A diesel fuel surcharge is a separate charge a carrier or other transportation provider may add to a shipment’s price under its tariff, customer agreement, or rate confirmation. The freight customer commonly pays it when those terms require it, but there is no universal formula or rule naming the payer: the documents governing each part of the transaction determine how the charge is calculated and who is responsible.
What a diesel fuel surcharge is
A diesel fuel surcharge is a fuel-related charge added to transportation pricing. A carrier may list it separately from the base freight or linehaul rate so that a specified change in fuel prices can affect the amount billed. The charge is not necessarily a direct reimbursement of the carrier’s actual fuel bill, nor does it establish what the carrier’s fuel costs or margins are. It is a pricing mechanism defined by the applicable commercial terms.

For a shipper reviewing a quote or invoice, the important distinction is between the fuel-price data and the rule that turns that data into a charge. The U.S. Energy Information Administration (EIA) publishes retail on-highway diesel price data. It does not set a universal surcharge, prescribe a required formula, or decide which party must pay. The EIA states: “We do not calculate, assess, or regulate diesel fuel surcharges, and we cannot tell transportation companies and freight carriers how to calculate a fuel surcharge.” Its price series may be an input to a carrier’s method, but the carrier’s tariff or customer agreement supplies the calculation terms.

There is no single industry-wide calculation. A schedule might convert a diesel-price index into a percentage of linehaul charges, a cents-per-mile amount, or another adjustment. To determine a shipment’s charge, identify the specific schedule the parties agreed to and follow its inputs and timing rather than substituting a formula found elsewhere.

Percentage of linehaul
In a percentage method, the schedule states a percentage for a defined period, and applies it to specified transportation charges. The percentage alone is not enough to calculate the invoice: the terms must also say which charges it applies to and which date or pricing period controls. For example, FedEx Freight describes a U.S. schedule adjusted weekly using the published national U.S. on-highway diesel average. Its page says the customer agreement is the final authority on the calculation and adjustment frequency; its schedule applies to linehaul transportation charges and other fuel-consuming services identified in its tariff.
Cents per mile
A mileage-based schedule can set a surcharge per mile, sometimes by mapping diesel-price brackets to a cents-per-mile table. The charge then depends on the mileage measure and the applicable bracket, as well as the schedule’s effective date. A percentage-of-linehaul charge and a cents-per-mile charge can produce different results for the same shipment; one cannot be converted into the other without the relevant rate, mileage, and contract terms.

(indexed diesel price − base fuel price) ÷ assumed miles per gallon = surcharge per loaded mile
The draft’s illustrative inputs were a $1.15-per-gallon base price and an assumed 5.0 miles per gallon, with the result rounded to the nearest whole cent. These inputs are an old example, not a current industry standard or a required contract formula. For a purely hypothetical demonstration, if an agreement used those same inputs and an index price of $4.15 per gallon, the calculation would be ($4.15 − $1.15) ÷ 5.0 = $0.60 per loaded mile. The $4.15 figure here is hypothetical; the example does not establish a current diesel price or the right terms for any shipment.
Price brackets and thresholds
Some schedules use brackets: a price range selects a fixed per-mile amount, rather than recalculating the charge directly from every incremental price change. A threshold can also determine whether a surcharge applies at all. Check whether the agreement defines a base price, a trigger, a neutral band, or bracket boundaries, and how a price exactly on a boundary is treated. Do not assume that a published fuel index itself answers these questions.

Why schedules can produce different results
Two valid surcharge methods can respond to the same market data differently. Compare the terms along these dimensions before interpreting a quoted rate or checking an invoice:

The carriers’ published examples show why these details matter. In a rate snapshot accessed October 9, 2026, FedEx Freight displayed a 57.70% rate for October 7–13, based on the October 5 reported fuel price. That figure is a dated, carrier-specific schedule value, not a general benchmark or a rate that should be applied to other carriers. The customer agreement remains the authority for the customer’s calculation and adjustment frequency.
Union Pacific illustrates a different approach in its schedule: a mileage-based table keyed to monthly average diesel-price brackets. The stated threshold for applying the surcharge is a monthly average of at least $2.30 per gallon. The schedule averages weekly reported retail on-highway diesel prices during the month, then applies the associated mileage charge to waybills dated from the first day of the second following calendar month. It also states that the surcharge is not applied retroactively and does not reduce charges below base freight charges. The $2.30 threshold and timing describe that schedule, not a rule for truck freight generally.

Who pays the surcharge?
The party the carrier invoices commonly pays the charge in the first instance when the governing tariff, rate confirmation, or customer agreement includes it. In a direct shipper-to-carrier arrangement, that may be the shipper or another customer named in the agreement. The invoice recipient and the party that ultimately bears the cost are not always the same: a business may incorporate freight costs into its own prices, but passing a charge on to a buyer is a separate commercial decision, not an automatic consequence of the carrier’s surcharge.
Brokered freight can involve more than one agreement. A carrier may bill a broker under carrier-to-broker terms, while the broker bills a shipper under a separate broker-to-customer agreement. The documents may not use identical rates or allocation rules. To identify who is responsible, follow the contract chain and distinguish the amount owed to the carrier from the amount owed between the broker and its customer. The labels “shipper,” “broker,” and “consignee” alone do not establish the payer for every transaction.

A government procurement contract can provide another specific arrangement. The VAAR clause 852.216-75, marked November 2021, describes a procurement-specific adjustment process: it defines a base using the latest weekly average before offer closing, uses a contract-defined fluctuation band, and permits a written request for adjustment subject to timing and review. It provides for a separately identified “Fuel Adjustment” on invoices, bars retroactive adjustments, and allows increases or credits. That clause applies in its prescribed procurement context; it is not a default rule for private freight transactions.

How to check a quote or invoice
Use the applicable agreement as your starting point. A carrier’s public schedule can help explain its general method, but the customer’s specific contract may control the rate, timing, or adjustment frequency. Before treating a surcharge as correct or incorrect, match the invoice to the terms for that customer and shipment.
- Find the governing documents. Check the customer agreement, tariff incorporated into it, rate confirmation, or other shipment terms. For a brokered shipment, identify both the carrier-to-broker and broker-to-customer arrangements.
- Locate the calculation rule. Confirm whether the charge is a percentage, a mileage amount, a bracketed fee, or another specified adjustment. Record the base price or trigger and any neutral band.
- Verify the index and period. Identify the price series named in the terms, the data week or monthly average used, and any delay between the index period and the effective surcharge period.
- Check the date that selects the rate. Use the contract’s controlling event—such as pickup, shipment, or waybill date—not automatically the invoice date or the date you received the bill.
- Recalculate the applicable base. For a percentage, confirm the stated rate and the charges it applies to. For a mileage method, verify the mileage measure, price bracket, and per-mile amount. Do not apply the surcharge to charges the terms exclude.
- Review increases, decreases, and credits. Check how the agreement treats a lower fuel index, whether the charge can fall below a base freight amount, and whether written requests or notice are required.
- Compare the result with the invoice. Confirm the displayed surcharge, applicable shipment details, and any required separate line item match the documented method. If they do not, ask the billing party to identify the tariff or contract provision, index period, and calculation used.
When raising a question, be precise: state the shipment or waybill identifier, the date you believe controls, the schedule period, the fuel index or bracket, the charge base, and the amount you calculate under the contract. This gives the carrier or broker a concrete issue to reconcile rather than a general objection to fuel surcharges.
Common mistakes to avoid
- Treating an EIA price as the surcharge. The EIA publishes price data; each company sets its own method, and the commercial terms determine which method applies.
- Assuming one carrier’s percentage is an industry rate. A carrier’s published percentage or table is specific to its schedule, scope, and period.
- Using the wrong date or index window. A monthly average with a delayed effective date can differ materially from a weekly rate tied to a recent price report.
- Applying the charge to the entire invoice without checking its scope. The terms may define a narrower base, such as linehaul and specified fuel-consuming services.
- Assuming falling prices always mean a credit. Whether a decrease reduces the surcharge, produces a credit, or is limited by a base-freight floor depends on the schedule.
- Assuming the freight customer always bears the final cost. The party billed by the carrier may be different from the party that ultimately absorbs or passes through the expense.
What the examples do—and do not—establish
The EIA, FedEx Freight, Union Pacific, VAAR, and the 2009 draft estimator illustrate distinct roles and approaches: an index publisher, carrier schedules, a procurement clause, and an older worked formula. They do not establish a universal surcharge formula, a typical rate across the freight market, or what share of freight cost a surcharge represents. No single industry-wide prevalence or rate statistic follows from these examples. For a real shipment, the dependable answer comes from the specific terms and data period stated in its governing documents.
