For a car built in volume, the usual route to sale in the Netherlands and elsewhere in the EU is European Whole Vehicle Type Approval (WVTA). An approval authority assesses a defined vehicle type against the technical rules that apply to it and checks that the manufacturer can keep production vehicles in conformity. The resulting approval is recognized across EU Member States. Registering a particular car in the Netherlands is a separate process, and a car without applicable European or Dutch approval may need an individual assessment.
What type approval does—and what it does not do
Type approval is a regulatory decision that a vehicle type, or a defined configuration within a type, meets the requirements applicable to it. It is not simply a pass certificate for one prototype. The decision also depends on whether the manufacturer has a production system capable of making later vehicles conform to the approved design.

For cars produced in larger quantities, the normal route is EU Whole Vehicle Type Approval under Regulation (EU) 2018/858. RDW identifies this regulation as the EU framework for approval and market surveillance of motor vehicles and trailers. UNECE rules and Dutch national rules also apply in their respective areas, so the exact requirements depend on the vehicle and the market where it will be sold. RDW’s overview of legislation sets out the broader regulatory context.
A WVTA allows the approved type to be placed on the EU market and is recognized by all EU Member States. It does not, by itself, register every individual car or settle every administrative requirement for a specific buyer. The distinction matters: type approval establishes that a type may qualify for market access; registration records a particular vehicle in a national system.

How a normal EU whole-vehicle approval is obtained
1. The manufacturer determines the applicable route and requirements
The manufacturer first needs to identify the vehicle category, the route that fits its production and intended market, and the technical requirements that apply. Those requirements are not identical for every product or market. RDW’s account of the rules refers to the EU framework as well as UNECE and national legislation; an individual manufacturer’s obligations therefore cannot be inferred from the name “type approval” alone.
2. The vehicle is assessed against technical requirements
The assessment covers the vehicle and the systems and components relevant to the applicable rules. RDW describes European approval as involving more than 50 control points. Component-level certificates can contribute to the whole-vehicle decision, but they are not a substitute for approval of the vehicle type as a whole.
Testing supports the authority’s decision. RDW explains that a Technical Service carries out tests and submits reports; the approval authority then assesses whether the vehicle, system or component meets the applicable legal and technical requirements. If the authority is satisfied, it issues the official certificate. This division of work is useful to understand: a test report is evidence for the decision, while the authority’s certificate is the approval outcome.

The authority must also consider how the manufacturer will ensure that vehicles coming off the production line continue to match the approved type. The assessment therefore reaches beyond the example submitted for testing. A successful prototype test does not establish that later cars will be identical in every legally relevant respect; the production system is part of the approval picture.

4. Oversight continues after approval
Approval is not the end of the manufacturer’s responsibility. RDW describes ongoing oversight that includes checks on conformity of production, in-use emissions testing and review of potential recalls. The manufacturer remains responsible for product safety after approval. For buyers, this means the approval process is designed to address both the type presented for assessment and the continued conformity of vehicles made under that approval.
Which approval route may fit?
The right route depends on more than whether a vehicle is called a car. Production scale, whether the case concerns a series or an individual vehicle, the vehicle’s registration history, its ability to meet EU requirements and the intended geographic market all affect the choice. RDW lists several routes with different legal effects. The summary below describes their broad scope, not a complete eligibility test.

Small-series approval is a distinct route, not simply a WVTA with a different name. The RDW overview identifies both European and national small-series routes but does not establish numerical production limits or detailed eligibility conditions. Those details should be checked with the approval authority for the particular case rather than assumed from the phrase “small series.”
The most important distinction for cross-border plans is between European and national approval. A national approval should not be treated as automatic permission to sell or register the vehicle throughout the EU. RDW says a national small-series approval is valid for registration in the Netherlands, while another state decides whether it will accept it. The same general caution applies to national individual approval: other states may recognize it, but need not do so.

How Dutch registration relates to type approval
Registration is a separate step from approval. For new and unused vehicles using RDW’s no-inspection registration route, the listed conditions include a valid European or Dutch national type approval and a Certificate of Conformity (CoC, or CvO in Dutch). A business using that route must also hold the specified RDW recognition. The approval relates to the type; registration concerns the vehicle being entered into the Dutch system.
This route is specifically described for new and unused vehicles. It should not be assumed to apply to every used car, every import or every unusual vehicle. The applicable procedure depends on the vehicle’s status and documents. Businesses can consult RDW’s page on registering new and unused vehicles for the stated route and conditions.
What the Certificate of Conformity proves
The manufacturer supplies the CoC; RDW does not issue it as the vehicle’s manufacturer. RDW says the document records the vehicle identification number, the type-approval number and technical characteristics such as CO2 emissions. It connects a particular vehicle to the approved type and its recorded characteristics, which is why it is relevant to the specified registration process.

RDW says that when a car already has a European registration, its foreign registration certificate is evidence of approval, so a CoC is not required for registration in the Netherlands on that basis. This is a different documentary situation from registering a new and unused vehicle through the no-inspection route.

For a CoC relating to an individual car, contact the manufacturer or its relevant representative. The document is vehicle-specific; it is not a general approval that an importer can use to certify an entire production run. RDW’s CoC information page explains the document and how it may be requested. RDW also states that manufacturers or EU representatives must digitally submit an eCoC starting 29 November 2026; because this is a future implementation date, confirm the current instructions with RDW close to the date.

A car arriving from outside the EU does not automatically have an approval that can be used for Dutch registration. If it has no European or national type approval, RDW says it inspects each vehicle individually—even when several cars of the same type are imported. That is an individual approval path, not a way to type-approve a batch of production vehicles by presenting one example.
The vehicle’s status and evidence matter. A car that already has European approval, a car with a European registration, and a car with no applicable approval do not necessarily follow the same administrative path. Before import, establish which category applies and what evidence is available rather than assuming that a registration or approval from outside the EU will be accepted as EU type approval.
RDW’s English-language page, Approval for import outside Europe, describes the individual-approval route. Its overview does not establish universal technical conditions or a single cost for every imported car: those depend on the particular vehicle and case. Do not infer an outcome or a fee from the broad route description alone.

A practical decision path for manufacturers, importers and buyers
- Establish whether the question is about a series or one vehicle. A manufacturer planning regular production will generally examine a type-approval route; an importer or owner dealing with one car may need to establish whether an individual route applies.
- Check what approval already exists. Find out whether the vehicle has a European whole-vehicle approval, a national approval, or no applicable European or Dutch approval. Do not equate a non-EU approval with EU-wide recognition.
- Identify the vehicle’s status and intended market. New and unused vehicles, previously registered cars and individually imported vehicles can involve different procedures. Also distinguish Dutch registration from plans to sell or register in other EU states.
- For a new, unused vehicle on the no-inspection route, verify the paperwork and business status. RDW lists valid European or Dutch national type approval and a CoC among the conditions, and requires the registering business to hold the specified recognition. Confirm the applicable conditions on RDW’s registration page.
- If there is no applicable approval, ask RDW which individual route and evidence apply. The technical requirements and costs depend on the vehicle; a general explainer cannot determine whether a particular imported car will pass.
This sequence prevents a common category error: treating the approval of a type, the certificate for a specific vehicle, and the act of registering that vehicle as interchangeable documents or decisions.
What the available route summaries do not establish
RDW’s overview is useful for distinguishing approval routes, but it does not provide a complete case-specific eligibility test. It does not establish production-volume thresholds for small-series approval, detailed Article 44 or Article 45 conditions for every vehicle category, technical limits for a given car, or a universal fee and turnaround time. RDW notes that its certification information includes changing fees and indicative lead times; check the current authority information for an application rather than relying on an old figure.
For a real application, the decision turns on the vehicle’s category, configuration, technical evidence, production or individual status, and intended market. An approval authority or Technical Service can address those facts within the applicable rules. The broad principles here explain how the routes differ, but cannot replace that vehicle-specific assessment.
