Harley-Davidson Factory Closure: What the Current Announcement Actually Means

Harley-Davidson’s June 2026 announcement concerns bringing Revolution Max production back to Pennsylvania and Wisconsin, not closing a main factory.

Harley-Davidson’s June 9, 2026 announcement does not say that one of its main factories is closing. It says the company plans to return North American production of its Revolution Max platform to facilities in Pennsylvania and Wisconsin. That is a production move, not a plant-closure notice.

What Harley-Davidson announced

Harley-Davidson said it would bring Revolution Max production for the North American market back to U.S. facilities as part of its Back to the Bricks strategy. The work named in the announcement includes machining, powertrain assembly, painting and final vehicle assembly. The platform includes the Pan America, Sportster S and Nightster. Read the company’s June 9, 2026 announcement.

The company targeted completing the transition ahead of Model Year 2028 production in 2027. That is a stated plan, not confirmation that the transition has since been completed. Harley-Davidson also projected that its York, Pennsylvania facility would make more than 100,000 motorcycles in 2027; that figure is a company forecast, not reported production.

Which facilities and work are involved?

York, Pennsylvania

Harley-Davidson describes York Vehicle Operations as handling machining, fabrication, paint and final assembly for Touring and Trike models, as well as producing current and legacy replacement parts. The June announcement identifies York as one of the destinations for returning work. The company’s projection of more than 100,000 motorcycles from York in 2027 is forward-looking. Wisconsin

The announcement also names company facilities in Wisconsin. Harley-Davidson’s factory-tour information describes engine manufacturing at Menomonee Falls, Wisconsin, but that tour page does not establish that the facility is closing. Harley-Davidson’s factory tours page.

Does this mean a factory is closing?

No closure is announced in the June 2026 release. Moving production between facilities, ending production at a site, temporarily suspending public tours and closing a plant are different events. Harley-Davidson’s tour pages can indicate when visitor access is unavailable; that alone does not mean the factory has shut down.

A separate reference to Harley-Davidson’s historical 2019 Kansas City factory closure is not enough to establish that this headline refers to that event or to explain its circumstances. The current 2026 production-return announcement should not be treated as evidence about the 2019 closure.

What Harley-Davidson says is driving the move

The company attributed the domestic manufacturing opportunity to changes in U.S. trade policy and shifts in the global trade environment, and linked the decision to its Back to the Bricks strategy. In its words, “The Trump Administration’s changes to U.S. trade policy, combined with shifts in the global trade environment, have created new opportunities for companies to invest in domestic manufacturing.” This is Harley-Davidson’s explanation; the release does not establish trade policy as the sole cause.

Harley-Davidson introduced Back to the Bricks on May 5, 2026, describing it as a plan to restore performance and profitable growth. In its February 10, 2026 results release, the company had also discussed efforts to stabilize the business, restore dealer confidence and align wholesale activity with retail demand. Those broader business measures provide context for a corporate reset, but the company did not identify them as the cause of a factory closure. What the announcement says about jobs

Harley-Davidson said the production move would support “dozens of additional American manufacturing and union jobs.” The company did not publish a precise job count in the announcement, so the statement should not be converted into a specific number or treated as a net employment tally across all locations.
