Electric vehicles create exterior sound with an electronic sound-generation system connected to outward-facing speakers. The required low-speed pedestrian alert is called an Acoustic Vehicle Alerting System (AVAS) in many regulations; it is designed to make a quiet vehicle easier to detect, not necessarily to imitate a combustion engine. The exact sound, operating range and rules depend on the vehicle and jurisdiction.
What is an EV’s artificial engine sound?
“Artificial engine sound” is a useful informal description, but it is not the technical name for every sound an electric vehicle makes outside. The main regulated function is a pedestrian alert: AVAS in European rules and a pedestrian alert sound in U.S. materials. It helps pedestrians and other road users notice a vehicle moving at low speed, when electric propulsion may be quiet.

The sound does not have to be a recording of an engine. Regulations specify audible behavior and safety performance, not one universal synthetic-engine track. Manufacturers shape the sound to meet the applicable requirements and communicate that a vehicle is operating. Depending on the design, it may sound engine-like or use a different character.

That distinction matters: an AVAS is not simply a sound effect added for entertainment or brand identity. Its function is to provide an audible cue about a vehicle in operation. European provisions describe a continuous sound that informs pedestrians and other road users; they allow its level or characteristics to vary with vehicle speed. The alert therefore need not reproduce the sound of a particular engine to communicate useful information.

Other exterior effects should be treated separately. AVAS is the safety alert; other tones or effects are not automatically part of that required function. The available regulatory and engineering sources do not establish a complete inventory of optional effects across EVs, so the details must be checked for a particular model. Do not assume that a sound heard on one vehicle is a feature shared by all electric cars, or that every exterior sound is the pedestrian alert.
How does an EV generate and play the sound?
The basic chain is straightforward: vehicle sensors and control systems provide information about operating state and movement; an electronic system uses that information to generate or shape an audio signal; an amplifier and one or more exterior speakers emit the sound.
- Vehicle state is read. The system can take account of whether the vehicle is on, moving forward or reversing, and how fast it is traveling.
- The sound is controlled. Software uses operating and motion information to select or adjust a sound model. Engineering descriptions discuss real-time interaction with vehicle CAN bus data, but that is an example of an approach, not proof that every manufacturer uses the same architecture.
- Speakers project it outside. Speaker position, vehicle geometry, acoustics and control design affect how the sound reaches people nearby. The system is engineered as part of the vehicle, rather than as a universal accessory.
In other words, the sound is not necessarily a fixed recording that plays identically whenever the car is turned on. Vehicle data can inform how the model behaves, while the audio hardware and its placement determine how that signal is projected. The engineering concerns include the relationship between sound design, vehicle data, speaker location and the acoustics of the vehicle. Those are design considerations described for AVAS engineering generally, not a single required hardware layout.

When does the pedestrian alert operate?
Operating conditions differ by jurisdiction and vehicle approval. The headline speed figures below come from the cited rule summaries and should not be treated as a complete statement of every current technical or transitional requirement.

The numbers are similar in purpose but not identical: the U.S. 2016 announcement described a range up to 30 km/h, while the cited EU provisions refer to approximately 20 km/h and reversing. They come from different regulatory texts, and the comparison is a high-level summary rather than a universal specification for every vehicle on the road. Vehicle category, market and approval date matter, particularly for the EU provisions, which distinguish between approval periods.
For the U.S. scope, the Department of Transportation’s final-rule summary says FMVSS 141 covers hybrid vehicles capable of propulsion in a forward or reverse gear without the combustion engine operating, as well as the specified electric and low-speed vehicle categories. The European provision describes AVAS as a continuous sound that provides information to pedestrians and other road users about a vehicle in operation. It also limits the sound to approximately the level of a comparable combustion vehicle under the same conditions. The later provisions permit manufacturers to offer drivers a choice among compliant sounds. These provisions should not be flattened into a claim that every EU vehicle has identical settings: the regulation distinguishes vehicle approval periods. UNECE’s 2016 announcement on UN Regulation 138 provides international background for the regulatory rationale: quiet road transport vehicles need an alert at low speed. Why are these sounds required?
At low speed, an electric vehicle may produce less propulsion noise than a comparable vehicle with a combustion engine. A pedestrian alert supplies an audible cue where that quietness could make the vehicle harder to notice. This is especially relevant to people who rely on sound to help detect nearby traffic, including pedestrians who are blind or have low vision. As NHTSA Administrator Dr. Mark Rosekind put it in the 2016 announcement, “This is a common-sense tool to help pedestrians—especially folks who are blind or have low vision—make their way safely.”

When the U.S. rule was announced on November 14, 2016, U.S. DOT reported NHTSA’s estimate that the standard could prevent about 2,400 pedestrian injuries per year once all hybrids in the fleet were properly equipped. That was a projected annual benefit, not a measured post-implementation result. The same announcement gave the original implementation schedule: half of new vehicles were due to comply a year before the final deadline of September 1, 2019. Can drivers choose or change an EV’s exterior sound?
Some choices may be built into a vehicle, but they are bounded by the applicable rules. The EU provisions cited above allow manufacturers to offer drivers a choice among compliant sounds. That does not mean a driver may freely silence or alter the required pedestrian alert.
NHTSA explains that FMVSS 141 is performance based and that covered vehicles must preserve the sound-emitting capability needed for detectability. Its interpretation discusses mechanisms intended to disable, alter, replace or modify the alert, while recognizing specified repair or defect exceptions. The agency’s conclusion about a proposed horn feature depended on the particular feature described in the request; it should not be read as a blanket ruling on every selectable sound or control. This is why a factory-provided choice among compliant sounds is different from a control or modification that defeats the required alert. Whether a particular control is permitted depends on the applicable rule and the precise feature. The cited NHTSA interpretation is a specific agency response, not a general approval of every aftermarket change or user-selected sound.
Because the alert is integrated with vehicle controls, speakers and compliance requirements, a generic speaker or sound module is not a universal replacement. Compatibility and legality depend on the vehicle and the applicable standard; the sources cited here do not establish a general consumer retrofit solution. The same caution applies to buying a sound module for a different vehicle: the available evidence does not show a universal fit or a consumer task that such a product can reliably satisfy.

There is no single sound or synthesis method shared by every EV. A useful comparison considers the operating conditions and the way the system communicates, rather than judging a sound by whether it resembles an engine.
- Regulatory context: country or approval regime, vehicle category, approval date and required operating conditions.
- Coverage and behavior: whether it operates while moving forward, reversing or both; the speed range; automatic activation; and whether sound changes with motion.
- Acoustic design: sound level, frequency behavior and detectability. The cited sources establish these as design and regulatory concerns but do not provide a complete set of current numerical thresholds for both jurisdictions.
- System engineering: how the sound is generated, how vehicle data controls it, and how speaker location and vehicle acoustics shape the result.
- Sound choices and integrity: whether compliant alternatives are offered and whether controls preserve the required alert.
These comparison points help explain why two systems may sound different without implying that one is necessarily safer. A fair comparison would need to account for the jurisdiction and vehicle category, the conditions in which the alert operates, its acoustic performance and how the system is engineered. What to check for a particular vehicle
If you want to know what an individual EV does, consult its owner’s manual and vehicle-specific documentation for the pedestrian alert, operating conditions and any permitted sound choices. Do not assume that an optional exterior effect is the regulated alert, or that a behavior described for one market applies to a vehicle approved in another.
For a compliance or repair question, identify the jurisdiction, vehicle category and approval date first.
