An electric waterbike can mean more than one kind of craft. Some use a pedal-generator to power separate motors; others use pedal assist to drive a propeller. And although some are hydrofoil bikes that rise above the water on foils, not every electric waterbike foils. Here is how the designs differ, what manufacturers say about their performance, and what to check before choosing one.
What an electric waterbike is—and what “foiling” means
An electric waterbike combines bicycle-style pedaling with electric propulsion on the water. Its controls and powertrain vary by model: pedaling may generate electricity for separate motors, or an electric motor may assist the rider’s pedaling.
A hydrofoil is a wing-like structure beneath a craft. As the craft moves, the foils can generate lift and raise much of the hull above the surface. That is different from simply using an electric motor to propel a watercraft. Manta5’s Hydrofoiler XE-1 is a pedal-assist hydrofoil bike; OTTER describes an electric waterbike with dual motors, but its cited product description does not establish that the craft rises onto hydrofoils.
How the propulsion and steering differ
OTTER: pedaling generates electricity for two motors
OTTER describes a pedal-generator system: the rider’s input is converted into electricity, and a control unit blends that input with battery power and steering input. Two electric motors then adjust thrust for propulsion and steering. A digital steer-by-wire lever controls direction, with manual, cruise, and boost modes available. Manta5 XE-1: pedal assist on a hydrofoil bike
The 2021 Hydrofoiler XE-1 specification describes a 460 W pedal-assist motor with seven assist levels, a propeller, carbon-fiber hydrofoils, and buoyancy modules. Its self-leveling front tiller is intended to respond to waves and chop. Manta5 calls the motor’s propulsion quiet, but the document does not provide an independent noise measurement. Why a ride may feel smooth and quiet—and what is not measured
Electric motors can provide propulsion without the sound and mechanical feel of a conventional combustion engine. Foils can lift a hydrofoil bike’s hull clear of much of the water once it is moving, changing how the craft interacts with the surface. Those design features help explain the appeal of quiet propulsion and a different riding sensation, but they do not establish how quiet or smooth a particular model is in use.

OTTER calls its motors quiet and its propulsion smooth and silent; Manta5 describes its XE-1 motor as quiet. The cited product materials do not provide comparable decibel readings or independent ride-quality tests. Actual experience may depend on conditions, rider input, assistance setting, and the specific craft.
What to check before comparing models
- Confirm the design: Is it a pedal-generator craft, a pedal-assist hydrofoil bike, or an eFoil board? These are not interchangeable categories.
- Compare power and steering: Separate motors controlled by a steering lever work differently from a pedal-assist motor and tiller.
- Read runtime as an estimate: Assist level and conditions affect battery use. OTTER also says local rules may limit assistance levels.
