Does 99% of Car Seats Contain Cancer-Causing Chemicals? What a 2024 Study Found

The widely repeated 99% figure refers to TCIPP in cabin-air samplers from 101 newer U.S. vehicles—not to 99% of car seats or a finding of cancer risk in people.

No—the study did not find that 99% of car seats contain cancer-causing chemicals. It detected the flame retardant TCIPP in cabin-air samplers from 99% of 101 newer U.S. vehicles. Researchers collected seat-foam samples from only 51 vehicles. The study measured chemical presence and exposure pathways; it did not measure cancer or show that riding in a car causes cancer in people.

What did the 99% figure actually measure?

In a paper published in Environmental Science & Technology in May 2024, Rebecca M. Hoehn and colleagues reported detecting TCIPP in 99% of cabin-air samplers from 101 U.S. vehicles model year 2015 or newer. The samplers were silicone devices hung from the rearview mirror for seven days. TCIPP was detected at concentrations from 0.2 to 11,600 nanograms per gram of sampler. Read the study.

That percentage is a detection frequency in this study sample. It is not the proportion of car seats tested, the share of all cars containing TCIPP, or a measure of how many people will become ill. Organophosphate ester flame retardants were found in the air samplers from all 101 vehicles, but the researchers collected foam from just 51 vehicles.

How did researchers connect the chemical to seat foam?

TCIPP was the dominant flame retardant identified in the sampled seat foam. Where TCIPP was detected in foam, median air-sampler concentrations were about four times higher in winter and nine times higher in summer than in vehicles without detected TCIPP in foam. Across the study, sampler concentrations were also significantly associated with ambient temperature and were two to five times higher in summer than in winter.

These measurements support seat foam as one source of TCIPP in cabin air and show that warmer conditions were associated with higher measured levels. They do not establish the concentration a particular driver or passenger absorbs, or predict an individual’s health outcome.

Does TCIPP cause cancer in people?

The vehicle study did not investigate cancer: it measured chemicals, not disease, absorbed dose, or long-term health outcomes. TCIPP is being investigated for potential carcinogenicity. A 2023 U.S. National Toxicology Program report found evidence of carcinogenic activity in male and female rats and mice exposed to TCIPP, including liver and uterine tumors. See the NTP report.

Animal findings are a reason for concern about a chemical hazard, but they do not establish the cancer risk from ordinary car trips or prove that vehicle exposure causes cancer in humans. The 99% result is not a cancer statistic.

Are car seats toxic, and does the study apply to every vehicle?

The findings apply to the study’s sample of 101 newer U.S. vehicles, not all car seats, all vehicle models, or cars worldwide. The air measurements came from cabin samplers; the foam analysis covered a smaller set of 51 vehicles. The study does not determine whether a specific seat in your car contains TCIPP unless it was directly tested.

The paper discusses FMVSS 302, a U.S. vehicle-interior flammability standard, as context for the use of flame retardants in interior materials. It does not show that this regulation specifically requires TCIPP, nor does the study assess the standard’s safety benefits. A regulatory standard and a chemical measurement are different kinds of evidence.

What can drivers do based on this evidence?

The study did not test or validate cabin filters, portable air purifiers, seat covers, or consumer test kits as ways to remove or block TCIPP. It therefore cannot support a claim that any of those products will reduce exposure. Its findings establish that the chemical was detected in sampled vehicle air and foam, but do not identify a proven consumer fix.

Lead author Rebecca Hoehn, identified as a Duke University scientist in the Green Science Policy Institute’s release, said: “Our research found that interior materials release harmful chemicals into the cabin air of our cars.” Read the institute’s release.
