Airlines do not choose a Pacific diversion airport by distance alone. For a particular flight, dispatchers identify airports the aircraft can reach within the operator’s approved diversion-time limit, then check whether each is expected to support a safe landing at the time it might be needed. Weather, runway and approach suitability, airport availability, aircraft condition, and the services available on the ground all shape the plan. The resulting list is specific to the route, aircraft, operator approvals, and conditions—not a universal list of Pacific airports.
What counts as a diversion airport?
In extended operations planning, an ETOPS alternate is an airport designated for use if a flight needs to leave its planned route and land before reaching its destination. The term is associated with extended-range operations, including many long overwater flights, but it should not be taken to mean that every transpacific flight is a twin-engine ETOPS flight. Aircraft, jurisdictions, and operating rules differ; the criteria discussed here describe ETOPS and related alternate planning rather than every possible Pacific operation.

An airport appearing on a map is not automatically a usable alternate. The operator must be authorized to plan the flight within a particular diversion-time envelope, and the candidate must be expected to be operationally suitable when the airplane could arrive. A remote airfield might be geographically convenient yet fail the requirements for weather, runway, approach, services, or availability. Conversely, a more distant airport may be a valid planned alternate if it falls within the applicable approval and meets the necessary conditions.
The alternate list belongs to a specific dispatch plan. It depends on the planned route and track, the aircraft and engine combination, the operator’s authorizations, the airplane’s serviceability and dispatch configuration, and conditions that may change before or during the flight. That is why a static “Pacific diversion airport list” cannot reliably answer where a particular flight could go.

How dispatchers build the initial candidate set
1. Establish the approved diversion-time limit
The starting point is not simply the airplane’s maximum possible range. The operator determines which diversion time is authorized for that aircraft-engine combination and operation, then checks the route against airports that can be reached within the applicable limit. Under US Part 121 ETOPS rules, the dispatch release must include enough ETOPS alternates to keep the airplane within the maximum diversion time approved for the operator.
The route matters because reachability is evaluated in relation to the flight’s planned track and the relevant diversion-time calculation. A candidate can be close to one segment of a route and outside the permitted envelope for another. In addition, the usable limit may be reduced by the aircraft’s actual dispatch condition: EASA’s March 2026 Easy Access Rules state that an ETOPS alternate must be within the operator-approved diversion time or within a shorter time based on serviceability limitations generated by the aircraft’s minimum equipment list (MEL).
This makes the release configuration consequential. If an item is inoperative and the applicable MEL conditions impose a shorter diversion time, a previously reachable airport may no longer qualify for that dispatch. The list must reflect the aircraft as it is being operated, not merely the airplane model in the abstract.

2. Apply the authority and regional provisions
Some regions have provisions that modify or extend the general planning framework. Under the 2025 text of US Part 121 Appendix P, an extension to 207 minutes from 180-minute authority is described as a flight-by-flight exception for specified North Pacific circumstances when an airport is not available within 180 minutes. The nearest available alternate within 207 minutes must then be specified. Appendix P also describes a 240-minute exception in particular circumstances and areas.
For areas south of the equator, the US rule provides for up to 240-minute ETOPS in listed oceanic areas, including Pacific areas between the US West Coast and Australia, New Zealand, and Polynesia. It calls for the nearest available alternates to be designated along the planned route. These provisions are not a blanket authorization for every airline or every transpacific flight to use 207 or 240 minutes: the authority, qualifying conditions, and limitations remain specific to the operator and operation.

For a reader, the practical distinction is that a time value in a regulation describes an approval framework or exception, not a standard duration that all flights plan around. The permitted envelope is the one applicable to that operator, aircraft, route, and circumstance.
How an airport is judged usable
After identifying airports within the time envelope, dispatchers must establish whether each is expected to be available and adequate during the period in which the aircraft might arrive. The relevant question is not “Is this airport open right now?” alone. It is whether the forecast and reported conditions cover the earliest through latest possible landing window associated with a diversion.

Field-condition reports must also indicate that a safe landing can be made. If the available weather information does not support the required minima across the relevant window, the airport cannot simply be treated as a dependable planned alternate because it is nearby.
| Operational check | What dispatch planning needs to establish |
|---|---|
| Diversion-time coverage | The airport lies within the applicable approved limit for the route, aircraft configuration, and authority. |
| Weather and arrival window | Forecasts or required reports meet the operator’s alternate minima across the possible landing period, not just at one convenient time. |
| Runway and field condition | Available field-condition information supports a safe landing for the airplane and relevant operating condition. |
| Approach and navigation | The airport has approach capability and navigation facilities suitable for the operation and conditions expected. |
| Availability and support | The airport can be used and has services needed for safe operations and for the aircraft’s occupants after landing. |
Weather, minima, and the landing window
Alternate minima are the applicable weather thresholds for planning an airport as an alternate; they are not interchangeable with a general statement that the airport has “good weather.” The controlling minima are those in the operator’s operations specifications and applicable rules. Because the flight could arrive at different times depending on when and why it diverts, the forecast must be assessed over the potential use window.
Weather is only one part of the assessment. FAA technical guidance emphasizes conditions such as visual references, approach capability, surface wind, and runway surface condition, including the possibility that the aircraft may have an engine or system inoperative. The question is whether the specific airplane can safely use the available runway and approach under the scenario for which diversion planning is being done.

Airport facilities and post-landing needs
EASA’s rule text describes an adequate airport as available and equipped with necessary ancillary services. Its listed considerations include air traffic services, lighting, communications, weather reporting, navigation aids, emergency services, and at least one instrument approach procedure. These requirements show why “nearest” and “adequate” are different tests: an airport must support the approach and landing, not merely provide a point on land within range.

Support after landing also matters. FAA requirements call for services and facilities that support a safe approach and landing and provide for passengers and crew after a diversion. Depending on circumstances, the airplane and the people aboard may need emergency response and airport support beyond the runway itself. A candidate’s usefulness is therefore assessed as an operational destination for an unplanned landing, not just as a surface on which an aircraft might theoretically touch down.
Why the nearest airport is not always the answer
Proximity is one consideration, but the closest airport may be outside the approved diversion-time envelope, below required weather minima, unsuitable for the aircraft’s landing capability, or unavailable during the expected arrival period. A farther airport may be the viable alternate if it remains within the applicable limit and satisfies the operational checks. The regulations’ use of “nearest available” occurs in specific authority provisions and contexts; it does not establish a universal rule that every aircraft must land at the geographically nearest airport.
Candidate airports are best compared across several constraints at once. An airport that performs well on one measure can fail on another, so the decision cannot be reduced to a single distance ranking.
| Comparison axis | Question to resolve |
|---|---|
| Route coverage | Can the airplane reach the candidate under the relevant diversion-time calculation from the planned track? |
| Expected landing conditions | Do weather and field-condition information support use throughout the possible arrival window? |
| Aircraft compatibility | Are the runway, approach, navigation, wind, and surface conditions suitable for the airplane and the relevant system or engine condition? |
| Operational availability | Will the airport and its required facilities and services be available when needed? |
| En-route context | How would a deviation interact with weather and the surrounding oceanic traffic and route structure? |
How the plan is checked again before oceanic exposure
Alternate planning is not frozen at the moment the release is issued. FAA rules require a review of weather at required ETOPS alternates before the flight continues beyond the ETOPS entry point. The review covers alternates within the dispatch diversion time of the planned route and the period during which each might be used. The crew must be advised of changes since dispatch.

If conditions change, a release may be amended to add an alternate that meets the operating minima and lies within the maximum time that could be authorized for the flight. This is a controlled update to the plan, not a reason to assume that any airport can be substituted at will. The candidate still has to fit the applicable authority and satisfy suitability requirements.
That reassessment matters because weather forecasts, runway or field reports, and airport availability can change between dispatch and the time the aircraft is exposed to a long overwater segment. An airport that looked suitable earlier may no longer meet the criteria, while another candidate may become acceptable. The release and crew information need to reflect the conditions relevant to the flight’s next phase.
Independent reader supportYour contribution helps us test, update, and keep practical guides available for everyone. What changes after an actual diversion becomes necessary
Dispatch alternate selection and an in-flight diversion decision are related but distinct. The release establishes planned alternates and the operational basis for proceeding. If an emergency, equipment issue, or other circumstance develops, the flight crew must respond to the situation at hand; the fact that an airport was listed does not by itself dictate that it is the only possible destination.
There is also an air-traffic context to an en-route deviation. FAA oceanic contingency guidance identifies considerations including the prevailing traffic flow, parallel tracks or user-preferred routes, the nature of the contingency, and weather. These factors concern how a deviation is managed in oceanic airspace; they should not be confused with the dispatch test used to decide which airports qualify as planned alternates.
In practical terms, the operational picture can involve both the landing problem and the route through traffic: an airport must be appropriate for the aircraft and situation, while the deviation must be managed in the surrounding airspace. The available public information does not establish a universal in-flight decision sequence or a single destination rule, so a particular crew’s response cannot be inferred from a generic alternate-planning explanation.

Why two transpacific flights may have different alternates
Two flights crossing the same broad ocean region can have different eligible airports because their routes, aircraft, operators, and conditions are not identical. A change in planned track affects route coverage. Different aircraft-engine combinations or operator approvals can alter the relevant diversion-time authority. An MEL-related limitation can shorten the usable time for one dispatch. Forecasts and runway conditions can also make an airport suitable for one flight’s arrival window and unsuitable for another’s.
- Route and track: The airport must be reachable from the relevant portion of the planned route, not just from the origin or destination.
- Aircraft and dispatch status: The airplane’s engine combination, configuration, and any applicable MEL limitation can affect eligibility.
- Operator authorization: An airline’s approved diversion-time limits and operations specifications govern what can be planned.
- Time-dependent conditions: Weather, field condition, and airport availability must be suitable for the anticipated landing window.
- Regional authority: Special provisions may apply in particular North Pacific or southern Pacific areas, subject to their terms.
For that reason, publicly naming a handful of island or coastal airports would not reveal the actual alternates for a flight. The needed information includes the flight date, route, aircraft and dispatch condition, operator jurisdiction and authorization, and current airport and weather status. Without those details, a specific airport list would be speculation rather than an explanation of the airline’s plan.
What passengers should understand about a Pacific diversion
A diversion airport is selected because it can meet operational criteria for a particular flight, not because it is necessarily the passenger’s preferred destination or the closest city. Once landed, the next steps depend on the circumstances, airport capability, airline arrangements, and the availability of onward transport or support. No general planning rule establishes how long passengers will wait or whether the original journey will resume from that airport.
Do these 3 things before closing this tab:
1Fix the driver behind crashes, sound loss and screen glitches2Repair Windows errors before they cause bigger problems3Scan for outdated or missing drivers - takes under a minuteThe existence of designated alternates is part of how a long overwater flight is planned. It does not mean the flight is expected to divert, nor does it guarantee that every conceivable disruption leads to one predetermined airport. The plan is conditional on the aircraft remaining within its authorized envelope and on the designated airport continuing to meet the required conditions.
Limits of any public answer about a particular flight
The regulatory material explains the criteria, but it does not provide a universal airline airport list, live airport status, or a dispatch release for a specific flight. Those details are volatile and operationally specific. A meaningful answer about an individual flight would have to be tied to its date, route, aircraft, operator jurisdiction, approved limits, and the weather and airport information valid at the time.
The FAA provisions described here distinguish general ETOPS requirements from regional exceptions, while EASA’s March 2026 Easy Access Rules articulate a corresponding adequacy and diversion-time framework that includes serviceability limitations. They are not interchangeable permissions, and neither should be generalized beyond its jurisdiction and scope. The reliable takeaway is the method: first determine what is reachable under the actual authorization, then establish what is suitable and available during the period of possible use, and keep that assessment current as the flight approaches the overwater segment.
