School buses could be an early private-sector segment for electrification in India, but the shift is not yet underway at scale. At the India Clean Transportation Summit 2026, World Bank Senior Transport Specialist Dr Laghu Parashar pointed to school buses’ predictable routes, relatively short daily distances and long parking periods as reasons schools may be able to adopt electric buses sooner than other private operators. The same discussion highlighted a major obstacle: electric school buses cost almost twice as much as comparable diesel models, and small fleets may struggle to justify dedicated charging.
Why school buses may be among the first private fleets to go electric
Parashar said school transport could be the private sector’s first mover. Electrive’s 8 October 2026 report on the summit puts the opportunity in context: private operators account for around 90% of India’s bus market, or approximately 1.6 million buses, while public transport authorities account for 8–10%. Parashar attributed 30–35% of those privately operated buses to school transport.

The case rests on a combination of predictable use and potentially convenient parking. Parashar said school buses typically travel 50–60 kilometres a day and remain idle for several hours between operating periods. Many schools also have premises that could accommodate chargers. Together, those conditions may make it easier to plan charging than for buses that run longer or less predictable duties. They do not, by themselves, establish that a particular school can charge affordably or that an electric bus will meet every route’s needs.

Charging access depends on the school and its fleet
A school with suitable parking and enough buses to share charging equipment may have a different cost and operating case from a school with only a handful of vehicles. Chartered Speed strategy head Rohit Bhan said at the summit that independent charging infrastructure would add cost and would not work for a school with five or 10 buses. Delhi’s reported proposal to let school buses use public bus-depot chargers could offer another route to charging access, but the report describes it as a proposal, not an established entitlement.

Vehicle requirements may differ from city-bus requirements
School buses can have lower seating and equipment requirements than regular city buses, making purpose-built models important. Vinoth Kumar R, Head of Planning and Strategy at Switch Mobility, said 70% of school buses then in operation had capacity for 30–40 people. He also said school buses could be 1–1.1 tonnes lighter in gross vehicle weight than regular city buses. Kumar called for purpose-built 30- and 40-seat electric models and argued that electric school buses should be offered as a mainstream product range, rather than treated as a niche option.
What is holding the switch back?
Purchase cost and charging infrastructure are the clearest barriers raised in the summit discussion. Kumar estimated that electric school buses cost almost twice as much as comparable internal-combustion models. C K Goyal, COO of SPV Operations at PMI Electro Mobility Solutions, said schools were not ready to bear even a small part of the additional cost of switching from an internal-combustion-engine bus. Bhan’s concern about dedicated chargers points to a related problem: infrastructure costs can be especially difficult to absorb across small fleets.

The figures reported from the summit do not provide a complete ownership-cost comparison. They do not establish how a specific school’s purchase price, financing, electricity tariff, charging costs, maintenance, utilization or vehicle-hiring arrangement would affect its costs over time. A school should not treat the reported price premium as a payback calculation, or assume that shorter routes automatically make electrification economical.

What Delhi requires—and what remains proposed
Electrive reports that Delhi’s policy requires schools to convert at least 30% of their bus fleet to electric models by 31 March 2030. The reported requirement covers buses that are owned, leased or hired. The same report says Delhi is proposing public bus-depot charging access for school buses; that proposal is distinct from the conversion requirement and should not be read as a guarantee of charger availability.

At the national level, a Ministry of Heavy Industries support scheme was described as under evaluation, not as an enacted or open funding programme. As reported by Electrive, it could potentially support 50,000 electric buses and 50,000 electric trucks, with a proposed outlay of ₹98.52 billion (approximately €897 million). Possible measures discussed included loan-interest support, partial credit guarantees and interest subvention for charging infrastructure. Those potential benefits should not be treated as funding schools can currently claim.
How large could the market become?
A World Bank assessment described by Electrive as under review projects around 90,000 private electric buses by 2030, with education institutions accounting for approximately 35%. The same assessment projects that India’s private electric-bus volume could reach approximately 180,000–190,000 by 2035. These are forward estimates attributed to an assessment still under review, not confirmed outcomes or findings from a published final report.
Those projections suggest that school transport could form a substantial part of private-fleet electrification, but they do not show how many schools are ready to switch, whether charging will be available at the required sites, or how the vehicles will be financed. Electrive also reported that PMI Electro Mobility Solutions had deployed more than 3,300 units across over 34 cities; that company deployment figure is context, not evidence that the school-bus market has already made the projected transition.

- Parking and charging: Confirm whether buses can park at the school for charging, whether electrical capacity and site arrangements are suitable, and whether any public-depot access is formally available.

What the summit discussion does—and does not—establish
The case for school buses as an early segment is operational: predictable routes, relatively short reported daily distances, long idle periods and potential access to school premises for charging. The same report identifies higher vehicle prices and charging infrastructure costs as serious obstacles. It does not establish school-by-school feasibility, verified total-cost savings, lifecycle emissions benefits or the final status of the national support scheme.
