EV Market Shifts in 2025: Why Automakers Revisited All-Electric Plans

In 2025, automakers adjusted near-term EV targets and investment without ending the shift to electric cars. Honda’s revised plans show how hybrids and flexible production fit into that recalibration.

Automakers did not abandon electric cars in 2025, but several reconsidered how quickly to scale them, how much to invest, and which powertrains to prioritize in the meantime. Slower growth in some markets, difficulty making battery-electric vehicles profitable for many non-Chinese automakers, and changing policy conditions all contributed. Honda’s May 2025 plan revision is a clear example: it lowered its near-term EV expectations and investment while expanding its hybrid push and keeping its 2040 zero-emissions goal.

Why are automakers scaling back EV plans in 2025?

The shift was a recalibration, not a single industry-wide retreat. In its Global EV Outlook 2025, the International Energy Agency (IEA) said a number of automakers had scaled back near- and mid-term targets over the preceding year. It cited demand that was lower than some companies expected, difficulty achieving profitable battery-electric vehicle (BEV) programs for many non-Chinese automakers, and policy uncertainty in some markets.

U.S. sales show why the distinction between growth and growth rate matters. The IEA reported that 1.6 million electric cars were sold in the United States in 2024, more than 10% of the market. Sales still grew, but the annual growth rate slowed to 10% in 2024 from 40% in 2023. A growing market can therefore still fall short of the pace companies used to set product and investment plans.

The IEA also discussed uncertainty around policy and trade, including announced U.S. auto tariffs, as factors that could affect future sales and pricing. The evidence does not identify one policy change as the cause of automakers’ revisions; demand, profitability, and policy conditions are overlapping considerations.

How did 2030 electric-car targets differ by region?

Company declarations varied widely by market. The IEA’s comparison, based on automaker declarations available through the end of the first quarter of 2025, shows that companies were not working toward one uniform global EV target.

China 55% to 80% The IEA said electric-car sales remained strong over 2024.

These are ranges of company declarations, not IEA forecasts, guaranteed outcomes, or a tally of vehicles already sold. They also concern electric cars, not a single interchangeable category that includes every hybrid or other electrified powertrain.

What did Honda change in 2025?

On May 20, 2025, Honda said its global EV sales-ratio expectation for 2030 was below its previously announced 30% target. The company also revised its product-launch plan in response to a market slowdown. Its CEO, Toshihiro Mibe, said the company then saw EVs accounting for “about a fifth” by the 2030 financial year, while emphasizing how difficult the market was to read.

Honda’s May 2025 briefing reduced planned electrification investment through FY2031 from 10 trillion yen to 7 trillion yen—a 3 trillion yen reduction. This is a change to planned spending, not a report of money already spent or saved.

Hybrids became a larger part of Honda’s near-term plan

Reuters reported on May 20, 2025, that Honda planned to launch 13 next-generation hybrid models globally over the four years beginning in 2027. Honda’s stated aim was to sell 2.2 million to 2.3 million hybrid vehicles by 2030, compared with 868,000 hybrids sold in 2024. The future model count and sales figure are plans and targets, not completed results.

A hybrid pairs an engine with an electric motor; it is not the same as a battery-electric vehicle, which runs on electricity stored in a rechargeable battery. Honda’s decision to emphasize hybrids therefore changes its near-term powertrain mix rather than counting hybrids as BEVs.

Does Honda’s reset mean it abandoned electric cars?

No. Reuters reported that Honda continued to plan for battery-electric and fuel-cell vehicles together to make up all new-car sales by 2040. Fuel-cell vehicles are not battery-electric vehicles, so that longer-term commitment should not be confused with a promise that every Honda will be a BEV. The 2040 ambition also remains a stated target, not a realized sales outcome.

This is why it is useful to separate near-term investment and launch timing from longer-term goals. Honda lowered its 2030 EV expectation and planned electrification investment in 2025, while retaining the 2040 target reported at that time. Both statements can be true.

How is Honda adapting its manufacturing plans?

Honda’s Ohio EV Hub is an example of one company pursuing production flexibility rather than dedicating every line to a single powertrain. In a February 3, 2025, company announcement, Honda said its Ohio plants were being retooled so internal-combustion, hybrid-electric, and EV models could be built on shared lines. Bob Schwyn, senior vice president of Honda Development & Manufacturing of America, said the arrangement would let Honda “quickly respond to shifting customer needs and market conditions.”

Honda described the Acura RSX EV as the first planned battery-electric model for the hub, followed by Honda 0 Series production models. Those were prospective plans in the February announcement; that announcement alone does not establish that the vehicles entered production. The broader point is that flexible manufacturing can preserve EV capacity while allowing a company to adjust its mix of engines, hybrids, and BEVs as demand changes.

What to watch when judging an automaker’s EV strategy

  • Target versus result: A sales declaration or launch plan is not actual production or sales. Check the date and wording of the company’s statement.
  • Time horizon: A revision to a 2030 target does not automatically cancel a 2040 ambition, and a long-term ambition does not guarantee near-term investment or launches.
  • Powertrain category: BEVs, conventional hybrids, plug-in hybrids, extended-range EVs, and fuel-cell vehicles are different technologies. A plan to sell more hybrids is not equivalent to a BEV target.
  • Geography: The IEA’s ranges show that company declarations differed across the United States, Europe, and China. A change responding to one market should not be treated as a universal industry position.
  • Capital and production: An investment reduction, a delayed product, a cancellation, and a flexible factory are different kinds of decisions. They should not all be summarized as “abandoning EVs.”
