unstable or the line is underused. | Plants with identifiable bottlenecks, persistent quality losses or room to raise utilization. |
| Shared platforms and faster development | Reduces duplicated engineering and can bring affordable models to market sooner. | Standardization can limit differentiation if product needs are forced onto a poorly suited common design. | Groups with overlapping model architectures or long development cycles. |
| Software and connected-vehicle partnerships | Builds digital features and connected capabilities while sharing development effort. | Requires coordination, long-term technical ownership and clear customer value; partnership alone does not create differentiation. | Automakers that need to accelerate specific software capabilities without duplicating all external expertise. |
| EU policy engagement and trade measures | Can support investment, skills, infrastructure and a more predictable competitive environment. | Policy and legal terms can change; protection does not correct high costs or weak products. | Companies able to use eligible programmes while continuing operational improvements. |
| Premium and international-market focus | Uses established brand and market strengths to compete beyond the lowest-price segment. | Does not solve the need for competitive affordable EVs or guarantee demand in another market. | Incumbents with premium portfolios and products suited to growth markets. |
Where can European brands use their existing strengths?
European automakers do not have to win every segment by copying the lowest-cost vehicle. The IEA points to incumbents’ premium-market strengths and opportunities in emerging economies where growth is concentrated. Premium models can support differentiation through design, performance, quality and brand positioning, while international markets can diversify demand. These are strategic options, not guarantees: they still require competitive EVs, suitable local products and a viable cost base. IEA: Pathways to global EV cost-competitiveness
Do these 3 things before closing this tab:
1Clear out junk files and repair common Windows errors2Fix the driver behind crashes, sound loss and screen glitches3Repair Windows errors before they cause bigger problemsAt the same time, a premium focus cannot excuse a weak offer in more affordable segments. Chinese makers compete across a range of price points, and customers who cannot find a compelling European EV at their budget may consider imported alternatives. Product planning should therefore protect distinctive high-value models while testing whether simpler, lower-cost vehicles can serve customers who do not need every premium feature.

What does EU policy change—and what does it not?
Policy can alter investment economics, infrastructure availability and import conditions, but company-level execution remains decisive. The European Commission’s package announced in December 2025 included proposals concerning CO₂ standards, a small affordable-car category, regulatory simplification and the battery booster. Its wider automotive action-plan page also describes charging infrastructure, battery repair options, supply-chain support, skills and connected/autonomous vehicle work. These are not all the same kind of measure: proposals and announced initiatives should not be described as adopted law unless their status has subsequently been confirmed. European Commission: December 2025 automotive package European Commission: Boosting the European car sector
The IEA’s Global EV Outlook 2026 offers a useful but conditional view of industrial capacity. In its stated-policies scenario, EU EV manufacturing capacity could reach 15 million vehicles by 2030, compared with domestic demand of 7 million. The same scenario projects China’s share of EU imports could rise above two-thirds by 2035. These are model outputs based on policies and project pipelines, not guaranteed production, sales or import outcomes. They illustrate why building capacity alone is insufficient: European plants must produce vehicles customers want at costs that let them compete, and imports can remain important even when local capacity exceeds modeled demand. IEA: Manufacturing and trade—Global EV Outlook 2026
Tariffs can affect the market, but they are not a cost strategy
The European Commission says definitive countervailing duties on China-origin battery-electric vehicle imports were imposed on 29 October 2024, with rates ranging from 7.8% to 35.3%. The applicable rate depends on the measure and company; the range should not be read as a single duty applied uniformly to every vehicle. In January 2026, the Commission issued guidance on possible price undertakings, including minimum prices, sales channels, cross-compensation and EU investment commitments. Offers are subject to legal criteria and individual assessment; the guidance does not establish that every offer will be accepted or that duties have been replaced across the board. Duties may change the landed-price calculation and affect competitive conditions, but they do not make an inefficient factory productive, repair a slow development process or create a desirable vehicle. A durable strategy treats trade policy as a changing external condition: monitor the rules, model multiple scenarios and keep investing in costs, product quality and supply options.
How should automakers turn the strategy into an operating plan?
Executives can organize the work as a sequence of decisions rather than a collection of disconnected announcements. The sequence below is an operating framework, not a forecast that any action will deliver a particular return.
- Establish a comparable cost baseline. Measure vehicle and battery costs by model, plant and major component, separating material prices from yield, labor, utilization and rework. Compare like-for-like specifications; do not treat an industry-wide modeled estimate as an individual company’s actual cost gap.
- Identify the largest controllable constraints. Determine whether the main problem is cell pricing, supply concentration, factory yield, low volume, excess engineering variants or a slow product cycle. Prioritize the constraints supported by company data rather than applying the same remedy to every plant.
- Choose products and technologies around customer requirements. Set clear price and capability targets for each segment. Evaluate battery chemistries, range and features against those requirements, and remove complexity customers do not value without stripping away the vehicle’s reason to buy.
- Build supplier and production plans together. Match contracts, local investment, plant ramp-up and workforce training to realistic demand. Track quality and yield during the ramp, and avoid counting announced capacity as competitive output before it can produce consistently.
- Assign software ownership and partner deliberately. Give teams responsibility for the vehicle’s software architecture and update experience. Partner where outside capabilities can accelerate delivery, while retaining the expertise needed to integrate, maintain and differentiate the product.
- Review policy and trade scenarios regularly. Separate measures already in force from proposals, funding announcements and pending assessments. Test the business case under different duty and supply assumptions so that a policy change does not become the only reason a product remains viable.
Useful management indicators include battery cost per vehicle, supplier concentration, first-pass yield, rework, plant utilization, development time and the proportion of planned features delivered reliably. These indicators help locate operational problems; they are not substitutes for customer feedback, profitability analysis or a model-by-model assessment of competitive pricing.
What success should look like
Competing effectively does not require European firms to reproduce China’s industrial structure or to win exclusively on sticker price. It requires a credible path to narrowing avoidable costs, reliable battery supply, more productive factories, shorter product cycles and software customers value. Premium positioning and global reach can add advantages, while EU support and trade rules can influence the environment in which companies invest. The core test remains whether each automaker can build the right EV, at a competitive cost and quality, at the scale its customers will buy.
