ContourGlobal held a groundbreaking event on October 7, 2026, for Project Sterling, a solar-and-battery facility under construction in Mohave County, Arizona. The 450 MW figure refers to the solar plant’s AC rating: the project pairs 509 MWp of solar panels with a separate battery rated at 360 MW and 1.4 GWh. Commercial operation is targeted for the first quarter of 2028.
What is Project Sterling?
Project Sterling is a utility-scale solar-plus-storage project developed by ContourGlobal. Its solar array is rated at 509 MWp on a DC nameplate basis and 450 MWac. Those figures describe the solar plant using different rating conventions; neither is the battery’s capacity. The battery is separately rated for 360 MW of discharge power and 1.4 GWh of stored energy, which ContourGlobal describes as a four-hour system. ContourGlobal’s project information lists expected annual generation above 1 TWh; the company’s July 2026 announcement used a higher forecast of more than 1.1 TWh.

Where is the project, and where can its power go?
The site is in Mohave County near Topock, about 20 miles north of Lake Havasu City, according to North American Clean Energy. The facility is physically connected to the Western Area Power Administration (WAPA) grid and has firm point-to-point transmission rights intended to provide access to the California Independent System Operator (CAISO) market. The project is in Arizona; the transmission arrangement supports delivery into California’s market rather than changing the facility’s location. The October event report says a 5.2-mile (8.4-kilometre) Polaris Road is being built to connect the site with historic Route 66.

ContourGlobal announced on July 28, 2026, that it had reached a long-term power agreement with Tesla covering about 1 TWh per year, roughly 90% of Sterling’s expected as-generated annual output. The company said the agreement includes bundled electricity and renewable energy certificates. It did not disclose the contract’s exact price or term in the announcement. The contracted amount is not the project’s total forecast generation: it covers most, but not all, of the expected output.

What happened at the groundbreaking?
The October 7 event marked a visible on-site construction milestone, not the beginning of all work on the project. ContourGlobal says off-site physical work, including procurement of major equipment, began in June 2025; access-road construction started in July 2026, and on-site construction began in September 2026. The company acquired the project at the development stage in December 2024.
North American Clean Energy reports that the site covers more than 2,000 acres and is planned to include more than 760,000 solar modules and over 300 battery containers. The publication describes the battery containers as using lithium iron phosphate chemistry, liquid cooling and integrated fire protection. It also reports that construction is expected to average approximately 400 workers through 2028. These are reported project plans, not an independent assessment of employment impact.

How the battery changes the project’s output
The battery stores energy and can shift some solar-generated electricity for delivery later, including after sunset. Its 360 MW rating describes power at a given time; its 1.4 GWh rating describes stored energy. ContourGlobal calls it a four-hour system, so the two measurements should not be treated as interchangeable or added to the solar capacity.
At the groundbreaking, ContourGlobal President and CEO Antonio Cammisecra said the project could “deliver reliable clean power for up to 16 hours a day.” That is the executive’s description of the project’s intended delivery capability, not a guarantee of a constant output profile or round-the-clock supply.

When is Project Sterling expected to operate?
ContourGlobal’s published schedule sets first energization as a Q3 2027 target and commercial operation as a Q1 2028 target. These are planned milestones, not completed events. The company’s project page describes annual generation above 1 TWh, while its July 2026 Tesla agreement announcement and the October event report cite a forecast above 1.1 TWh.

North American Clean Energy reports that Sterling is privately financed and that ContourGlobal secured an equity bridge loan from a syndicate of international banks to support construction capital deployment. The report does not identify the banks or disclose the loan amount.
