The public information differs by company. It shows varying degrees of interest and preparation, not a complete or comparable record of signed dealer agreements, Canadian approvals, quota access, prices, or support arrangements.

Have Canadian dealers signed contracts yet?
The available October 8 reporting says sales and service contracts are being offered to interested dealers, but does not name dealer groups or establish publicly confirmed final signatures. The distinction matters: a contract offer is not the same as an executed franchise agreement, and neither by itself confirms that a location is open or able to sell an approved vehicle.
CADA has said predictable import allocation would help dealers assess supply before investing in facilities, staff, and signage. It also wants new entrants to participate in the Canadian Motor Vehicle Arbitration Plan, which handles consumer-manufacturer disputes. What must happen before a Chinese EV can be sold in Canada?
Network-building is only one part of a retail launch. A vehicle needs to meet applicable Canadian requirements, the importer needs the required permit for covered shipments, and buyers need an actual model, sales channel, and terms to order against.
- Canadian vehicle compliance and approval: The model must meet applicable Canadian laws, including vehicle safety, tire safety, environmental, and emissions requirements. The October 8 report said no new brand had been added to Transport Canada’s vehicle pre-clearance programs as of that date.
- Import permits and quota access: Covered Chinese-origin EV shipments require a Global Affairs Canada permit. The Canada Border Services Agency says an entry will be rejected if the required permit is not submitted. Quota access is shared across eligible imports, not guaranteed brand by brand. How Canada’s China EV import arrangement works
On January 16, 2026, Canada announced a China-specific EV import arrangement. Its initial annual quota is 49,000 vehicles at a 6.1% most-favoured-nation tariff, according to Global Affairs Canada. The quota took effect March 1, 2026. For the initial quota year, 24,500 vehicles were set aside for each half-year period, with unused first-half volume added to the second-half quantity. That framework creates a route for eligible imports; it does not establish that a particular automaker has received quota allocation or permits. How volumes and permits will be allocated among automakers during the active September 2026 to February 2027 period remains unsettled in the available reporting.
Could a China-built vehicle qualify for Canada’s EV incentive?
Do not assume so. Canada’s federal EV affordability program announced in February offers up to $5,000 for eligible battery-electric and fuel-cell vehicles in 2026. Under the stated rules, eligible vehicles must be made in Canada or imported from a country with which Canada has a free-trade agreement. What the federal strategy signals—and what it does not
Canada’s federal automotive strategy says the government will prioritize attracting entrants that lead in EV manufacturing and connected-vehicle technologies. It presents the China partnership as a way to encourage new Chinese joint-venture investment while allowing a fixed volume of imports.
